1.0 INTRODUCTION
The National Commission for Nomadic Education was established in 1989 to cater for the educational needs of the socially excluded, educationally disadvantaged and migrant groups in Nigeria. In pursuance of implementation of its 2026 Capital and Constituency Projects and in compliance with the requirement of Public Procurement Act, 2007 and extant regulations on the Procurement of Works, Goods and Services, the Commission hereby invites reputable contractors/consultants and suppliers with relevant experience and good track record of performance, to submit bids Technical and Financial for the under-listed projects:

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under listed requirements to be eligible to participate in this procurement:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC 1.1, CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (i.e. 2023, 2024 and 2025) valid till 31st December, 2026;
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above)
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
vi. Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service Providers by Submission of Intern Registration Report (IRR) expiring on 31/12/2026 or Valid Certificate issued by BPP;
vii. Sworn Affidavit:
– disclosing whether or not any Officer of the relevant Committees of the National Commission for Nomadic Education or the Bureau of Public Procurement is a former or Present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
viii. Company’s Audited Accounts for the last three (3) years (2023, 2024 & 2025);
ix. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the Project, including Copies of their Academic/Professional qualifications (in case of Construction, COREN, QSRBN, ARCON, CORBON etc);
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the Projects;
xii. List of Plants/Equipment and Locations with proof of Ownership/Lease Agreement;
xiii. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA)
xiv. Consultancy Service: Evidence of Firm’s current registration with relevant regulatory professional body(ies);
xv. Training: Companies valid training licence issued by Centre for Management Development (CMD);
xvi. For supply of equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xvii. For Joint Venture Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
Note: All documents for Submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No. (WhatsApp)), and e-mail address. The federal Neuropsychiatric Hospital Dawanua kano was upgraded by the Federal Government of Nigeria to provide effective health care delivery particularly in mental health challenges for the host community and Nigeria in general, accordingly in compliance with the provision of the Public Procurement Act, 2007. 3. ELIGIBILITY REQUIREMENTS.

Each bidder must have the following as the minimum qualification that must be met to make the company eligible. Thus, the interested firm should submit two (2) bound documents duly signed, paginated, separated by dividers and arranged in the order outlined here under,
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1, or CAC2 and CAC7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
c. Evidence of PENCOM clearance Certificate valid till 31st December, 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Health Insurance Certificate (NHIA)
g. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026, issued by BPP.
h. Sworn Affidavit:
– Disclosing whether or not any officer of the relevant committees of the federal neuropsychiatric Hospital Dawanua, Kano or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
i. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly acknowledged by the Federal Inland Revenue Service;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m. List of Plants/Equipment with proof of Ownership/Lease Agreement;
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
o. Annual Average Turn Over: for Good and Services (minimum of 250m), while for works is 500m minimum
p. Original Equipment Manufacturer (OEM); For Medical/Hospital Equipment, evidence of Authorization Letter from the Federal Government approved lists of medical equipment manufacturers
q. Electricity: evidence of current licenses issued by Nigerian Electricity management service Agencies (NEMSA)
r. Letter of Consent to verify submitted document
s. All documents for submission must be transmitted with a covering/forwarding letter under the company’s Letter Head bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head must bear the Name(s) and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company;

4. COLLECTION OF TENDER DOCUMENTS.
Interested Companies are to collect tender standard bidding document (SBD) from the office of the head of procurement Unit at nutrition and dietetic block of the federal neuropsychiatric Hospital at Dawanua, Kano upon presentation of evidence of payment of non-refundable Tender fee of Ten Thousand Naira Only (N10,000.00) per lot, paid into the federal Neuropsychiatric Hospital Dawanau remita account at any refutable commercial bank in Nigeria.

p. m. LOT WK-3 – TRANSFORMER PROJECT: The bidder shall provide evidence of engagement of appropriately qualified and registered engineering personnel relevant to the execution of the works. The bidder shall provide evidence of current Council for the Regulation of Engineering in Nigeria (COREN) registration/induction of the relevant professional engineer(s), particularly Electrical/Electronics Engineering personnel. The bidder shall also demonstrate competence in transformer supply, installation, testing and commissioning;
n. LOT-WK 005 – SOLAR-POWERED STREET LIGHT PROJECT: The bidder shall provide evidence of engagement of appropriately qualified technical personnel relevant to solar photovoltaic, electrical/electronics or renewable-energy works. The relevant professional engineer(s) shall possess valid COREN registration/induction. The bidder shall demonstrate proven experience in the supply, installation, testing and commissioning of solar-powered street lighting systems;
o. LOT- GD 004 – FOOD ITEMS: The bidder shall demonstrate proven experience in the supply and distribution of food items, including appropriate food safety, quality assurance and storage/distribution arrangements. The bidder shall also demonstrate adequate warehousing, transportation and distribution capacity;
p. For LOT- GD 004, The bidder shall provide relevant product registration/certification and evidence of compliance with applicable food safety and regulatory requirements;
q. For the supply of equipment/materials under LOT WK-3 and LOT-WK 005, bidders shall:
i. provides Letter of Authorization/Dealership as representative of the Original Equipment Manufacturer (OEM)
ii. Evidence of current License issued by Nigeria Electricity Services Agency (NEMSA).
r. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
s. Evidence of payment of the prescribed non-refundable tender fee per Lot;

Interested bidders may collect the Standard Bidding Documents containing the detailed specifications, scope of works, Bills of Quantities and other relevant information from the Procurement Unit, National Senior Citizens Centre, No. 7 Moundou Street, Wuse II, Abuja, upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) per Lot into the designated Remita account of the National Senior Citizens Centre.

Evidence of payment shall be presented to the Accounts Section and thereafter to the Procurement Unit for collection of the relevant Standard Bidding Documents.
