PUBLIC AUCTION NOTICE
NIGERIAN POSTAL SERVICE (NIPOST)

The General Public is hereby informed that the Nigerian Postal Service (NIPOST) will conduct a Public Auction for the sale of Twenty-Four (24) Motorcycles on an “AS IS, WHERE IS” basis.

Interested members of the public are invited to participate in the auction.

Date of Auction: Wednesday 9th September, 2026
Time: 12noon
Venue: P&T Building, Ministry of Communication, Lafiaji, Obalende.

All prospective bidders are advised to inspect the motorcycles before the auction date. The motorcycles shall be sold to the highest bidders, and successful bidders shall be required to make full payment immediately or within the period stipulated by the Auctioneers.

NIPOST reserves the right to reject any bid and is not bound to accept the highest or any bid. The sale shall be conducted in accordance with the applicable laws and regulations governing public auctions.

REQUEST FOR QUOTES – PR16203197 – ARMORED VEHICLE DEFENSIVE DRIVING COURSE

DUE: SEPTEMBER 9, 2026

The UNITED STATES EMBASSY IN ABUJA has a requirement for a contractor to provide a one-week Armored Vehicle Defensive Driving Course for eight (8) drivers assigned to the DOW Walter Reed Program, Nigeria. Training must be conducted in the United States from October 12 to October 16, 2026.

We invite you to submit a proposal.  Questions regarding this solicitation must be submitted in writing to AbujaProcurement@state.gov no later than September 4, 2026.

To ensure your proposal is valid, please adhere to the following quote submission guidelines:

  1. Technical Proposal: This must include
    1. Your methodology for fulfilling the requirements, including the course curriculum, classroom and practical/behind-the-wheel training hours, instructor-to-student ratio, and instructor qualifications and certifications;
    2. A performance schedule covering October 12–16, 2026, together with the training facility location and address, a description of the training track and armored vehicle fleet to be used, and any required student prerequisites, personal protective equipment, or medical clearances;
    3. Your performance history with valid contact information for past and current customers from the last three years, with emphasis on comparable armored vehicle/protective driving instruction delivered to U.S. Government or equivalent clients;
    4. Additionally, provide your UEI and proof of active registration in SAM.gov;
    5. Offers must remain valid for a minimum of 45 days from the submission deadline;
    6. f. Expected performance timeframe: All training must be delivered and completed during the period October 12–16, 2026. Certificates of completion for each of the eight (8) students must be issued no later than 10 calendar days after course completion.
  2. Price Proposal:
    • Provide a unique price for each line item in your quote (DO NOT provide a lump sum price quote). At a minimum, price the following separately: tuition/course fee per student for eight (8) students; vehicle and track usage fees; instructional materials; range/fuel and consumables; and any other applicable fees. Clearly identify any costs not included in your quote (for example, student travel, lodging, meals, or ground transportation), as the Government will arrange these separately unless otherwise stated.
  3. All responses and quotes to this Request for Quotation (RFQ) should be sent as a direct reply to this email, using the same subject line  (PR16203197), and should also copyAbujaProcurement@state.gov
