1. INTRODUCTION:
The Federal College of Education, Obudu, Cross River State is a Federal Government owned Teacher-Educational Institution. The College wishes to carry out the procurement of the under-listed Projects with the 2026 TETFund interventions. Interested and competent/qualified Contractors/Suppliers are invited to Tender for the following Projects:

2. PRE-QUALIFICATION REQUIREMENTS
a. Evidence of Registration with Corporate Affairs Commission (CAC) with Memorandum and Articles of Association of the company along with particulars of Directors (Form CO7) and up to date Annual Returns with CAC.
b. Evidence of current Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025) valid till December 31, 2026.
c. Evidence of Pension Clearance Certificate issued by PENCOM valid till December 31, 2026 in compliance with Pension ACT 2004.
d. Evidence of Industrial Training Fund (ITF) compliance Certificate valid till December 31, 2026.
e. Evidence of current National Social Insurance Trust Fund (NSITF) compliance certificate valid till December 31, 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring not earlier than December 31, 2026 or Valid Certificate issued by Bureau of Public Procurement (BPP).
g. Sworn affidavit that:
(i) The firm is not bankrupt
(ii) None of the Directors is an ex-convict or bankrupt and
(iii) No officer of the Federal College of Education is a former or present director, shareholder or has any pecuniary interest in the bidder and
(iv) All information presented in the bid is true
h. Evidence of current Audited accounts of firm for the last three (3) years (2023, 2024 and 2025)
i. Evidence of financial capability to execute the Project by submission of Reference letter from a reputable bank indicating willingness to provide credit facility for the execution of the Project when needed.
j. Evidence of at least three (3) similar and verifiable projects successfully executed by your company in the past five (5) years (2021 to date) including scope of project, location of project, contract sum, letter of award and completion certificate.
k. A comprehensive Company profile showing:
i. Qualifications of Management and Technical staff
ii. Evidence of their registration with relevant Professional Organisations
iii. Evidence of their experience in handling similar jobs
l. For Construction and Rehabilitation: Evidence of ownership or lease of Equipment.
m. State clearly your company’s full contact address with GSM phone number and E-mail for ease of communication. 3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name with Form BN1 is also acceptable in case of Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the National Centre for Technology Management or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance of at least three (3) documents is compulsory for each JV partner);
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. 1.0 INTRODUCTION
The Federal University Oye-Ekiti, Ekiti State, in compliance with the provisions of the Public Procurement Act 2007, hereby invites expressions of interest, technical and financial bids, as applicable, from qualified and interested consultants and contractors with proven track records for the execution of the underlisted 2026 Internally Generated Revenue (IGR) projects and year 2026 Tetfund Intervention projects for ICT Support.

3.0 ELIGIBILITY REQUIREMENTS
Interested bidders shall submit the following:
a. Evidence of Incorporation with the Corporate Affairs Commission (CAC), including Form CAC 1.1 or Forms CAC2 and CAC7, as applicable;
b. Evidence of the company’s Income Tax Clearance Certificate for the last three (3) years, valid until 31 December 2026, with a minimum average annual turnover of 200 million;
c. Evidence of a Pension Clearance Certificate valid until 31 December, 2026. This requirement is applicable only to bidders with 15 or more employees;
d. Evidence of an Industrial Training Fund (ITF) Compliance Certificate valid until 31 December, 2026. This requirement is applicable only to bidders with five (5) or more employees or an annual turnover of 50 million or above;
e. Evidence of a Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid until 31 December, 2026;
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers, demonstrated by the submission of an Interim Registration Report (IRR) expiring on 31 December 2026 or a valid certificate issued by the Bureau of Public Procurement (BPP);
g. A sworn Affidavit at Federal High Court in Nigeria, accompanied by a current passport photograph;
– disclosing whether or not any officer of the relevant committees of the Federal University Oye-Ekiti, Ekiti State or the Bureau of Public Procurement is a former or current director, or shareholder of the company, or has any pecuniary interest in the bidder, and confirming that all information presented in the bid is true and correct in every particular;
– confirming that no director of the company has been convicted in any country of any criminal offence relating to fraud, financial impropriety, criminal misrepresentation or falsification of facts;
– confirming that the company is not in receivership and is not the subject of any insolvency, bankruptcy or winding-up proceedings; and
– confirming that the company does not have any existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing or bad, or whose repayment has been outstanding for the last four (4) months;
h. The company’s audited financial statements for the last three (3) years – 2023, 2024 & 2025 – together with evidence of the relevant filings with the Federal Inland Revenue Service (FIRS);
i. A reference letter from a reputable commercial bank in Nigeria, indicating its willingness to provide a credit facility for the execution of the project, if required;
j. The company’s profile, the curriculum vitae of the key personnel to be deployed for the project and copies of their Academic/Professional qualifications such as COREN, QSRN, ARCON, CORBON and professional qualifications, such as COREN, QSRN, ARCON and CORBON certificates, as applicable, together with their current professional practising licences;
k. Verifiable documentary evidence of at least three (3) similar projects executed within the last five (5) years for Federal Government establishments, including letters of award, valuation certificates, job completion certificates and photographs of the projects;
l. A list of relevant plant and equipment, together with evidence of ownership or valid lease agreements;
m. A letter of authorisation from the Original Equipment Manufacturer (OEM), where applicable;
n. Evidence of registration with the Chartered Institute of Professional Printers of Nigeria (CIPPON), valid until 31 December 2026. This requirement applies to Lot 2 only;
o. Evidence of registration with the computer professional association of Nigeria and National Information Technology Development Agency (NITDA) where applicable;
p. Evidence of registration with the Nigerian Electricity Management Services Agency (NEMSA) for Lot 3 only.
q. In the case of a joint venture or partnership, a Memorandum of Understanding (MoU) shall be submitted. Each joint venture partner must submit its CAC incorporation documents, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, Interim Registration Report or BPP certificate, and sworn affidavit; and
r. All documents submitted shall be accompanied by a covering or forwarding letter prepared on the company’s or firm’s letterhead. The letterhead shall bear, among other details, the company’s registration number as issued by the Corporate Affairs Commission (CAC), contact address, telephone number—preferably a GSM number—and email address. It shall also bear the names and nationalities of the company’s directors at the foot of the page and be duly signed by an authorized officer of the company or firm.

To be eligible, potential bidders should submit all the under listed verifiable documents and must be arranged in the following order and numbered.
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC2 or CAC1 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026 with minimum average annual turnover of N1.50m;

e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
g. Sworn Affidavit: disclosing whether or not any officer of the relevant committees of the Federal University of Technology, Owerri or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
m. Only Companies included in the National Automotive Design and Development Councils approved list of local manufacturers of Vehicles or their authorized representative should bid for the vehicles
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm. 1. INTRODUCTION

The Economic Community of West African States (ECOWAS) Commission invites eligible, qualified, and experienced automobile service providers to submit applications for prequalification for the provision of maintenance and repair services, including the supply of genuine spare parts, for the Commission’s fleet of vehicles operating within Nigeria.

2. Background

The ECOWAS Commission maintains a fleet of vehicles to support the implementation of its programmes and operations across Nigeria. To ensure the efficiency, safety, and reliability of these vehicles, the Commission intends to engage competent service providers with the capacity to provide high-quality maintenance and repair services and supply genuine spare parts for various vehicle makes and models that constitutes its fleet.

• Mechanical repairs and overhauls.
• Electrical and electronic diagnostics and repairs.
• Transmission, suspension, steering, and brake system repairs.
