INVITATION TO TENDER FOR THE IMPLEMENTATION OF 2026 ZONAL INTERVENTION PROJECTS
INTRODUCTION
The National Library of Nigeria is the apex Library and the giant memory of the Nation. It is the intellectual store-house and the databank of learning. The National Library of Nigeria is charged with the responsibility of empowering Nigeria’s knowledge economy by providing access to digital and physical resources, cutting-edge technologies, and dynamic learning environment for research, education, and cultural development. The National Library of Nigeria has recently transformed its operations and services into Digital Formats. Therefore, in keeping with its mandate, and in compliance with the BPP’s guidelines and provisions of the Public Procurement Act 2007, wishes to invite seasoned and qualified contractors and firms to submit bids for the under listed Zonal Intervention Projects as appropriated in the 2026 Appropriation Act.
WORKS
1. LOT NLN/CP/W/26/01: Structural Renovation and Space Upgrade of National Library of Nigeria South West Zone; (Lagos, Ekiti and Ondo State Branches)
2. LOT NLN/CP/W/26/02: Structural Renovation and Space Upgrade of National Library of Nigeria South East Zone; (Enugu, Anambra, Imo State Branches and Perimeter Fencing of Allocated Land in Abia State)
3. LOT NLN/CP/W/26/03: Structural Renovation and Space Upgrade of National Library of Nigeria South – South Zone; (Rivers and Bayelsa State Branches)
4. LOT NLN/CP/W/26/04: Structural Renovation and Space Upgrade of National Library of Nigeria North West Zone; (Kaduna, Kano and Katsina State Branches)
5. LOT NLN/CP/W/26/05: Structural Renovation and Space Upgrade of National Library of Nigeria, North East Zone; (Bauchi, Adamawa and Gombe State Branches)
6. LOT NLN/CP/W/26/06: Structural Renovation and Space Upgrade of National Library of Nigeria, North Central Zone; (Abuja, Benue and Plateau State Branches)
7. LOT NLN/CP/W/26/07: Renovation of Center for Advanced Library and Information Management (CALIM), Enugu
2. ELIGIBILITY REQUIREMENTS
Interested and competent Contractors, Suppliers, Consultants/Service Providers wishing to carry out any of the Projects listed above are required to submit the following documents in their Technical Bids.
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026; with minimum average annual turnover of N400m for Lots NLN/CP/W/26/01 and NLN/CP/W/26/03, N230m for Lots NLN/CP/W/26/02 and NLN/CP/W/26/05, N125M for Lots NLN/CP/W/26/06 and NLN/CP/W/26/07 and N50M for Lot NLN/CP/W/26/04.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s whose annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the National Library of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 and 2025, duly stamped by a Registered Auditing firm and acknowledged by the National Revenue Service (NRS).
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic and Professional qualifications (issued for Professional Staff and Firm as applicable) such as COREN, QSRBN, ARCON, CORBON, Annual Practicing License, NEMSA and others as they relate to the peculiarities of the Projects.
k. Verifiable documentary evidence of at least five (5) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
l. Letter of Recommendation/Attestation from five (5) Referees from the Organization where the bidder had executed Projects earlier.
m. List of Plants/Equipment with proof of Ownership/Lease Agreement,
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
3. COLLECTION OF TENDER DOCUMENTS (CATEGORY A, B & C)
Interested companies are to collect the Bidding Documents from the Procurement Division of National Library of Nigeria, CBD Abuja on evidence of payment of a non-refundable tender fee of N10,000.00, paid into the National Library of Nigeria’s Remita account in any reputable Commercial Bank in Nigeria.
4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids in two (2) hard copies each of the Technical and Financial bids with Soft Copy of Financial bid saved in a Flash Drive in MS Excel Format, packaged in two separate envelopes clearly marked as “Technical Bid” or “Financial Bid” (each of the envelopes MUST bear the Company’s name, address of the bidder and the Lot number). Thereafter, put the two (2) sealed envelopes together in one bigger sealed envelope clearly stating the project name and Lot Number at the top right-hand corner of the envelope and addressed to:

Furthermore, the reverse side of the envelope must bear the company’s name and address of the bidder.
The documents should be deposited in the Tender Tamper Proof Box at the Procurement Division of National Library of Nigeria on the ground floor, Plot 274 Sanusi Dantata House, Central Business District, Abuja within the working hour of 9am – 4pm, Mondays – Fridays. The Deadline for the Submission is 12:00 Noon, Monday 15th June, 2026.
5. OPENING OF TENDER DOCUMENTS
Only the Technical Bids will be opened Publicly immediately following the deadline for submission by 12:00 Noon, Monday 15th June, 2026 at the Board Room of National Library of Nigeria, First Floor, Plot 274 Sanusi Dantata House, Central Business District, Abuja in the presence of bidders or their Representatives and Civil Society Groups, while the Financial Bids shall be kept un-opened.
6. IMPORTANT INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder.
b. Please ensure that you sign the Bid Submission Register at the Procurement Division, Ground Floor of above named address, as the National Library of Nigeria will not be held liable for misplaced or wrongly submitted bids. c. Contractors who had earlier submitted bids would be free to withdraw their submissions and submit a fresh bid without having to pay for a new tender fee.
d. Bids submitted after the deadline for submission would be returned un-opened.
e. Contractors who have ongoing or uncompleted projects and those who have worked for National Library of Nigeria and have history of poor performance, abandonment, termination, and/or prolonged contract execution period need not apply.
f. All documents for submission must be properly bound, numbered and duly signed (on each page) with a well arranged table of content.
g. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
h. Bid documents that are not clearly marked with the identity of the bidder would not be opened.
i. A bidder is only allowed to bid for two lots only
j. Note that tender documents not clearly printed/photocopied will be disqualified.
k. The National Library shall verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary
l. The National Library is not bound to accept the lowest quotation that is not Technically and Financially Responsive
m. Deviation to the provisions of this advertisement shall lead to disqualification.
7. DISCLAIMER
a. All costs will be borne by the bidders
b. This announcement is published for information purpose only and does not constitute an offer by the Tender Board of National Library of Nigeria.
c. National Library of Nigeria is not bound to accept the lowest quotation that is not responsive and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
