REQUEST FOR QUOTES – PR16203197 – ARMORED VEHICLE DEFENSIVE DRIVING COURSE

DUE: SEPTEMBER 9, 2026

The UNITED STATES EMBASSY IN ABUJA has a requirement for a contractor to provide a one-week Armored Vehicle Defensive Driving Course for eight (8) drivers assigned to the DOW Walter Reed Program, Nigeria. Training must be conducted in the United States from October 12 to October 16, 2026.

We invite you to submit a proposal. Questions regarding this solicitation must be submitted in writing to AbujaProcurement@state.gov no later than September 4, 2026.

To ensure your proposal is valid, please adhere to the following quote submission guidelines:

Technical Proposal: This must include

1. Your methodology for fulfilling the requirements, including the course curriculum, classroom and practical/behind-the-wheel training hours, instructor-to-student ratio, and instructor qualifications and certifications;
2. A performance schedule covering October 12–16, 2026, together with the training facility location and address, a description of the training track and armored vehicle fleet to be used, and any required student prerequisites, personal protective equipment, or medical clearances;
3. Your performance history with valid contact information for past and current customers from the last three years, with emphasis on comparable armored vehicle/protective driving instruction delivered to U.S. Government or equivalent clients;
4. Additionally, provide your UEI and proof of active registration in SAM.gov;
5. Offers must remain valid for a minimum of 45 days from the submission deadline;
6. f. Expected performance timeframe: All training must be delivered and completed during the period October 12–16, 2026. Certificates of completion for each of the eight (8) students must be issued no later than 10 calendar days after course completion.
Price Proposal:
- Provide a unique price for each line item in your quote (DO NOT provide a lump sum price quote). At a minimum, price the following separately: tuition/course fee per student for eight (8) students; vehicle and track usage fees; instructional materials; range/fuel and consumables; and any other applicable fees. Clearly identify any costs not included in your quote (for example, student travel, lodging, meals, or ground transportation), as the Government will arrange these separately unless otherwise stated.
