INVITATION FOR BIDS (IFB)

PURCHASE OF OFFICIAL VEHICLES FOR THE CHAIRMAN, VICE CHAIRMAN, OTHER ELECTED POLITICAL OFFICE HOLDERS, OBAS, AND CHIEFS, CONSTRUCTION OF A MODEL PRIMARY SCHOOL, CONSTRUCTION OF VOCATIONAL CENTRE AT EBUTE IPAKODO”

Date: 10th JUNE, 2026

1.0 INTRODUCTION
Ikorodu West Local Council Development Area among other things is statutorily responsible for the provision of qualitative education at the grassroots. Consequently, the management has approved the procurement as presented in the table below:

Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the Lagos State Public Procurement Agency Guidelines for Works and are open to all bidders as defined in the guidelines.

Ikorodu West Local Council Development Area now invites sealed bids from eligible and qualified Contractor for the above Contract as detailed in the bidding document.

3.0 QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractor wishing to carry out the Contract as described above will be required to submit the following documents.
(1) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
(2) Company Tax Clearance Certificate for the past three years (2023 – 2025)
(3) Possession of experience as a Prime Supplier in at least (3) supplies of similar nature and complexity carried out within the past (5) years with verifiable letter of contract award and certification of job completion.
(4) Detailed Company profile and Organization structure including names and telephone numbers of Key Personnel (Technical/Managerial).
(5) Evidence of Financial capability (Reference letter from reputable bank).
(6) Copies of VAT Registration with TIN number and evidences of VAT remittances for the last 3 years (2023 – 2025).
(7) Company Audited Accounts for the last 3 years (2023 – 2025)
(8) Evidence of 3 years’ development levy for two directors and PPA
(9) Evidence of registration with Public Procurement Agency and Ikorodu West Local Council Development Area in appropriate class and category

4.0 IMPORTANT INFORMATION
(I) Additional details are provided in the Bidding Documents.
(II) All claims must be adequately substantiated with documents and must be verifiable.
(III) Ikorodu West Local Council Development Area shall deal directly with only the authorized officers of interested companies and not with their agents.
(IV) This bidding exercise shall not be construed as a commitment on the part of the Ikorodu West Local Council Development Area to award the contracts to anyone or even award any contracts at all.
(V) Ikorodu West Local Council Development Area will not be responsible for any cost or expenses incurred by any interested party i.e. in connection with site inspections or responses to this invitation.
(VI) Sworn affidavit that all documents submitted are genuine.
(VII) Ikorodu West Local Council Development Area reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
(VIII) Late submission will be rejected.
(IX) And must be accompanied by A bid security (original) obtained from a reputable bank or insurance bond as indicated in the table above.

5.0 COLLECTION OF BID DOCUMENTS.
A complete set of Bidding Document in English Language may be collected by interested bidders at the Procurement Office, Ikorodu West Local Council Development Area on payment of N30,000.00 Non-refundable fee payable to the account of Ikorodu West Local Council Development Area, upon the submission of a written application to: The Executive Chairman, Ikorodu West Local Council Development Area, Owutu House, Lagos Road, Owutu, Ikorodu Lagos. The Bidding Document may be collected by hand or sent by Courier at bidder’s expense.

SUBMISSION OF BID DOCUMENTS
One (1) original copy and three (3) other copies of bids are to be delivered in sealed envelope clearly marked with the project desired, e.g. “Purchase of Official Vehicles for the Chairman, Vice Chairman, other Elected Political Office Holders, Obas, and Chiefs, Construction of a Model Primary School, Construction of Vocational Centre at Ebute Ipakodo” AT THE COUNCIL SECRETARIAT and addressed to: The Executive Chairman, Ikorodu West Local Council Development Area, Owutu House, Lagos Road, Owutu, Ikorodu Lagos and delivered at the same address on or before Tuesday 23rd June, 2026.

6.0 BID OPENING
Bids will be opened in the presence of all bidders’ representatives who choose to attend on 23rd June, 2026. 12:00 Noon, at the Council Hall of Ikorodu West Local Council Development Area.
