INVITATION TO TENDER FOR THE EXECUTION OF YEAR 2026 PROJECTS

1.0 INTRODUCTION
1.1 The Joint Admissions and Matriculation Board is a Parastatal charged with the responsibility of conducting Matriculation Examination for entry into all Tertiary institutions in Nigeria and also admissions through Direct Entry method as provided by the JAMB Act 1989, Cap 193, Laws of the Federation of Nigeria.
1.2 The Board in keeping with its mandate and in compliance with the provisions of the Public Procurement Act, 2007 intends to execute the under-listed Goods, Works and Services projects.
1.3 Interested competent and eligible contractors are hereby invited to submit Expression of Interest documents for the procurement of the under listed 2026 projects:

CATEGORY A: WORKS

2.0 ELIGIBILITY REQUIREMENTS

Interested bidders should submit the following documents:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1, or CAC2 and CAC7.
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
vii. Recent valid Sworn Affidavit:
a. disclosing whether or not any officer of the relevant committees of the Joint Admissions and Matriculation Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
b. that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
c. that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
d. that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
viii. Company’s Audited Accounts for the last three (3) years – 2023 – 2025;
ix. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s Profile with personally endorsed Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, NITDA/CPN etc.;
xi. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects. Note: The Board will conduct physical verification of similar jobs;
xii. For LOT G8: SUPPLY AND INSTALLATION OF EXAMINATION DELIVERY SERVERS. Bidders must present evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA), in addition, bidders must also provide evidence of being an Original Equipment Manufacturer (OEM) or Letter of Authorisation as representative of the Original Equipment Manufacturers;
xiii. For Lots G1 (SUPPLY OF TONERS): Bidders must provide evidence of being an Original Equipment Manufacturer (OEM) or Letter of Authorisation as representative of the Original Equipment Manufacturers;
xiv. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
xv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the company.
xvi. All Prequalification documents must be serially paginated and each page must be duly signed by an authorised officer of the company.

1.0 INTRODUCTION
The Edo State Government has approved the commencement of the Procurement process for the under listed projects across the Three Oil and Gas Producing Communities in Edo State from the year 2026 Approved Budget aiming to improve the Socio-economic conditions of the Communities. FUTA TEACHING HOSPITAL, AKURE

1.0 INTRODUCTION
The Futa Teaching Hospital, Akure is established to provide qualitative, affordable, accessible healthcare services to our patients at the primary, secondary and tertiary levels with the ultimate goal of Excellence and Compassionate Care among Nigerians. Take off grants was appropriated FOR THE PROCUREMENT, EQUIPPING, RENOVATION AND CONSTRUCTION OF THE INFRASTRUCTURE WITHIN FUTA TEACHING HOSPITAL, AKURE. In compliance with Public Procurement Act 2007, Reputable and Competent Companies with relevant experiences and good track records are hereby invited to indicate interest for the following:

vii. Sworn Affidavit: Disclosing whether or not any officer of the relevant committees of the Futa Teaching Hospital, Akure, Ondo State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particular.
viii. The company is not in receivership, insolvent or bankrupt;
ix. None of the directors has been convicted in any court of law for procurement fraud;
x. Reference letter from reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
xi. Company’s Audited Accounts for the last three (03) years 2023, 2024, 2025;
xii. Company’s profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, SURCON, NITDA and CPN, etc;
xiii. For Motor Vehicle’s procurement: only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
xiv. Verifiable documentary evidence of at least three (03) similar jobs executed in the last five (05) years including letters of award, valuation certificate, job completion certificates and photographs of the projects.
xv. Health and Medical Equipment: Letter of Authorization from the Original Equipment Manufacturers (OEMs) listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
xvi. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pencom, Industrial Training Fund (ITF), NSITF and Interim Registration Report (IRR) and Sworn Affidavit are compulsory for each JV Partner).
xvii. Letter of consent to allow for verification of all the documents submitted including CAC, Tax Clearance Certificate, Pencom, Industrial Training Fund (ITF), NSITF and Interim Registration Report (IRR);

4. COLLECTION OF TENDER DOCUMENTS
The interested companies are to collect the Standard Building Document (SBD) from the office of Head of Procurement Department on evidence of payment of a non-refundable Tender Fee of N10,000.00 per Lot, paid into the Futa Teaching Hospital Remita Account in any reputable Commercial Bank in Nigeria. The Hospital’s receipt and photocopy should be attached to the Tender Document.
