The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of Livestock Productivity and Resilience Support Project (L-PRES). The Livestock Productivity and Resilience Support Project (L-PRES), State Coordination Office (SCO) Abuja, an implementing agency of the Client intends to apply a portion of the proceeds of this credit to eligible payments under the contract for the Construction of Beef fattening, Hide and Skin Value Chain Hub. Payments by the Bank will be made only at the request of the Livestock Productivity and Resilience Support Project (L-PRES), State Coordination Office (SCO) Abuja and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the financing agreement.

2. The Livestock Productivity and Resilience Support Project –State Coordination Office, Abuja now invites sealed bids from eligible Bidders for the activity. Construction of Beef fattening, Hide and Skin Value Chain Hub the work period is 20 months. The margin of Preference shall not be allowed.

5. CONSTRUCTION OF 2NO. COMPLETE SOLAR POWERED WATER COLLECTION POINT AT YALLEMAN (HAUSAWA WARD) AND DAKAYYAWA (DAKAYYAWA WARD) IN KAUGAMA CONSTITUENCY.
6. CONSTRUCTION OF 1NO. COMPLETE SOLAR POWERED WATER SUPPLY SCHEME AT JAWO (SABARU WARD) AND REPLACEMENT OF 3NO. SUBMERSIBLE PUMP AT TODARYA, DABA AND MAITSANI IN KAZAURE CONSTITUENCY.

B. MANDATORY REQUIREMENTS
Companies interested in the project are to submit company profile which must contain the following:
a. Certificate of Incorporation with Corporate Affairs Commission
b. Certified true copy of Memorandum and Article of Association
c. Tax clearance for the last three years
d. Evidence of registration with Jigawa State Works Registration Board in relevant category
e. Company’s audited accounts for the last one year
f. Evidence of financial capability and Banking support
g. Verifiable evidence of Company profile and technical qualification of key technical personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON, etc.
h. That the company has fulfilled all obligations to pay taxes, pensions and social security contributions
i. Evidence of similar projects executed (letter of award and completion certificate) at least three (3) within the last five (5) years.
j. Description and list of relevant construction/civil works equipment
k. Company average annual turnover of not less than Twenty million Naira (N20 million)
l. VAT registration and evidence of past remittance
m. A sworn affidavit certifying as follows:
i) That the documents submitted for the prequalification exercise are not only genuine but correct
ii) That none of the directors of the company has been convicted by any Court of Law
iii) That the company is not bankrupt
iv) That none of the officers of Jigawa State/Local government is a present Director of the company

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) Including Form CAC2 and CAC7;
b. Evidence of Company Income ‘s Tax Clearance Certificate for the Last 3 Years valid till 31st December, 2026;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by Submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate Issued by BPP;
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Federal Medical Centre Misau or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h. Company’s Audited Accounts for the last Three (3) Years 2023, 2024, 2025;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project;
k. Verifiable documentary evidence of at least Three (3) Similar Jobs Executed in the Last Five (5) Years Including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the Projects;
l. List of equipment/Plants with proof of ownership/lease for Construction works only;
m. Evidence of registration of the Firm’s with relevant professional body(ies);
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
o. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the Bottom of the page, duly signed by the authorized officer of the firm.
