PROJECT: ASSESSMENT OF THE PUBLIC PROCUREMENT SYSTEMS OF NIGERIA USING THE METHODOLOGY FOR ASSESSING PROCUREMENT SYSTEMS (MAPS)
ASSIGNMENT TITLE: INDIVIDUAL CONSULTANCY SERVICES FOR A LEAD CONSULTANT (INTERNATIONAL) FOR THE NIGERIA MAPS ASSESSMENT

1. Background:
The Federal Government of Nigeria has received financing from the African Development Bank Group toward the Public Procurement Technical Assistance Project (PPTAP), including support for the assessment of Nigeria’s public procurement system using the Methodology for Assessing Procurement Systems (MAPS). The Bureau of Public Procurement (BPP) intends to apply part of the agreed financing to eligible payments under the contract for Individual Consultancy Services for a Lead Consultant (International) for the Nigeria MAPS Assessment.

The principal objective of the assignment is to lead an objective, credible and high-quality assessment of the quality and performance of Nigeria’s public procurement system using the latest applicable version of the Methodology for Assessing Procurement Systems (MAPS), including the applicable User Guide, indicator framework, templates, guidance and quality-assurance requirements issued by the MAPS Secretariat, as updated from time to time; identify strengths and weaknesses; establish a baseline for monitoring progress; inform strategic planning for future reforms and system development; and safeguard the objectivity, credibility and quality of the assessment process and Assessment Report.

2. Scope of the assignment:
The Lead Consultant will lead the MAPS assessment and will have overall technical responsibility for methodology, work planning, team coordination, data quality assurance, MAPS indicator analysis, stakeholder engagement, validation, recommendations, reporting and presentation of results. The assignment includes analysis of country context and stakeholder mapping; preparation and updating of the Concept Note, work plan, assessment schedule, data-collection approach and transaction-sampling methodology; collection and analysis of qualitative and quantitative data; application of MAPS indicators and sub-indicators and completion of the MAPS Indicator Matrix; review of selected procurement transactions/files; identification and analysis of substantive gaps and red flags; validation of findings; development of practical and prioritised procurement reform recommendations; and preparation of the draft and final MAPS Assessment Reports in English. The Consultant will coordinate with BPP, the Project Implementation Unit, AfDB, the Assessment Team and relevant stakeholders.

An Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method.

4. Invitation for Expressions of Interest:
The Bureau of Public Procurement now invites eligible Individual Consultants to indicate their interest in providing the above-described services. Interested applicants shall provide sufficient information demonstrating that they possess the required qualifications and relevant experience for the assignment.
Applicants shall submit the documentation specified in the detailed REOI/TOR, including a detailed and updated Curriculum Vitae and supporting information demonstrating compliance with the qualification and experience requirements. Applications that do not provide sufficient information to demonstrate compliance with the mandatory requirements may be rejected.

5. Shortlisting and Evaluation:
Eligible applicants will be evaluated and ranked on the basis of their qualifications and relevant experience in accordance with the criteria and requirements specified in the detailed REOI/TOR. Only applicants satisfying the mandatory requirements will proceed to detailed scoring and ranking.

6. Eligibility and Selection Procedure:
Eligibility criteria, evaluation and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group-Funded Operations, dated October 2015, as amended from time to time, and the applicable procurement arrangements for the Project. The Consultant will be selected using the Individual Consultant Selection (ICS) method.
Expression of interest by an applicant does not create an obligation on the part of the Bureau of Public Procurement to select or contract the applicant.

7. Qualification requirements:
* The Consultant shall be a senior public procurement specialist with extensive knowledge of the legal, regulatory, institutional, operational, market and professional dimensions of public procurement systems and internationally accepted procurement standards and practices;
* The Consultant shall possess a postgraduate degree (Master’s degree or higher) in Procurement, Economics, Public Administration, Law, Engineering, Finance, Business Administration, Political Science, Public Policy or another relevant discipline from a recognised institution;
* The Consultant shall have a minimum of fifteen (15) years of progressively responsible professional experience in public procurement, including substantial experience in public procurement policy, institutional reform, procurement-system assessment and/or the design and implementation of national procurement reform programmes;
* The Consultant must be a MAPS-certified assessor under the applicable MAPS certification framework at the time of submission;
* The Consultant shall have successfully participated in at least two (2) MAPS assessments, of which at least one (1) shall have been performed in the capacity of Lead Assessor/Lead Consultant or an equivalent senior technical leadership role. Experience with MAPS assessments conducted under the latest applicable MAPS methodology will be an advantage;
* The Consultant shall demonstrate experience in conducting country-level or national public procurement system assessments, including assessment of legal and regulatory frameworks, institutional arrangements, procurement operations and practices, accountability and integrity systems, private-sector participation, and procurement performance;
* The Consultant shall have demonstrated experience in developing actionable recommendations and prioritised procurement reform strategies arising from procurement-system assessments;
* The Consultant shall demonstrate international experience in public procurement reform and/or procurement-system assessment in at least three (3) countries, preferably including experience in Africa and/or comparable developing-country environments;
* Demonstrated knowledge and experience of Nigeria’s public procurement system or public procurement systems in Sub-Saharan Africa will be a strong advantage;
* Experience working with multilateral development banks and/or international development institutions, particularly the African Development Bank, World Bank or similar institutions, on public procurement reform or diagnostic assignments will be an advantage;
* The Consultant shall possess excellent analytical, report-writing, facilitation, stakeholder-engagement and presentation skills, with demonstrated ability to communicate complex procurement-system findings to senior government officials and other stakeholders;
* The Consultant shall have excellent written and spoken English.

8. Expected start date and duration:
The expected contract start date is November 2026. The Lead Consultant’s inputs shall not exceed eighty (80) working days and shall be provided intermittently in accordance with the approved MAPS assessment work programme. At least three (3) physical missions to Nigeria are envisaged. Where circumstances beyond the control of the parties prevent a planned mission, BPP may, in consultation with AfDB, authorise specific activities to be undertaken virtually. The assignment will continue through completion of the final Assessment Report in 2027.

10. Deadline for submission:
Expressions of Interest shall be submitted by electronic mail (e-mail) in PDF format and clearly titled “LEAD CONSULTANT (INTERNATIONAL) – NIGERIA MAPS ASSESSMENT” to bppmaps@bpp.gov.ng no later than Friday, October 16 2026 at 11:00 a.m. West Africa Time (WAT).

Submission shall be exclusively by e-mail. Hard-copy, hand-delivered, courier or other forms of physical submission will not be accepted. Consultants are responsible for ensuring that their complete submissions are received at the designated e-mail address on or before the submission deadline.
