INVITATION TO PRE-QUALIFICATION AND TENDER FOR YEAR 2024, 2025, 2026 (MERGED) TETFUND INTERVENTION FOR LIBRARY DEVELOPMENT PROJECT

1. INTRODUCTION
(The advertisement of the above Project Supersedes the one earlier advertised in vol 22 No 10 of the Federal Tenders Journals from Monday May 18 to Sunday May 31, 2026).

Joseph Sarwuan Tarka University, Makurdi, Benue State, is desirous of implementing its 2024, 2025, and 2026 merged TETFUND library interventions in compliance with the requirements of the Public Procurement Act 2007. The University hereby invites interested, competent, reputable, and qualified companies with relevant experience and a good record of accomplishment necessary for the execution of these projects as follows:

2.0 SCOPE OF WORK
Lot 1: Procurement of assorted textbooks and journals
Lot 2: Procurement of library equipment and furniture

3.0 ELIGIBILITY REQUIREMENTS
Interested bidders should submit the following eligibility documents indicating the minimum qualification required of the bidders:

A. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
B. Evidence of current Tax Clearance Certificate (TCC) for the last three (3) years — 2023, 2024, and 2025 — valid till 31st December 2026.
C. Evidence of a current Pension Clearance Certificate valid till 31st December 2026.
D. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026.
E. Evidence of compliance/clearance with the National Insurance Trust Fund (NSITF) valid till 31st December 2026.
F. Evidence of registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of an Interim Registration Report (IRR) expiring on 31st December 2026 or a valid certificate issued by BPP.
G. Current Sworn Affidavit: Disclosing whether or not any officer of the relevant committees of Joseph Sarwuan Tarka University, Makurdi or the Bureau of Public Procurement is a former or present director, shareholder, or has pecuniary interest in the bidder, and to confirm that all information presented in its bid is true and correct in all particulars.

The Company is not in receivership, subject to any form of insolvency or bankruptcy proceedings, or the subject of any form of winding-up petition or proceedings.

The Company does not have any director who has been convicted by any court in Nigeria or any other country for criminal offenses in relation to fraud, financial impropriety, criminal misrepresentation, or falsification of facts relating to any matter.

That all information presented in the documents is true and correct in all particulars.

H. Company’s audited accounts for the last three (3) years (2023, 2024 & 2025), duly endorsed by FIRS (now Nigeria Revenue Service –NRS), subject to the following specific turnover requirements:
For Lot 1: Bidders must demonstrate a minimum average annual turnover of N380,000,000.00 (Three Hundred and Eighty Million Naira).
For Lot 2: Bidders must demonstrate a minimum average annual turnover of N190,000,000.00 (One Hundred and Ninety Million Naira).
I. Evidence of financial capability to execute the project and a reference letter from a reputable commercial bank in Nigeria indicating willingness to provide a credit facility for the execution of the project when needed.
J. Company’s profile with the curriculum vitae of technical/management staff.
K. Verifiable documents of at least three (3) similar jobs executed in the last five (5) years, including letters of award and job completion certificates.
L. All documents for submission must be transmitted with a covering/forwarding letter under the company’s letterhead paper bearing, among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and e-mail address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page. Duly signed by the authorized officer of the company.

D. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) and Blank BOQ from the Office of the Director of Procurement, North Core, beside Aper Aku Auditorium, Joseph Sarwuan Tarka University, Makurdi, from 8:00 am to 4:00 pm upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only per lot. For payment, visit www.remita.ng, generate a Remita Retrieval Reference (RRR) number, make the payment, take your printout to the University’s Bursary, and obtain an official receipt.

E. SUBMISSION OF TENDER DOCUMENTS
Delivery by courier will not be accepted. All prospective bidders are to submit bids for each desired lot: Submit two (2) hard copies plus one soft copy (USB flash drive) each of Technical and Financial bids, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. The flash should be in the financial bid envelop. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director of Procurement, Joseph Sarwuan Tarka University, Makurdi, and clearly marked with the name of the project and lot number.

Furthermore, the reverse of each envelope should have the name and address of the bidder. Submit at the office of the Director of Procurement, Joseph Sarwuan Tarka University, Makurdi, North Core, not later than 12:00 noon on Wednesday, 15th July, 2026.

F. OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately following the deadline for the submission of bids at 12:00 noon on Wednesday, 15th July, 2026, at the Vice Chancellor Conference Room in the presence of bidders or their representatives, observers and interested members of the public. The Financial bids will be kept unopened until the next procurement stage. Please ensure you sign the Bids Submission Register at the point of submission, as the University will not be held liable for misplaced or wrongly submitted bids.

G. IMPORTANT INFORMATION
a. Bids must be in English and signed by an official authorized by the bidder.
b. Bids submitted after the deadline for submission will be returned unopened.
c. Bidders should not bid for more than one (1) lot; contravention is automatic disqualification.
d. Failure to submit the Standard Bidding Document (SBD) signed by an official authorized by the bidder shall automatically result in the rejection of tenders.
e. The document must be arranged sequentially in order with a content page; failure to do so will render the submission invalid. A copy of the document must be an exact copy of the original document in all particulars; any deviation shall not be accepted.
All documents must be paginated and signed. Any unpaginated or unsigned document attracts outright disqualification.
f. All bid processing costs will be borne by the bidders.
g. The University shall not be responsible for any cost incurred by the bidders in connection with the response to this advertisement.
h. Participation in this process and any related process neither creates any commitment nor establishes any legal relation with Joseph Sarwuan Tarka University, Makurdi. It is merely a precondition for further consideration of the tender.
i. The Technical Bids will be opened in the presence of CSOs and professional bodies.
j. Only pre-qualified bidders from the technical evaluation will be invited at a later date for the Financial Bids opening, while the Financial Bids of unsuccessful bidders will be returned unopened.
k. Failure to comply with the above requirements shall automatically result in the disqualification of a bidder.
l. The University Management reserves the right to verify the authenticity of any claim made in the bidding documents submitted by all bidders.
m. The University Management is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities, in accordance with Section 28 of the Public Procurement Act, 2007.
