The Federal Polytechnic Oko having been allocated funds for the execution of the Year 2023 Needs Assessment Intervention from the Federal Ministry of Education in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations hereby invites interested contractors/ firms with proven strength, relevant experience and good track records of prompt delivery of similar projects to submit bid for the following projects:

2.0 SCOPE OF WORKS AND GOODS

Lot 1: Supply, Installation and Testing of Solar Inverter Power Solution for the Medical Centre.

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026; (with minimum average annual turnover of N300 million for lots 1 and 2 respectively.
c. Evidence of Pension Clearance Certificate valid till 31st December 2026
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Federal Polytechnic, Oko, Anambra State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any country for any criminal offense relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025; duly certified by a chartered accountant and acknowledged by FIRS.
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

2. ELIGIBILITY REQUIREMENTS

a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2026.
c. Evidence of Pension Clearance Certificate valid till 31st December 2026 (This requirement is applicable to bidders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026(This requirement is applicable to bidders whose number of staff is 15 and above).
e. Evidence of Nigeria Social Insurance Trust Fund(NSITF) compliance Certificate valid till 31st December 2026.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) valid till 31st December 2026.
g. Sworn Affidavit duly signed by the deponent dated within the advertisement period:
– Disclosing whether any officer of the relevant committees of Federal Neuro-Psychiatric Hospital, Budo-Egba, Kwara State or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
– That no director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
– That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petitions or proceedings.
– That the company does not have existing loan or financial liability with a bank, other financial institutions or third party.
h. Company’s Audited Accounts for the last three (3) years 2023, 2024, & 2025. The seal and registration number of the Audit firm MUST be on the Audited report.
i. Reference letter addressed to the Medical Director, Federal Neuro-Psychiatric Hospital, Budo-Egba, Kwara State from a reputable commercial bank in Nigeria, indicating to provide credit facility for the project for the execution of the project when needed and dated within the advertisement period.
j. Company’s Profile indicating its activities, with the Curriculum Vitae of key staff to be deployed for the project including copies of their Academic or Professional qualifications.
k. Verifiable documentary evidence of the last three(3) similar jobs executed in the last five (5) years including Letters of Awards and job completion certificates or valuation certificates for ongoing projects.
l. For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided indicating among others the Lead Partner(CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV/partner).
Note: All documents must be accompanied by a covering/forwarding letter on the company/firm’s letterhead, including the phone number (preferably GSM) and email address. Directors’ names and nationalities must be displayed on the Letterhead Paper.

3. COLLECTION OF TENDER DOCUMENTS

2. PROJECT SCOPE & TECHNICAL SPECIFICATIONS
The successful bidder will supply, install, test, and commission a high-efficiency solar power solution tailored to the following facility requirements:
– Location: Media Trust Group Headquarters, Utako, Abuja, Nigeria.
– Total Connected Load: 375 kW
– Solar PV Capacity: 590 kWp (Kilowatt-peak)

3. ELIGIBILITY REQUIREMENTS (PRE-QUALIFICATION)

– Three (3) years current Tax Clearance Certificate (2023, 2024, 2025).
– Evidence of corporate registration with relevant professional bodies (e.g., NEMSA, COREN, etc).

g. Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the pass three (3) years; indicate the financial value of these similar projects;
h. Description and list of relevant equipment owned by contractor; include proof of ownership or lease or license over the equipment;
i. Evidence of payment of Tender Fee of N250,000.00 (Two Hundred and Fifty Thousand Naira)
j. Evidence Registration with STOWASSA as a contractor
k. Evidence of payment of Handling fees of N100,000.00 (One Hundred Thousand Naira)
