3.0 ELIGIBILITY REQUIREMENTS
The following documents are to be included with Technical Proposals:
i. Evidence of registration Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 or CAC STATUS REPORT.
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026 with Average Annual Turnover of N20 million for both Categories.
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026.
vi. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or Valid Certificate issued by BPP.
vii. Valid sworn affidavit disclosing whether or not any officer of the relevant committees of the Lower Niger River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
viii. Company’s Audited Accounts for the last three (3) years (2023, 2024 & 2025).
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the Project when needed.
x. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the Project, including copies of their Academic/Professional qualifications (in case of Construction: COREN, QSRBN, ARCON, CORBON etc).
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.
xii. List of Machineries/Equipment with proof of ownership/lease (where applicable).
xiii. For Electrical Works, verifiable evidence of Certificate of the Firm’s Registration with NEMSA Electrical Contractor Certification issued by the Nigerian Electricity Management Services Agency (NEMSA)
xiv. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

INVITATION TO TENDER/EXPRESSION OF INTEREST FOR THE EXECUTION OF YEAR 2026 CAPITAL PROJECTS

The Federal Government of Nigeria has allocated public funds to the Nigeria Hydrological Services Agency, (NIHSA) in the year 2026 Appropriation for execution of its projects so that the mandate of the Agency can be achieved. Accordingly, and in compliance with the Public Procurement Act 2007, the Agency invites reputable Contractors, Suppliers and Consultants with relevant proven competence and experience to submit tenders/Express Interest for execution of the following projects:

2.0 SCOPE
The Comprehensive Schedules of Requirements, Scope of Works and the Terms of Reference for Services are enclosed in the solicitation documents.

3.0 ELIGIBILITY REQUIREMENTS

The general Public may wish to be guided that the Procurement Process of the Agency shall be fully governed by the Public Procurement Act (PPA),2007 and the Federal Government Executive Order on Transparency, Accountability and Support for Local Contents in Public Procurement. The following mandatory requirements/eligibility criteria are expected to be met by all bidders:
a. Evidence of Certificate of Incorporation issued by the corporate Affairs Commission (CAC), including Form CAC2 and CAC7 (Business Name is also acceptable in case of services);
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the partners in case of Business Name) for the last three (3) years 2023, 2024, 2025 valid till 31st December, 2026;
c. Evidence of Pension Compliance Certificate and valid till 31st December, 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate and valid until 31st December 2026;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate and valid till 31st December, 2026
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission an Interim Registration Report (IRR) and valid till 31st December, 2026 or any valid Certificate issued by the BPP.
g. Sworn Affidavit:
i. Disclosing whether or not any officer of the relevant committees of the Nigeria Hydrological Services Agency or Bureau of public Procurement is a former or present Director Shareholder or has any pecuniary interest in the bidder and to confirm that information presented in its bid are true and correct;
ii. That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter;
iii. That the Company is not in receivership, subject to any form of insolvency, bankruptcy legal proceedings or subject to any form of winding up petition or proceedings;
iv. That the Company does not have an existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last Four (4) months.
v. Company’s Audited Account for the last three (3) years – 2023, 2024& 2025duly acknowledged by professional accountant (chartered);
vi. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facilities for execution of the project if awarded;
vii. Company’s profile with the curriculum Vitae of key staff to be deployed for the project/assignment, including copies of their Relevant Academic/Professional qualifications for works or services.
viii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years which shall include Letters of Awards, Job Completion Certificates and photographs of the projects where applicable.
ix. The Company shall have evidence of Registration with Professional bodies or at least three (3) of its staff shall be a registered member of relevant professional body in the area of interest.
x. All submission shall be paginated
xi. 4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies/Consulting Firms are to collect the Standard Bidding Document (SBD) from the Procurement Division of the Agency with evidence of payment of a non-refundable fee of N10,000.00 per lot, to the remita account of the Nigeria Hydrological Services Agency using any reputable Commercial Bank in Nigeria.

1. INTRODUCTION
The Gombe State Universal Basic Education Board (GME-SUBEB) in compliance with requirements of the Public Procurement Act, 2007 and other extant government regulations, intends to undertake projects for the implementation of the 1st – 4th Quarters 2025 UBEC/GME-SUBEB Matching Grant Projects. xii- Works: List of Plants/Equipment with proof of ownership/Lease Agreement;
xiii- For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xiv- For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
