The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) and on – lend to Kano State Government towards the cost of the Special Agro – Processing Zones Program (SAPZ), and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued.
The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Special Agro – Processing Zones Program.

The consulting services (“the services”) include:
*Identify key actors in the value chains (producers, traders, processors, aggregators, input suppliers, exporters, etc.); Map the supply chain from farm to market, including transportation and storage infrastructure and assess the role of cooperatives, farmer groups, and private sector players in the value chains.
*Analyze current production systems for rice, tomato, groundnut, and sesame, including farm practices, input use, and mechanization levels, assess processing capacity and efficiency at different value chain stages (e.g., rice milling, tomato processing, oil extraction for groundnut and sesame) and identify key post-harvest losses and storage constraints.
*Assess local, national, and international market demand for each commodity, analyze price trends, price volatility, and factors influencing farm-gate prices and identify key buyers and market linkages, including processors, wholesalers, and exporters.
*Value Addition and Competitiveness: assess opportunities for product differentiation, branding, and quality improvement, identify barriers to entry for value-added processing (e.g., regulatory challenges, certification requirements, financing constraints) and evaluate Kano State’s competitive position in these value chains compared to other producing regions.
*Recommendations and Action Plan: Develop specific, actionable recommendations to improve value chain efficiency, competitiveness, and market access, provide policy and investment recommendations for public and private sector engagement and identify potential areas for PPP (Public-Private Partnerships) interventions in the value chains.

It is expected that this consultancy service shall be for a period of 8 weeks within which the consultant shall accomplish all the tasks including submission of final report to the Client.
This request for expressions of interest (REOI) follows the General Procurement Notice that appeared on the IFAD website on 4th March, 2026, on UNDB on 4th March, 2026.

Interested consultants Firm shall not have any actual, potential or reasonably perceived conflict of interest. Consultants with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund. Consultants are considered to have a conflict of interest if they a) have a relationship that provides them with undue or undisclosed information about or influence over the selection process and the execution of the contract, or b) have a business or family relationship with a member of the client’s board of directors or its personnel, the Fund or its personnel, or any other individual that was, has been or might reasonably be directly or indirectly involved in any part of (i) the preparation of the REOI, (ii) the selection process for this procurement, or (iii) execution of the contract. Consultants have an ongoing obligation to disclose any situation of actual, potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or the contract execution. Failure to properly disclose any of said situations may lead to appropriate actions, including the disqualification of the consultant, the termination of the contract and any other as appropriate under the IFAD Policy on Preventing Fraud and Corruption in its Projects and Operations.

The State Programme Implementation Unit now invites eligible Individual consultants (“consultants Firm”) to indicate their interest in providing the services. Interested consultants Firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the services in the form of a curriculum vitae (CV). A consultant will be selected in accordance with the individual consultant selection (CQS) method set out in IFAD’ Project Procurement Handbook that can be accessed via the IFAD website at www.ifad.org/project-procurement. i) Company Audited Accounts for the last three (3) years – 2023, 2024 & 2025.
j) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k) Company Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/ Professional qualification (in case of construction: COREN, QSRBN, ARCON, CORBON etc);
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m) Evidence of current Registration with Auditor General for the Federation, and; Evidence of Firm’s current registration with the Financial Reporting Council of Nigeria;

1.0 Background
1.1 This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 2nd October 2025.

1.2 The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project (ECCAP) for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design and Construction Supervision of Woodlots and Orchards with boreholes for each site.

1.3 Project Development Objective
The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (vi) establishment of MSME that are not dependent on forest wood; (vii) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (viii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependant on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit.

2.0 Objective of the Assignment
The overall objective of this consultancy is to provide independent, high-quality design and construction supervision for the Implementation of Environmental and Agricultural intervention sites (Woodlots and Orchards) and associated infrastructure, ensuring that all construction and installation works:
– Carryout preliminary design of all the intervention sites.
– Prepare detailed technical and engineering designs for all identified intervention sites.
– In full compliance with approved designs, technical specifications, and environmental/social safeguards.
– Completed on time, within budget, and to the highest quality standards.
– Properly documented and handed over for long-term operation and maintenance.
– Supervise implementation works to ensure compliance with approved designs, technical specifications, environmental and social safeguards;
– Ensure interventions are climate-resilient, gender-responsive, inclusive, and sustainable.

The Consultant will provide end-to-end services covering design and supervision of climate-resilient land restoration and agricultural interventions, ensuring sustainable implementation and compliance with technical, environmental, and social standards

1. Background:
The Federal Government of Nigeria has received financing from the African Development Bank Group toward the Public Procurement Technical Assistance Project (PPTAP), including support for the assessment of Nigeria’s public procurement system using the Methodology for Assessing Procurement Systems (MAPS). The Bureau of Public Procurement (BPP) intends to apply part of the agreed financing to eligible payments under the contract for Individual Consultancy Services for a Lead Consultant (International) for the Nigeria MAPS Assessment.

The principal objective of the assignment is to lead an objective, credible and high-quality assessment of the quality and performance of Nigeria’s public procurement system using the latest applicable version of the Methodology for Assessing Procurement Systems (MAPS), including the applicable User Guide, indicator framework, templates, guidance and quality-assurance requirements issued by the MAPS Secretariat, as updated from time to time; identify strengths and weaknesses; establish a baseline for monitoring progress; inform strategic planning for future reforms and system development; and safeguard the objectivity, credibility and quality of the assessment process and Assessment Report.

2. Scope of the assignment:
The Lead Consultant will lead the MAPS assessment and will have overall technical responsibility for methodology, work planning, team coordination, data quality assurance, MAPS indicator analysis, stakeholder engagement, validation, recommendations, reporting and presentation of results. The assignment includes analysis of country context and stakeholder mapping; preparation and updating of the Concept Note, work plan, assessment schedule, data-collection approach and transaction-sampling methodology; collection and analysis of qualitative and quantitative data; application of MAPS indicators and sub-indicators and completion of the MAPS Indicator Matrix; review of selected procurement transactions/files; identification and analysis of substantive gaps and red flags; validation of findings; development of practical and prioritised procurement reform recommendations; and preparation of the draft and final MAPS Assessment Reports in English. The Consultant will coordinate with BPP, the Project Implementation Unit, AfDB, the Assessment Team and relevant stakeholders.
