This request for expression of interest follows the General Procurement Notice for this project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) on 5th May, 2019

The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP), ARC-P Skill and Entrepreneurship Development (ARC-P Support under IBSDLEIP) and intends to apply part of the proceeds for this loan to facilitate payments for a consultancy firm with demonstrable relevant experience to carry out consultancy for Stakeholder Mapping, Engagement, Inclusion and Advocacy for Project Awareness Creation and Community Mobilization in the 5 North Eastern States (NSIPA/NASSCO2/2026/CONS-3).

The overall objective of this assignment is to identify, analyse, map, and establish effective engagement mechanisms with key stakeholders across the five participating states to facilitate inclusive participation, community ownership, accountability, and sustainability of IBSDLEIP interventions.

The ARC-P Skills and Entrepreneurship Development under IBSDLEIP) NASSCO 2 now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

CONSULTANCY FOR ECHO (A1S) THIRD PARTY MONITORING

Action Against Hunger Nigeria (ACF Nigeria) LTD/GTE is currently leading the SHIELDS consortium project funded by the European Union Humanitarian Aid (ECHO) which aims at improving access to integrated lifesaving nutrition, health and WASH in health services for vulnerable populations affected by the conflict and natural disasters in Northern Nigeria. The project will ensure affected vulnerable populations have safe and dignified access to quality nutrition and health treatment and prevention services, with adequate WASH access, and enhanced coordination and prioritization through improved information management capacities.

In addition to the SHIELDS consortium, ECHO also funds 3 other consortia (IDRC-led, Caritas-led and MdM-led) and UN agencies who are all implementing lifesaving interventions in Nigeria. This Terms of Reference defines the scope and requirements for a third-party monitoring (TPM) service provider to independently monitor and assess all 2026 ECHO-funded interventions across Nigeria including SHIELDS.

The purpose of the TPM is to provide independent monitoring of ECHO funded partners across Nigeria in efforts to improve implementation quality.

This is to ensure robust, independent monitoring of activities funded by ECHO in northwest, northeast, north central and other parts of Nigeria. This will include the monitoring of activities related to supply and management of commodities and supplies (e.g. nutrition, health, food, non-food, etc.) in supported locations by verifying that pipeline gaps are addressed promptly and that no interruption occurs in the treatment of beneficiaries. This is in addition to, ensuring that the commodities are reaching the right beneficiaries by tracking the movement of the commodities at the same time monitoring the supported health facilities ensuring that the right beneficiaries are the recipients of humanitarian aid.

The main objective of this TPM is to ensure robust, unbiased, and independent monitoring, oversight, control and accountability of ECHO-funded activities. The TPM will provide a landscape for ECHO to ensure monitoring of project implementations and to also provide real time updates of projects funded by ECHO while ensuring activities are implemented which highest quality by immediately addressing the gaps identified during implementation. The TPM aims to obtain an independent perspective on all 2026 ECHO-funded partners implementing in Nigeria through provision of real-time and valuable insights and feedback that can enhance the effectiveness, efficiency, accountability and quality of the interventions carried out by ECHO partners implementing in hard-to-reach locations.

Geographical scope coverage: Borno, Yobe and Adamawa states in the northeast, Sokoto, Katsina and Zamfara states in the Northwest with potential expansion to other states where ECHO funded projects are implemented in other parts of Nigeria.

Profile of the consultant (Qualification and Experience):
– Registered consulting firm, research organization, or consortium with legal authorization to operate in Nigeria.
– Previous experience in Third Party Monitoring.
– Proven capacity to undertake independent data collection using digital platforms such as Kobo, ODK, CommCare, SurveyCTO, or similar systems.
– Experience in developing dashboards and integration of API web connection, synchronous export URL or API endpoint.
– Minimum of 7 years’ demonstrated experience in Third Party Monitoring (TPM), Monitoring, Evaluation, Accountability and Learning (MEAL), assessments, verification, or humanitarian program monitoring.
– Proven experience in conducting TPM assignments for institutional donors such as ECHO, EU, UN agencies, USAID/BHA, FCDO, GIZ, World Bank, or similar donors.
– Demonstrated experience in monitoring humanitarian interventions across one or more of the following sectors:
– Nutrition
– Health
– WASH
– Food Security and Livelihoods
– Protection
– Multi-sector emergency response
– Proven operational presence and capacity to deploy qualified field monitors across Northern Nigeria, including hard-to-reach and conflict-affected areas.
– Experience in data quality assurance, data validation, triangulation, and analysis of quantitative and qualitative data.
– Strong analytical and report-writing skills with evidence of producing high-quality monitoring reports, dashboards, briefing notes, and management summaries.
– Strong understanding of humanitarian principles, Core Humanitarian Standard (CHS), Sphere Standards, Accountability to Affected Populations (AAP), safeguarding, and Protection from Sexual Exploitation and Abuse (PSEA).
– Ability to provide real-time alerts and rapid incident reporting on issues related to fraud, diversion, safeguarding, access constraints, and program quality concerns.
– Demonstrated understanding of security and access challenges in Northeast and Northwest Nigeria.

The Federal Project Implementation Unit (FPIU) of the Federal Ministry of Water Resources & Sanitation (FMWR&S) is in the process of recruiting an Individual Consultant for the preparation of Project Completion Report (PCR) for the above mentioned project.

The scope of the services will include but not limited to:
* Review of project documents including Project Appraisal Report, Financing Agreements, Quarterly Progress Reports, Supervision Reports and Aide-Memoires;
* Conduct field visits to project sites in Port Harcourt and Obio/Akpor LGAs, Rivers State to verify outputs and assess project impact;
* Hold consultations with all project stakeholders including FPIU, PHWC/SPIU, Federal and State MDAs, LGAs, Contractors, NGOs/CSOs, Beneficiaries and AfDB;
* Assess project performance against the Project Development Objectives using OECD-DAC criteria: Relevance, Effectiveness, Efficiency, Impact, Sustainability and Environmental & Social Compliance;
* Assess project implementation arrangements, financial management, procurement, disbursement, monitoring and evaluation;
* Identify challenges, lessons learned, best practices and recommendations for future programming;
* Prepare and submit Inception Report, Draft Project Completion Report and Final Project Completion Report in accordance with AfDB standard template;
* Prepare Project Implementation Progress Report (IPR) and a 2-page summary of project achievements;
* Compile an inventory of comments received during review and show how they were addressed in the Final PCR.

Qualification
The minimum qualifications and experience of the Consultant are:
i. Minimum Master’s degree in Civil Engineering/Water Resources Engineering, Environmental & Social Management, Project Management, Monitoring & Evaluation or related field. Registration with relevant professional body is an advantage;
ii. At least 8 years general experience in the water and sanitation sector;
iii. At least 5 years of demonstrated experience working with Multilateral Development Institutions, with at least 1 completed assignment of similar nature – Project Completion Report for AfDB/World Bank-funded project;
iv. Verifiable experience in design and management of at least 2 urban water supply and sanitation projects in the public sector in Nigeria;
v. Experience in preparation and/or management of ESIA, ESMP, RAP for projects financed by AfDB or other DFIs;
vi. Ability to work independently, excellent report writing skills, English fluency required, and proficiency in MS Office.

Assumption of Duties and Duration of Contract
The successful applicant may be expected to assume duties on September, 2026 or earlier.
The duration of the work is estimated for four (4) weeks from the date of signing the contract agreement.

1.0 Background
1.1 This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 2nd October, 2025.

1.2 The Federal Government of Nigeria has received Financing from the African Development Bank (ADB) in various currencies towards the cost of implementing the Yobe State Environmental and Climate Action Project (ECCAP) for Ministry of Environment in the 17 LGAs. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design and Construction Supervision of Sand dunes Stabilization site, Shelter belt site and Oasis Rehabilitation site with boreholes for each site.

1.2 Project Development Objective
The development objective of the project is to enhance resilience to climate change and reduced food insecurity through creating opportunities for food production and incomes in Yobe State. This will be done by (i) renovating existing nurseries where tree seedlings would be produced and subsequently used to establish shelterbelts, orchards, and woodlots as well as stabilize sand dunes; (ii) expanding agricultural production area by rehabilitating degraded oasis; (iii) promoting agriculture water management schemes in riverine areas; (iv) developing and deploying carbon sequestration through multiple approaches including trees planting in institutions and implementing regreening methodologies in communities and providing incentives for natural regeneration of trees; (vi) establishment of MSME that are not dependent on forest wood; (vii) creating alternative clean cooking energy for both industrial and domestic needs thus generating green jobs at scale and reducing dependency on firewood overtime; and (viii) creating systems to access carbon market. All these would be to improve agricultural production (livestock, crops, and fish) activities, as well as support other non-forest dependent livelihoods. The project is also aimed at building the resilience of local communities against the impacts of climate change, environmental degradation and effects of desertification. Sand dunes have devastated rural livelihoods with rapid encroachment on arable lands and oasis in the State. It will also promote income generation and job creation through supporting the establishment of MSMEs that are not dependant on forest wood. The project will also establish frameworks and guidance to optimise gender, environmental services and climate change benefits such as Payment of Ecosystem Services, and Carbon Credit.

2.0 Objective of the Assignment
The overall objective of this consultancy is to provide independent, high-quality design and construction supervision for the Implementation of Environmental and Agricultural intervention sites (Shelterbelt Sites, Sand Dunes Stabilization Sites and Oasis Rehabilitation sites) and associated infrastructure, ensuring that all construction and installation works:
• Carryout preliminary design of all the intervention sites.
• Prepare detailed technical and engineering designs for all identified intervention sites.
• In full compliance with approved designs, technical specifications, and environmental/social safeguards.
• Completed on time, within budget, and to the highest quality standards.
• Properly documented and handed over for long-term operation and maintenance.
• Supervise implementation works to ensure compliance with approved designs, technical specifications, environmental and social safeguards;
• Ensure interventions are climate-resilient, gender-responsive, inclusive, and sustainable.

3. ELIGIBILITY REQUIREMENTS

For purposes of evaluation, interested Contractors/Consultants should supply the underlisted information including but not limited to the following:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form including but not limited to the following: CAC, or CAC, and CAC, Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026, with minimum average annual turnover of N50 million for Works and N30 million for Goods & Services: minimum average annual turnover of N50 million for Works and N30 million for Goods & Services is only applicable to bidders whose number of staff is 15 and above);
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit
– Disclosing whether or not any officer of NRCRI Umudike Abia State or Bureau of Public Procurement is a Director or shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that the company is not a receivership, the subject of any form of insolvency or bankruptcy proceeding or the subject of any form of winding up petition proceeding; that none of the Directors has been convicted in any country any for criminal offence in relation to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
– that the company does not have existing loan or financial liability with a bank, or other financial institution or third party that is classified as doubtful, non –performance, bad or whose repayment portion has been outstanding for the last (4) months;
h. Company’s Audited Account for the last three (3) years (2023, 2024 and 2025);
i. Reference Letter from reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Consultancy Services: Evidence of the Firm’s current registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, CMD, SURCON, MDCN, NITDA, etc.;
l. Verifiable document evidence of at least three (3) years similar jobs executed in the last five (5) years including Letter of Award, Valuation Certificates, Job Completion Certificate and Photographs of the Projects;
m. Supply of Equipment: Letter of Authorization as representative of Original Equipment Manufacturers (OEMs);
n. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the Firm.

– That no Director of the firm has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter
– That the company is not in receivership, the subject of any form of insolvency or bankrupt proceedings
– That the company does not have existing loan or financial liability with a Bank, other financial Institution or third party that is classified as doubtful, non-performance, bad or whose payment portion has been outstanding for long period of time.
(h) Evidence of Registration with the Professional bodies for consultancy
(i) Company’s audited account duly stamped and signed by professional accountant of ANAN/ICAN for the last three (3) years.
(j) Evidence of financial capability to execute the projects, Bank reference and a commitment to provide facility for the execution of the project when awarded;
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates and job Completion Certificates;
(l) Current Company’s profile with List of key managerial, technical and administrative staff of the company. This should include names/qualifications, curriculum vitae and copies of certificates and professional certificates of their registration such as COREN, QSRBN, ARCON, CORBON etc.

d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by Bureau of Public Procurement (BPP);
g. Sworn affidavit:
– disclosing whether or not any officer of the relevant committees of the Special Programs Operation and Implementation Unit, Federal Ministry of Education or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– no Partner/Director has been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
– the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy; and
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three years (2023, 2024 & 2025);
i. Evidence of financial capability to execute project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional Qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON);
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. List of Equipment with proof of Ownership/Lease Agreement from Equipment Leasing Registration Authority Authorised Firms (for works);
m. For Training: Evidence of Firm’s current accreditation issued by the Centre for Management Development (CMD);
n. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
o. For ICT jobs: Evidence of current license/accreditation issued by the Computer Professional Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA);
p. For Project Supervision and Certification: Evidence of Registration with relevant professional bodies; COREN, QSRBN, ARCON, or CORBON;

Prospective bidders must possess the following:

ii. Evidence of Tax Clearance Certificate (TCC) for the last three (3) years (2023, 2024 & 2025) valid till 31st December 2026.

iv. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December 2026.

vi. Evidence of registration on the BPP’s National Database of Federal Contractors, Consultants and Service Providers by submission of a valid Certificate of Registration or Interim Registration Report (IRR) issued by BPP valid till 31st January, 2027.
vii. A sworn affidavit dated not earlier than 21st August, 2026:
– that none of the directors or the Company itself has been convicted of any criminal offence in any country including financial impropriety.
– that the bidder is not in receivership, the subject of any form of winding up petition or proceeding.
– that all documents submitted are genuine and up to date.
viii. Verifiable evidence of technical capacity, including ownership or lease agreements for relevant plants, equipment and technology.
ix. Verifiable list of previous similar works successfully executed within the last three years with names of client, evidence of award letter(s), Last Interim Certificate of valuation for project or job completion certificate.
x. Company profile including organizational structure, key professional staff with their names, telephone numbers, emails address, responsibilities, designation, years of experience at least two (2) of which must be a registered member with their professional body as it relates to the proposed projects (i.e. COREN, QSRBN, CORBON, ARCON, CCNA, NIPR, NITDA etc.) including 2026 Practicing License.
xi. Audited annual financial report of the company for the last three years (2023, 2024 and 2025)
xii. Evidence of financial strength, credit worthiness/bank reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project in addition to evidence of a turnover of at least N10m in the last three years (2023, 2024 and 2025).
