1.0 INTRODUCTION
1.1 National Centre for Technology Management is a Government Parastatal with a mandate to conduct Research and Development for High and medium level Manpower.
1.2 The Federal Government of Nigeria has made provision in the year 2026 Appropriation Act for the procurement of Goods, Works and Services in respect of National Centre for Technology Management and the agency is desirous of engaging competent Companies and service providers to submit Tender documents for the following:

The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. Under Sub-components 2.2 and 2.3 of the Project, the FGN seeks to rehabilitate and modernize irrigation and drainage infrastructure while improving irrigation management systems to enhance water delivery efficiency, expand command areas, and strengthen climate resilience.

Purpose of the Assignment

The modernization and expansion of the Irrigation schemes will be executed under a Design Build (DB) contractual arrangement governed by the FIDIC Yellow Book (2017 Edition). Due to the complexity of the DB modality, the Employer requires an independent and highly qualified Supervision Consultant (“the Consultant”) to act as the Employer’s Representative throughout the project life cycle.

The Federal Ministry of Water Resources and Sanitation, through the Federal Project Management Unit (FPMU) of the SPIN Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms must provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria

– The firm shall have a minimum of ten (10) years of demonstrated in experience providing construction supervision services for large scale infrastructure projects, Experience with Design Build (DB) or FIDIC Yellow Book based contracts is an added advantage.

The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. The FGN through the development of a Hydropower Master Plan (HMP) seeks to increase collaboration between the FMWR&S and the FMP to attract private investment and partnerships in the hydropower sector. This requires an assessment of the existing legal, regulatory, institutional, and procedural frameworks governing private sector participation in the development and operation of brownfield and greenfield hydropower projects, to support efficient, transparent, and bankable implementation of the HMP.

Purpose of the Assignment

The consulting services (“the Services”) seek to engage a qualified and competent consulting firm (“the PPP Advisory Firm”) to assess the applicability and effectiveness of Nigeria’s existing PPP legal, regulatory, and institutional frameworks as they apply to hydropower project development, and to provide recommendations for their enhancement, subject to the approval of the Infrastructure Concession Regulatory Commission (ICRC). The assignment will further support institutional capacity building for relevant stakeholders to strengthen readiness for effective implementation of the Hydropower Master Plan.

The Federal Ministry of Water Resources and Sanitation in collaboration with the Federal Ministry of Power, through the Federal Project Management Unit (FPMU) of the SPIN Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The Institute for Peace and Conflict Resolution (IPCR), committed to the peaceful coexistence of Nigerians and entire humanity, supports Government’s efforts at preventing, mitigating and peacefully resolving conflicts.
