1.0 INTRODUCTION:

l. Verifiable documentary evidence of at least three [3] similar jobs executed in the last five [5] years including Letters of Awards, Valuation/Job Completion Certificates;
m. WORKS: List of Plants/ Equipment with proof of Ownership/ Signed Lease Agreement;
n. GOODS: Authorization letter from the Original Equipment Manufacturer (OEM);
o. CONSULTANCY SERVICES: Evidence of Firm’s current registration with the relevant regulatory professional body(ies) such as MDCN, CMD, etc.;
p. Evidence of Registration as a consultant with Federal Ministry of Environment is compulsory for those bidding for EIA;
q. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, PenCom Clearance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR-BPP certificate & Sworn Affidavit are compulsory for each JV partner);
r. 1. The “Federal Government of Nigeria” has received financing from the International Fund for Agricultural Development (IFAD), the financing of which is being administered by Kano State Programme Implementation Unit, SAPZ (“the client” or “procuring entity”), and intends to apply a part of the proceeds of the financing to this procurement. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Kano State Special Agro Industrial Processing Zones Programme.

2. The Special Agro Industrial Processing Zones Programme includes an agricultural enterprise development project. The overall goal of SAPZ is to realize a transformed rural economy in which the rural population can derive prosperity and equal benefits. The project development objective is to enhance income, food security and job creation for rural youth and women through Agric enterprise development on a sustainable basis in the Kano State of Nigeria.

3. This invitation for bids (IFB) follows the general procurement notice that appeared in Blueprint and Daily Trust newspapers on 4th March, 2026, on the IFAD website and on UNDB on 4th March, 2026. The purchaser now invites sealed bids from eligible entities (bidders) for the provision of Procurement of toolkits for home gardening beneficiary households in Kano State as part of targeted nutrition support under WET season farming, to be delivered at Special Agro-Industrial Processing Zones Coordination Office, Kano State No. 127 T/G Shanu Beside Arewa Radio (Wazobia Cool FM) Farm Center Kano, within a delivery period of two weeks (14 days). More details on these goods and related services are provided in the schedule of requirements in this bidding document.

4. This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.

Bidding will be conducted using the National Competitive Bidding (NCB) method, the evaluation procedure for which is described in this bidding document, in accordance with the IFAD Procurement Handbook which is provided at www.ifad.org/project-procurement. The NCB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

6. Please note that a pre-bid conference will not be held as described in the bid data sheet (BDS), Section III of the bidding document.

7. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of N10,000.00 (Ten Thousand Naira only). 1. INTRODUCTION
1.1 The Standards Organisation of Nigeria (SON) is charged with the responsibility of developing standards for commodities, products and services for industries, including metrology. It also implements the Federal Governments programmes on standardisation of locally made and imported products throughout the country. In furtherance of the above, the Organisation wishes to embark on the implementation of a number of Goods and Works for the 2026 fiscal year.

1. ELIGIBILITY REQUIREMENTS

Prospective Bidders should posses the under-listed requirements to be eligible to participate in this procurement exercise:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years 2023, 2024 and 2025 valid till 31st December 2026; with the following minimum annual average turnover for the 3 years as follows:
i. WK – N250Million
ii. EWK – N150Million
iii. PGD – N150Million
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the (Standards Organisation of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025;
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, CPN & NITDA etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
n. For supply of equipment: letter of Authorization as representative of the Original Equipment Manufactures (OEMs);
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
p. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
