INTRODUCTION

OBJECTIVES

The African Reinsurance Corporation (hereinafter referred to as “Africa Re”) invites proposals from suitably qualified, experienced, and authorised vendors for the supply, installation, commissioning, and operator training of three (3) dual-energy X-ray luggage scanners and two (2) walk-through metal detectors at its premises, distributed as follows:

• 2 units — Dual-Energy X-Ray Luggage Scanner (Abuja Head Office)

1. BACKGROUND
The Gombe State Government, through the Gombe State Ministry of Health (GSMoH), is implementing strategic reforms to improve the efficiency, transparency, accountability, and sustainability of the State’s healthcare supply chain.
As part of these reforms, the Government seeks to engage a qualified Private Operator under a Public-Private Partnership (PPP) arrangement for the Operations and Maintenance (O&M) of the Gombe State Central Medical Store (CMS). The Central Medical Store serves as a key storage and distribution hub for essential medicines and health commodities required for effective healthcare service delivery across Gombe State and potentially other states within the North-East region and Plateau State.

The Gombe State Ministry of Health is the Procuring Authority for this Project and shall oversee the procurement process from project preparation and issuance of procurement documents through bidder qualification, proposal evaluation, selection of the preferred bidder, and contract award. The procurement process shall be conducted in a transparent, competitive, and fair manner in accordance with the Gombe State Public Procurement Law, applicable PPP regulations, and all other relevant laws, policies, and guidelines of Gombe State.

Accordingly, the Gombe State Ministry of Health hereby invites suitably qualified and experienced firms, or consortia of firms, to submit Qualification Statements for consideration under this Request for Qualification (RFQ).

2. PROJECT OBJECTIVE
2.1 Objective
The objective of the Project is to ensure the efficient operation, maintenance, and long-term sustainability of the Gombe State Central Medical Store through the engagement of a competent private sector operator under a PPP arrangement. The selected Private Operator shall be responsible for the day-to-day management, operation, and maintenance of the facility while deploying modern warehousing systems, technologies, and best practices to improve service delivery, inventory visibility, accountability, and overall supply chain performance.
The Operator shall also be expected to maintain operational standards capable of supporting government-funded and donor-supported health programmes and associated health commodity supply chains.
The successful Private Operator shall provide, among others, the following services:
– Inventory management and stock control.
– Warehouse operations and facility maintenance.
– Deployment and management of Warehouse Management Systems (WMS).
– Capacity building and skills transfer for warehouse personnel and officials of the Gombe State Ministry of Health.
– Quality assurance and regulatory compliance.
– Any other services necessary for the efficient operation and maintenance of the pharmaceutical-grade central medical store.

2.2 Project Scope
The scope of the Project shall include the OPERATION AND MAINTENANCE OF THE GOMBE STATE CENTRAL MEDICAL STORE in accordance with the terms and conditions prescribed in the PPP Agreement and the Request for Proposal (RFP) documents.

2.3 REQUEST FOR QUALIFICATION
Interested firms and/or consortia are invited to submit Qualification Statements demonstrating their legal, technical, operational, and financial capacity to undertake the Project. Applicants who successfully satisfy the qualification requirements shall be shortlisted and invited via email to participate in the subsequent Request for Proposal (RFP) stage.

Existing Facility Features
The facility currently includes:
– Adjustable pallet racking systems designed to maximise storage utilization and inventory organization.
– Two standby generators rated at 80 KVA and 88 KVA respectively.
– Eighteen (18) split-unit air-conditioning systems for temperature management.
– Three (3) manual pallet jacks.
– One (1) industrial access ladder.

2.0 PREQUALIFICATION/ ELIGIBILITY REQUIREMENT
All interested companies are to submit copies of the following documents and the original to be made available for sighting during Due diligence exercise.
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including form CAC 1.1 or CAC 2 and CAC 7.
b. Evidence of company’s Income Tax Clearance Certificate (TCC) for three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate as provided in Section 16 Subsection 6 (d) of the public procurement Act, 2007 valid till the 31st December, 2026. (This requirement is only applicable to bidders whose number of staff is 15 and above in line with the PENCOM ACT. However, bidders with less than 15 (fifteen) staff are to provide a Sworn Affidavit to that effect).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate in Compliance with ITF Act, 2011 as amended valid till 31st December, 2026 (This requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is 50M and above. However, bidders with less than 5 (five) staff or the bidder’s annual turnover less than 50M are to provide a Sworn Affidavit to that effect).
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026.
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026.

TENDER NOTICE

BEDC Electricity Plc intends to procure one (1) set of 11kV, 1250A Indoor Switchgear comprising eight (8) panel boards for the Asaba Mains 2 × 15MVA, 33/11kV Injection Substation. The switchgear shall preferably be of Schneider PIX-ROF, Siemens, or any other equivalent make, and shall comprise the following:

1) Two (2) Incomer Panels;
2) Five (5) Outgoing Feeder Panels; and
3) One (1) Bus Coupler Panel.

DELIVERY LOCATION: Asaba Regional Stores.

ELIGIBILITY AND QUALIFICATION REQUIREMENT
Interested firms must demonstrate capacity and experience by submitting the following:
a) Certificate of Incorporation with the Corporate Affairs Commission (CAC) (Forms CAC 1.1 or CAC 2 & 7);
b) Valid Income Tax Clearance Certificate for the last three (3) years, ending 31 December 2025;
c) Audited financial statements for the last three (3) years (2023, 2024, 2025);
d) Reference letter from a reputable commercial bank in Nigeria;
e) Company profile with details of key personnel and equipment;
