EXPRESSION OF INTEREST FOR THE DEVELOPMENT OF AN ENTERPRISE PERFORMANCE MANAGEMENT SYSTEM FOR NIGERIA REVENUE SERVICE (NRS)

1. INTRODUCTION
   The Nigeria Revenue Service (Establishment) Act, 2025 has materially expanded the Service’s institutional mandate to encompass Federal Tax Administration, Non-Tax Revenue, Royalty Assurance and Inter-Agency Revenue Coordination, acquires measurable performance contracts at every leadership tier, transparent governance, the Service recognises the Board, Executive Chairman’s agenda for data-driven linkage between performance and reward, and real-time visibility of the execution of the national revenue plan. To this end, reputable and competent companies are invited to submit an expression of interest for the development of an Enterprise Performance Management System for the Nigeria Revenue Service (NRS).
2. OBJECTIVES OF THE ASSIGNMENT
   The overall objective of this engagement is to design, build, operate and transfer to the NRS a fully functional, NRS-owned Enterprise Performance Management platform. Specifically, the engagement shall:
3. Establish line of sight from the national revenue plan to the activity of every officer in every directorate, group, department, division, unit and state office.
4. Reduce the cost of software licences by consolidating performance management on a single, NRS-owned, audited, Nigeria Data Protection Audit (NDPA)-compliant electronic system of record.
5. Provide tailored user experiences for the Executive Chairman, the Board, Executive Directors, Group Directors, Directors, Managers, Individual Officers, Human Resources and Oversight Functions.
6. Anchor decisions on promotion, performance improvement, reward and disciplinary action in audited performance data.
7. Provide support and maintenance of the platform after transfer.
8. Enable Service-wide appraisal completion of 90 per cent or above per performance cycle through workflow automation, escalation and executive visibility.
9. Provide real-time tracking of attainment against the non-oil revenue bonus threshold.
10. Professionalise managerial capability through mandatory manager accreditation before appraisal sign-off authority is granted.
11. Embed fairness safeguards across gender, region and cadre in calibration, promotion and reward decisions.
12. Transfer to the NRS the complete source code, intellectual property, documentation and trained personnel required to operate, configure and extend the platform independently and indefinitely.
13. SCOPE OF THE ASSIGNMENT
    The design, build and operation of the platform shall conform to the following principles. Bidders shall confirm compliance with each principle in the Compliance Response Matrix:

Principle Requirement
NRS Reference Stack Conformance: The platform shall be built on the NRS’ reference technology stack and DevSecOps pipeline, so that it can be operated by the same NRS teams that operate other NRS enterprise platforms.
On-Premises Deployment: All production, test and disaster recovery environments shall be deployed within NRS-controlled data centre facilities in Nigeria.
NRS Sovereignty: The NRS shall own the source code, intellectual property, data and operational capability from Day one. All code shall be developed in the NRS-owned repository.
No Recurring Licence Fees: No perpetual, subscription or per-user licence fees shall be payable by the NRS for the platform or any component supplied by the Contractor.
Security and Privacy by Design: Security and data protection controls shall be built into the architecture from inception. A Data Protection Impact Assessment and a threat model shall be approved before the Build Phase begins.
Configurability: Cycles, rating scales, weights, competency frameworks, bonus rules, workflows, and notification content shall be configurable by NRS administrators without code deployment.
Single Source of Truth: SAP HRIS remains the system of record for employee master data and Rev360 for revenue data. The platform shall not originate or alter such data.
Auditability: Every material action shall be attributable, timestamped and reconstructible through tamper-evident audit logs.
Accessibility and Mobility: Mobile-responsive and conformant to WCAG 2.1 Level AA, serving field and state office staff without specialist equipment.

The Contractor shall be responsible for the end-to-end design, build, operation and transfer of the platform. The scope includes, without limitation, the following work packages:
– Platform Development and Functional Modules;
– Technical Architecture and Integration;
– Data Migration and Master Data Onboarding;
– Knowledge Transfer and Capacity Building;
– Operation, Warranty and Asset Transfer;
– Change Management and Adoption
– Project Management and Governance.

4. DURATION OF THE ASSIGNMENT
   The engagement shall comprise a twelve (12) month implementation phase from the Effective date, followed by a six (6)-month warranty period, for a total of eighteen (18) months.
5. ELIGIBILITY REQUIREMENTS
   Interested Companies/Service Providers who wish to do business with the Service shall meet the criteria stated below. In specific terms, the following documents shall be submitted in support of the expression of interest (EoI):
6. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7/Status Report;
7. Evidence of Tax Clearance Certificate for the last three (3) years valid till 31 December 2026;
8. Evidence of current Pensions Compliance Certificate valid till 31 December 2026;
9. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2026;
10. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December 2026;
11. Evidence of current registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31 December 2026 or valid Certificate issued by BPP;
12. Sworn affidavit stating:
    – Whether or not any officer of the Nigeria Revenue Service (NRS) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, none of the Directors has been convicted in any country for any criminal offence relating to fraud or financial impropriety, and to confirm that all information presented in its bid are true and correct in all particulars;
    – A sworn affidavit that the company is not in receivership or financially/legally encumbered; and
    – A sworn affidavit that the company is not a replacement for a hitherto tax-defaulting company.
13. Evidence of the firm’s registration with the National Information Technology Development Agency (NITDA), valid till 31 December 2026;
14. Evidence of the firm’s registration with the Computer Professional Registration Council of Nigeria (CPRCN), valid till 31 December 2026;
15. Evidence of registration and compliance with the Nigeria Data Protection Regulation (NDPR)/Nigeria Data Protection Audit (NDPA) requirement.
16. Evidence of ISO certifications such as ISO 9001:2015 and ISO/IEC 27001:2022 (Information Security Management System).

1. BACKGROUND
The National Health Logistics Management ecosystem generates and supports a significant body of knowledge, tools, guidelines, standard operating procedures, training materials and operational lessons related to health commodity and supply chain management in Nigeria. However, this knowledge is dispersed across different programmes, platforms, documents and institutional repositories, making it difficult for users to consistently access, learn from and apply relevant information and ensure a sustainable flow of expertise and skill.

To address this gap, NPSCMP AND GHSC-PSM NIGERIA are establishing an integrated Learning Management System (LMS) and Digital E-Library that will contribute to a national knowledge and learning platform for health supply chain stakeholders. The platform will provide a single, searchable national repository for health supply chain knowledge, while transforming available knowledge into structured, interactive and measurable learning.

The platform is expected to be built using open-source technologies, with Moodle as the preferred LMS, and hosted on Government-controlled infrastructure to promote sustainability, institutional ownership, data sovereignty, interoperability and long-term maintainability. The platform must be operable, maintainable, and extensible by Government personnel from the point of handover in March 2027, without recourse to the developer.

Alongside the platform itself, the LMS requires high-quality digital learning content. The technical topics and source materials already held by GHSC-PSM must be transformed into engaging, interactive, learner-centered digital courses, applying recognized instructional design and adult learning principles, before the platform can deliver meaningful training to the health supply chain workforce.

2. PROJECT OBJECTIVE
2.1 Objective
At the end of the assignment, the client should have a fully functional, secure, Government-hosted National Health Supply Chain Digital Knowledge and Learning Platform, populated with high-quality digital learning content, comprising:
Digital E-Library: a centralized, searchable, and governed repository containing the country’s health supply chain knowledge, guidance, tools, manuals, SOPs, reports, and learning resources.
Learning Management System: a structured, interactive learning environment through which users can undertake role-based courses, complete assessments, receive certificates, and track their learning and competency development.
Digital Learning Content: a set of engaging, instructionally sound courses, transformed from approved GHSC-PSM source materials, ready for delivery through the LMS.
The specific objectives of the assignment are to:
– Design and establish the technical architecture for the LMS and Digital E-Library.
– Configure and customize an appropriate open-source LMS and digital library platform, at Moodle-class maturity or better for capacity, scalability, customization, mobile access, and tools interactivity and management.
– Establish a centralized, searchable repository for health supply chain knowledge and resources.
– Develop structured, role-based learning pathways for different categories of users.
– Review, assess and transform the GHSC-PSM course topics and their source content into high-quality, engaging, interactive and learner-centred digital learning courses, applying recognized instructional design and adult learning principles.
– Enable self-paced e-learning, assessments, certification and progress tracking.
– Enable secure hosting on Government-controlled infrastructure
– Ensure appropriate integration, interoperability and data exchange with relevant systems where required.
– Establish appropriate user management, role-based access and security controls.
– Conduct comprehensive functional, technical, security, performance and user acceptance testing of the platform, and technical, instructional and editorial quality assurance of the digital learning content
– Train designated Government administrators, content managers and end users in the management and use of the platform.
– Provide complete technical and system documentation, and all editable content source files, to facilitate Government ownership and sustainability.
– Transfer technical knowledge and system administration capabilities to designated Government personnel.
– Ensure conformance with recognized e-learning interoperability standards (SCORM, xAPI) so that learning content and learner records remain portable.
– Ensure the platform and its content conform to the Web Content Accessibility Guidelines 2.1 Level AA and the Authoring Tool Accessibility Guidelines (ATAG) 2.0.
– Ingest, tag and publish the initial corpus of e-library content, and configure the approved taxonomy.
– Ensure that all technical requirements, content and deliverables under this assignment are reviewed and signed off.

2.2 Project Scope
The assignment comprises five workstreams, covering both platform development and digital content development, to be delivered as one integrated engagement;
