INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2025 NEEDS ASSESSMENT INTERVENTION FUND FOR REVITALIZATION OF PUBLIC COLLEGES OF EDUCATION IN NIGERIA

1.0 INTRODUCTION.
The Management of Isaac Jasper Boro College of Education, Sagbama, pursuant to its mandate and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations wishes to invite interested, competent/qualified and experienced Contractors/Firms with relevant experiences and good track records of prompt delivery of similar projects to be pre-qualified for the underlisted projects for the Year 2025 Needs Assessment Intervention Fund for Revitalization of Public Colleges of Education in Nigeria below.

2. SCOPE OF PROJECTS
Lot 1: Installation of Solar Power
Lot 2: Procurement of Teaching/Learning Facilities (Lab Equipment)
Lot 3: Procurement of Office Furniture
Lot 4: Procurement of ICT Equipment

3. ELIGIBILITY REQUIREMENTS
To be considered for Bidding, prospective bidders must meet the following minimum qualifications:
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
c. Evidence of current Pension compliance certificate valid till 31st December, 2026.
d. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2026.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2026.
f. Evidence of registration on National Database of Federal Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 31st January, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant Committees of the Isaac Jasper Boro College of Education, Sagbama or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company Audited Accounts for the last three (3) years (2023, 2024 and 2025).

The Federal Government of Nigeria has allocated Funds to the Usmanu Danfodiyo University Teaching Hospital (UDUTH), Sokoto, in the 2026 Appropriation Act for the execution of Constituency/Zonal Intervention Projects towards achieving its mandates.

The Usmanu Danfodiyo University Teaching Hospital, Sokoto therefore wishes to invite reputable Contractors/Suppliers with relevant proven competence and experience for consideration for the execution of the following projects.

2.0 SCOPE OF GOODS AND WORKS
The scope of Works/Supply for the projects earmarked for execution are as follows

3.0 ELIGIBILITY REQUIREMENTS:
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC 7;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last (3) years (2023, 2024, 2025) valid till 31st December, 2026; with minimum turnover of N100 million for Lot 1, and N50 million for Lot 2.
(c) Evidence of Pension Clearance Certificate valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 10 and above);
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;

The letterhead paper must bear the Names and Nationalities of the Directors of the Company duly signed by the authorized officer of the firm.
b. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Memorandum & Article of Association, Form CAC 1 or CAC 2 & 7.
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years – (2025, 2024 and 2023).

v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2026.
vi. Evidence of registration on the National database of Federal contractors, consultants and service providers by inclusion of Interim registration report (IRR) expiring on 31st December, 2026 or valid certificate issued by the Bureau of Public Procurement (BPP).
