1. The Government of the federal Republic of Nigeria has received financing from the World Bank toward the cost of the Kebbi State Adolescent Girls’ Initiative for learning and Empowerment project (KBAGILE) and intends to apply part of the proceeds toward payments under contract for procurement of Desktop computers, printers, projectors, motorized projector screens and required applications, installation, labelling and distribution for digital literacy training to 50 schools under Kebbi AGILE. For this contract, the Borrower shall process the payment using the direct payment disbursement method as defined in the World Bank Disbursement Guideline for investment project Financing.

2. The Kebbi State Ministry of Education through the office of the Project Coordinator Kebbi AGILE now invites sealed bids from eligible Bidders for the activity, the procurement of Desktop computers, printers, projectors, motorized projector screens and required applications, installation, labelling and distribution for digital literacy training to 50 schools under Kebbi AGILE under Kebbi State AGILE. The delivery period is 90 days. The margin of preference shall not be allowed.

NB: Bidders wishing to offer unconditional discount will be allowed to do so, provided the discount is included in the Letter of Bid.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information at the address below and inspect the Bidding Documents from 10:00am to 4:00pm Monday to Fridays, exclusive of public holidays.

5. Qualification requirements include:
– Evidence of previous supply (sale) of similar Equipment in the last 5 years.
– Audited Financial Statement for the last 3 years to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital.

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents for pre-qualification and tender:
a. Evidence of Certificate of incorporation issued by Corporate Affairs Commission;
b. Valid Company’s Income Tax Clearance Certificate;
c. Evidence of compliance with Pension Fund – PENCOM;
d. Evidence of compliance with Industrial Training Fund (ITF) contribution;
e. Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF);
f. Evidence of registration on the National Database of Contractors, Consultants and Service Providers by the BPP or a copy of Interim Registration Report (IRR) as evidence of compliance with the requirements;
g. Annual audited accounts for the last three (3) years, (2023, 2024 & 2025) duly acknowledged by the Nigerian Revenue Service (NRS);
h. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility in the amount stated in the bidding documents for the execution of the project when awarded;
i. Valid Sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island, or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
• That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last four (4) months;

  11. Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years, including letters of award, valuation certificates, job completion certificates, and photographs of the projects.
  12. All documents for submission must be transmitted with a covering/forwarding letter on the Company’s letterhead paper, bearing among other things the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and email address.
