EKITI KNOWLEDGE ZONE PROJECT
REQUEST FOR EXPRESSION OF INTEREST FOR ENGAGEMENT OF CONSULTANT FOR BUSINESS PROCESS OUTSOURCING (BPO), ICT AND DIGITAL SKILLS DEVELOPMENT (CONSULTING FIRM)
PROJECT ID: P-NG-I00-002
The Federal Government of Nigeria has secured a loan from the African Development Bank towards the Ekiti Knowledge Zone Project (EKZ). The project site is located between Ago Araromi in Ado Local Government Area and Ijan Ekiti in Gbonyin Local Government Area in Ekiti State.
The Project intends to apply a portion of the loan to engage a suitably qualified Consulting Firm, or consortium of firms, to design and deliver a demand-led BPO, ICT and digital skills programme for at least 8,000 eligible young people in Ekiti State, and to establish credible, verifiable pathways connecting trained participants to private-sector and other economic opportunities.
The EKZ is a strategic initiative of the Ekiti State Government aimed at building a thriving innovation ecosystem that integrates research, enterprise, and technology development. Component 2 of the Project, Building Talents and Creating Innovation Demand, is intended to equip young people with ICT industry skills while developing the innovation and enterprise pipeline required to support the EKZ ecosystem. The Project sets a minimum target of 8,000 young people trained and certified to match private-sector ICT skills needs, including at least 40% women, at least 500 young people from households with affected livelihoods and at least 10% receiving advanced-level skills training, with at least 4,800 certified participants linked to verified job opportunities. The assignment is therefore intended to deliver skills development at scale while establishing pathways through which digital capabilities are developed, assessed, certified and connected to work and economic participation.
This assignment forms part of the wider EKZ Component 2 delivery architecture and will operate alongside other EKZ interventions, including TVET and apprenticeship development, enterprise development, private-sector capability development, innovation finance and higher-education interventions, under the oversight of the Project Implementation Unit (PIU)..
The specific objectives of the assignment will include, but not be limited to:
1. Assess current and emerging demand for BPO, ICT and digital skills relevant to Ekiti participants and the wider labour market.
2. Design and deliver foundational, intermediate and advanced skills pathways responsive to demonstrated demand.
3. Establish credible arrangements for the assessment and certification of participants.
4. Recruit and support at least 8,000 eligible young people while meeting the inclusion commitments established under the Project.
5. Establish effective links with employers, BPO operators, prospective EKZ tenants, technology companies, local businesses and other sources of economic opportunity.
6. Provide mechanisms for the practical application of skills, workplace experience and transition into economic opportunities.
7. Track participant progression from enrolment through training and certification to subsequent economic opportunities and outcomes.
8. Establish scalable and sustainable delivery arrangements, including a scalable, accessible and mobile-responsive learning management system.
9. Transfer relevant programme assets, data, systems, partnerships and operational capability to the appropriate EKZ institutions at completion.
