2. STATUTORY ELIGIBILITY REQUIREMENTS (MANDATORY NON-SCOREABLE)
– Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC 2 & CAC 7.
– Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024, and 2025) valid till 31st December 2026.
– Evidence of Pension Compliance Certificate valid till 31st December 2026 issued by PENCOM.
– Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026.
– Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2026.
– Evidence of Registration on National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2026 issued by Bureau of Public Procurement (BPP).
– Sworn Affidavit deposed before a Court of competent jurisdiction confirming that:
– The company is not in receivership, insolvent, or bankrupt.
– None of the Directors has been convicted in any country for financial fraud or misrepresentation;
– No officer of Nnamdi Azikiwe University, TETFund, or BPP is a former or present Director/Shareholder or has any pecuniary interest in the bidder;
– All information presented in the bid is true and correct in all particulars.
– Company’s Audited Accounts for the last three (3) years (2023, 2024, 2025) stamped and signed by a licensed Chartered Accountant.
– CRITICAL FINANCIAL TURNOVER REQUIREMENT FOR SHIP WORKS & GOODS (LOTS 1 – 5): Bidders for Lots 1, 2, 3, 4, and 5 MUST demonstrate an Average Annual Turnover of at least N1,000,000,000.00 (One Billion Naira) only as reflected in the Audited Financial Statements of the last three years.
– Company Profile with detailed Curriculum Vitae of key technical and managerial staff including academic and professional qualifications (e.g. COREN, QSRBN, CORBON, ARCON for Works; relevant professional bodies for Consultancy Lots 6–9).
– Verifiable documentary evidence of at least three (3) similar projects executed in the last five (5) years including Award Letters, Valuation Certificates, Completion Certificates, and Photographs.
– For Goods (Lot 5) & Vehicles (Lots 10, 11 & 12): Evidence of Manufacturer’s Authorization Certificate (MAF) or Dealership Authorization Certificate from Original Equipment Manufacturer (OEM).
– For Electric Vehicle (Lot 12): Evidence of technical partnership/support for local EV charging infrastructure, battery maintenance, and spare parts supply.

1.0 INTRODUCTION
The Rivers State Universal Basic Education Board (RSUBEB) has received funds from Rivers State government and the Universal Basic Education Commission (UBEC) for 2023, (3rd -4th Qtr.), 2024 (1st- 4th Qtr.) and 2025 (1st – 2nd Qtr.) from the FGN/UBE Intervention Fund towards the cost of Universal Basic Education (UBE) Intervention Projects in the State and intends to apply part of the Funds to cover eligible payment under the following contracts headings viz: Construction and Renovation of blocks of classrooms, construction of block wall fencing and landscaping, procurement and distribution of pupils/students desk and teachers furniture, TLMs, Social Mobilization, Quality Assurance and ICT Improvement all for ECCDE, Primary and JSS schools in the State, for which this Invitation to Tender is issued.
