Background
MSI Nigeria Reproductive Choices is a social enterprise established in Nigeria in 2009 and is a leading provider of family planning and a range of contraceptive options to women, girls, and families across the 36 states of Nigeria and the FCT. With a mission to ensure children by choice not chance, MSI Nigeria envisions a world where every birth is wanted. Through collaborations with government at the national, state, and community levels, MSI Nigeria offers accessible and comprehensive reproductive healthcare services using operational approaches, such as Marie Stopes Medical Centres, community outreach teams, public sector strengthening support, and a toll-free contact centre.

Description of requirements:
MSI Nigeria invites Expression of Interest (EOIs) from eligible and qualified suppliers for the supply of the items listed below.

NIGERIAN MIDSTREAM AND DOWNSTREAM PETROLEUM REGULATORY AUTHORITY (NMDPRA)

1.0 INTRODUCTION
The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) is saddled with the statutory mandate of regulating the Midstream and Downstream operations of the Petroleum Industry. To achieve its mandate, the NMDPRA is desirous to procure goods, works and services.

1.1 In compliance with Sections (24)(25) of the Public Procurement Act, 2007 the Authority is therefore inviting experienced and reputable Contractor/Suppliers/ for the following.

2.0 SCOPE / SPECIFICATION

LOTS
Lot 1: Supply, Installation, Configuration and Commissioning of SD-WAN Routers for NMDPRA Network Infrastructure, at seventeen (17) NMDPRA locations across Nigeria.

Lot 2: Upgrade of Information Technology Network Infrastructure (Phase II) in NMDPRA Head Office.

3.0 ELIGIBILITY REQUIREMENTS
a) Evidence of Incorporation with the Corporate Affairs Commission (CAC).
b) Copy of current TAX Clearance Certificate for the last three (3) Years (2023, 2024 and 2025) valid till 31st December 2026.
c) Copy of current PENCOM compliance certificate valid till 31st December 2026.
d) Copy of current Industrial Trust Fund (ITF) compliance Certificate valid till 31st December 2026.
e) Copy of Interim Registration Report (IRR) with the Bureau of Public Procurement (BPP) valid till 31st December 2026 or valid Certificate issued by BPP.
f) Copy of Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December 2026.
g) A sworn affidavit disclosing whether or not any officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has pecuniary interest in your company and confirm that all information presented in the bid are true and correct in all particular. For Joint Venture (JV’s), include the Notarized Memorandum of Understanding (MOU)
h) Current Company’s audited account duly stamped and signed by ANAN/ICAN Licensed Auditors for the last three consecutive years (2023, 2024 and 2025)
i) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five years (i.e. letters of award, certificates of practical job completion, etc.)
j) Company profile with curriculum Vitae of key staff including copies of their Academic and Professional Certificates.
k) In addition, the Federal Government Circular Ref No CS.14/T/2014 dated 25th April 2017 mandates all Companies wishing to transact business with the Federal Government to comply with the following requirements:
i. That the Incorporation Number (RC) as issued to the Company by CAC must appear on their Letter Head, with contact telephone numbers, valid e-mail address and official Company address.
ii. That the Letter Head paper must bear the name and the Nationalities of the Directors of the company at the bottom of the page.
l) The hard copies of these documents should follow the order as listed above, appropriately paged and should have a table of content indicating the pages on which these items are to be found.

4.0 SPECIAL INSTRUCTIONS TO BIDDERS Lot 1 and Lot 2
i. Evidence of partnership/Agreement with relevant Original Equipment Manufacture Company Nigeria Limited (OEM), (Huawei Nigeria).
ii. Evidence of registration for MDOGISP (Midstream and Downstream Oil and Gas Industry Service Permit).
iii. Evidence of Registration/ License with Relevant Information and Communication Technologies Regulators (NITDA, NCC, CPNI) in Nigeria.
iv. Average Annual Turnover (AAT) not less than N300,000,000.00 Three Hundred Million Naira only.

5.0 COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect tender documents from the Procurement Unit on Ground Floor Wing B of the Authority Headquarters Building between 9:00am – 4:00pm (Monday – Friday) with evidence of payment of a non-refundable tender fee of One Hundred Thousand Naira (N100,000.00) only which shall be paid into the Authority’s Treasury Single Account (TSA) domiciled at the Central Bank of Nigeria.

iii. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Certificates of all the Partners in case of Business Name) for the last three (3) years – 2023, 2024, 2025, valid till 31st December, 2026, minimum average turnover of over Thirty Million Naira (N30 Million for Goods and Works) and Twenty Million Naira (N20m for Services);

xi. ICT Supplies: All companies bidding for supply of ICT Equipment and Accessories must present Certificate of Clearance from National Information Technology Development Agency (NITDA);
xii. Equipment Lease: All Companies bidding for works must show evidence of lease Agreement or clearance duly Certified by Equipment Leasing Registration Authority (ELRA) as appropriate;
xiii. Verifiable documentary evidence of at least three (3) similar jobs in the last five years including Letter of Awards, Valuation Certificates and Job Completion Certificates;
xiv. List of Plants/Equipment with proof of Ownership/Lease Agreement for jobs in Category ‘A’;
xv. Reference letter from reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the Project when needed.
xvi. Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers or their authorized representatives should bid for supply of vehicles;
xvii. Medical and Health Equipment; Letter of Authorization from the Original Equipment Manufacturers listed in the approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospital in Nigeria;
xviii. For supply of other equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xix. Services: Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as security background firms, media consulting firms, etc;

PROCUREMENT OF FEED FORMULATION EQUIPMENT

1. The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of Livestock Productivity and Resilience Support Project (L-PRES).

2. The Livestock Productivity and Resilience Support Project (L-PRES), State Coordinating Office (SCO) Kano, an implementing agency of the Client intends to apply a portion of the proceeds of this credit to eligible payments under the contract for Feed Formulation Equipment in Kano State. Payments by the Bank will be made only at the request of the Livestock Productivity and Resilience Support Project (L-PRES), Kano State Coordinating Office (SCO) and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the financing agreement.

3. The Livestock Productivity and Resilience Support Project – State Coordinating Office, Kano State now invites sealed bids from eligible Bidders for this activity: Supply of feed formulation equipment in Kano State.
Name of the Contract: Supply of Feed Formulation Equipment.

4. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing (IPF), Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations.
