1.0 INTRODUCTION
The Rivers State University, Port Harcourt, in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, intends to undertake the Procurement of Goods and Works for the YEAR 2026 TETFUND CAREER SERVICE CENTRE INTERVENTION respectively, following the Approval-in-Principle. Competent and experienced contractors with good track record of prompt delivery of similar projects are hereby invited to submit bids for the projects:

2.0 SCOPE OF GOODS AND WORKS
CATEGORY A: YEAR 2026 TETFUND CAREER SERVICE CENTRE INTERVENTION

Lot 1 – Renovation/Rehabilitation of existing structure, Including Procurement and Installation of Equipment and Furniture
Lot 2 – Career Centre Programs and Staff Training
Lot 3 – Procurement of Books and Career Centre Resources (E-RESOURCES)

The Scope of project above shall be detailed in the bidding documents to be issued.

3.0 ELIGIBILITY REQUIREMENTS:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7.
b. Evidence of Tax Clearance Certificate for the last 3 years i.e. 2021, 2022 and 2023 valid till 31st December, 2026.
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026.
d. Evidence of current Industrial Training Fund (ITF) valid till 31st December, 2026.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) valid till 31st December, 2026.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Services providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP (Bureau of Public Procurement).
g. Evidence of registration with NITDA and Computer Professional Registration Council of Nigeria (for ICT).
h. Company’s Audited Accounts for the last three (3) years. (2023, 2024, 2025)
i. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Rivers State University, Rivers State, or the Bureau of Public Procurement, is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
j. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
k. Company’s profile with the Curriculum Vitae of key staff.
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
m. For joint venture/partnership, Memorandum of Understanding (MOU) should be provided indicating the duties and responsibilities of individual firm constituting the joint venture.
n. All documents for submission must be transmitted with a covering/forwarding letter under the company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026.

iv. That the Company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
i. Company Audited Accounts for the last three years 2023, 2024 and 2025 duly acknowledged by NRS.
j. Reference Letter from a reputable Commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the projects if the need arises.
k. Provision of current Bank Statement showing a minimum balance of 50% of the afore-said average minimum turnover.
l. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.,
m. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years (2021 to date) including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each Joint Venture Partner).
o. Evidence of Original Equipment Manufacturers (OEM) Certificate from Manufacturers or Letter of Authorization from Representative(s) in Nigeria (applicable to S/No: 2, LOT 2 only).
p. The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower, irrigation, flood management and climate resilience in selected areas of Nigeria. The Federal Government of Nigeria is undertaking the rehabilitation and safety improvement of selected federal dams and associated hydraulic appurtenances, including detailed engineering design, preparation of rehabilitation measures, and construction supervision services to enhance structural integrity, operational reliability, and long-term climate resilience.

The objective of the Assignment:
The overall objective of the assignment is to undertake design review, producing the design and engineering drawings, technical specifications, works requirements, and the bill of quantities and construction supervision for the rehabilitation of Doma and Galala Dams and associated hydraulic appurtenances. The Consultant shall review and utilize the findings, conclusions and recommendations of the Dam Safety Review Panel of Experts (DSRPoE) Dam Safety Assessment Reports as the technical basis for the assignment.
