Kebbi State Government of the Federal Republic of Nigeria, in its continuous efforts to provide meaningful developmental projects for its teeming populace intends to carry out construction/ rehabilitation of the above-listed contracts

PRE-QUALIFICATION REQUIREMENTS
Tenders are expected to submit comprehensive company profile, to include the under listed items

EDO STATE UNIVERSITY, IYAMHO

INVITATION TO TENDER

1.0 INTRODUCTION
Edo State University, Iyamho (ESUI), Edo State, in accordance with Edo State Public Procurement Law 2012/Public Procurement Act 2007 as amended, hereby invites interested and competent contractors with history of timely delivery and execution of the following Projects.

2.0 SCOPE OF SUPPLIES AND WORK (G & W)

TERMS OF REFERENCE (TOR) FOR LOT 2

The contractor shall:
1. Supply and install all approved CCTV cameras, accessories and supporting infrastructures. Establish a central monitoring and control room with video wall, work stations, recording servers and storage Devices.
2. Conduct comprehensive system testing, commissioning and performance verification.
3. Train designated university personnel on system operation, maintenance and troubleshooting.
4. Install CCTV poles, brackets, wall mounts and protective housing. Integrate all cameras into a unified Video management system (VMS).
5. Install waterproof outdoor cabinets, network switches, media converters and fiber termination boxes.
6. Provide uninterrupted power supply (UPS), surge protection and backup power systems
7. Configure network connectivity between all camera locations and the central control room.
8. Ensure that the deployed infrastructure provides 24 hour surveillance coverage and support high definition IP cameras including fixed, PTZ Infrared cameras where required.

3.0 ELIGIBILITY REQUIREMENTS:
Interested Companies/Vendors should submit the following documents/information with verifiable evidences for assessment and consideration:
a. Evidence of Certificate of Incorporation with the Cooperate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025).
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026. This requirement is only applicable to bidders whose number of staff is fifteen (15) and above.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026. This requirement is only applicable to bidders whose number of staff is five (5) and above or the bidders annual turnover is fifty million (#50,000,000) and above.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
f. Evidence of Registration with Edo State Public Procurement Agency (Edo PPA) /National Database of Federal Contractor and Service Providers or valid Certificate issued by BPP/Edo PPA.
g. Sworn Affidavit.
– disclosing whether or not any officer of the relevant committees of the Edo State University, Iyamho or Edo State Public Procurement Agency is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan of financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) month.
h. Company’s Audited Accounts for the last three (3) years – (2023, 2024 & 2025);
i. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Letter of consent to allow for verification of all the documents submitted including CAC, Tax Clearance certificate, PENCON, Industrial Training Fund (ITF), NSITF and Interim registration report (IRR).
k. LOT 2: Company’s profile with the curriculum vitae of key staffs to be deployed for the general contract and campus wide CCTV security surveillance project, including copies of their academics/professional qualifications such as COREN, Security and Network Certificate etc.);
l. LOT 2: Verifiable documentary evidence of registration with Nigeria Communication Commission (NCC) to operate as a registered network contractor/vendor on security surveillance projects etc.
m. LOTS 1 & 3: Letter of authorization as representative of the original equipment manufacturers (OEMs)
n. LOTS 2 & 4: Presentation / Submission of list of plants/equipment with prove of ownership/lease agreement.
o. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letter of award, valuation certificate, job completion certificate and photograph of the projects.
p. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contract Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the standard Bidding Document (SBD) from the Procurement Unit of Edo State University, Iyamho on evidence of payment of a non-refundable tender fee of #20,000.00 (Twenty Thousand Naira) only paid into the account of Edo State University, Iyamho through remita account in any reputable commercial bank in Nigeria. The photocopy of the receipt should be attached to the tender documents.
