(1.0) PREAMBLE
The National Institute of Construction Technology and Management (NICTM), Uromi, Edo State, a Federal Polytechnic was appropriated funds in the 2026 Budget appropriation Act. The budget covers provision for goods and construction activities to be executed in various parts of Nigeria under Capital and Zonal Intervention (Constituency) Projects. The various activities are grouped into LOTS under works, goods and services. Accordingly, the Institute hereby invites interested and qualified Contractors / Suppliers / Service Providers to submit pre-qualification documents for the execution of projects as listed below:

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), Including CAC1, CAC2 and CAC7.
b. Evidence of company Income’s Tax Clearance Certificate for the last three (3) years valid (2023, 2024, 2025) till 31st December, 2025.
c. Evidence of current Pension Compliance Certificate. (PENCOM) valid till 31st December, 2026
d. Company’s Audited Accounts for the last three (3) years; 2023, 2024 and 2025.
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December, 2026;
f. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026
g. Evidence of Registration on the National Database of Federal Contractors, Consultant and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by (BPP);
h. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Institute of Construction Technology and Management, Uromi or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Evidence of financial capability to execute the project including Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company Profile with the Curriculum Vitae (CV) of key staff to be deployed for the project, Including copies of their Academic/Professional qualification such as COREN, QSRBN, ARCON, CORBON etc:
k. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including letters of Awards

b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.

j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance of at least three (3) documents is compulsory for each JV partner);
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. l. Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as ARCON, QSRBN and COREN (applicable to Lot 1 & 2)
m. List of Plants and Equipment with proof of Ownership/Lease Agreement. (applicable to Lot 1)
n. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years as Prime Consultant including Letters of Engagement, Valuation Certificates and Photographs of the projects.
o. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
p. Interested competent and reliable contractors are required to provide verifiable evidence including, but not limited to the following documents:

Certificate of incorporation with the Corporate Affairs Commission.

Certified true copy of Memorandum and Article of Association.

Evidence of registration with Jigawa State Works registration Unit

Tax Clearance certificate for the last three (3) year

Audited account for the last one (1) year

VAT registration and evidence of past remittance.

Evidence of financial capability and banking support

Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last Five years;

That the company have fulfilled all obligations to pay Taxes, pensions and social security contributions

A sworn affidavit certifying as follows

That the document submitted for the pre-qualification exercise are not only genuine but correct

That none of the directors of the company has been convicted by any court of Law

That the company is not bankrupt

That none of the officers of Miga Local Government is a present or former director of the company
