ENGAGEMENT OF A SOFTWARE DEVELOPMENT FIRM TO DEVELOP A MANAGEMENT INFORMATION SYSTEM (MIS) AND PAYMENT SYSTEM FOR THE IMPLEMENTATION OF CONDITIONAL CASH TRANSFERS (CCT)

The Federal Government has received financing from the World Bank toward the cost of the Adolescent Girls Initiative for Learning and Empowerment (AGILE) project and intended to apply part of the proceeds for consultancy services to software development firm to develop a management information system (MIS) and payment system for the implementation of Conditional Cash Transfer (CCT)

The objective of the CCT sub-component is to address demand side financial barriers to girls’ entry to and completion of secondary school. To reduce direct and indirect costs related to girls’ enrolment, attendance and completion, the proposed subcomponent will provide support to alleviate the financial burden households’ face in sending their girls to school through a GSP (Girls Scholarship Programme). The subcomponent will financially incentivize girls’ transition to JSS and SSS and their attendance and completion of secondary school.

Scope of assignment
The scope of this assignment shall include, but is not limited to the following tasks:
* updating and maintenance of MIS modules including the beneficiary management System, case management system, payment System and the system architecture.
* Study project documentation and including functional specifications produced by the state MIS team.
* Consult with the state EMIS officers for support on data collection, state level data and reporting.
* Deploy the MIS based on agreed system specifications.
* Deliver a live demonstration of system features/capabilities during regular meetings with the Project Stakeholders, MIS Team and application users (demonstration schedule to be mutually agreed) to show evidence on the status of development and to facilitate review of the system for improvement.
* Conduct training and workshop for SPIU technical team.
* Ensure the MIS meets all requisite project governance and audit standards.
* Ensure that project reporting meets all World Bank and Government of Nigeria standards.
* Ensure Audit Trail and User Management meets the World Bank and Government of Nigeria standards.
* Ensure that external system integration (FPIU MIS and PSP MIS) is functional and secure.
* Ensure that the source code for the platform and all relevant documentation is handed over to the SPIU team.
* To provide capacity building for field officers to work with SPIU for gathering of data on potential CCT beneficiaries.
* To support the SPIU in identification of beneficiaries using the selection criteria.
* To support the State Project Implementation Unit (SPIU) in developing a Comprehensive database of CCT beneficiaries from the targeted LGAs for effective disbursement.
* To support the SPIU in enrolment, registration and Validation of potential beneficiaries for CCT from all targeted LGAs (all Cohorts)
* To develop an automated system for tracking attendance, retention and completion rate of CCT beneficiaries.
* To monitor attendance rate of CCT beneficiaries.
* To track the performance, transition and completion rate of CCT beneficiaries after disbursement.
* To develop a comprehensive report and analysis of enrolment, transition and retention rate of CCT beneficiaries.
* To develop an automated system for tracking disbursement to the CCT beneficiaries.
* To develop monthly compliance reports
* To monitor CCT disbursement Process.
* To develop a comprehensive report on the CCT disbursement process.
* To engage stakeholders at state and LGA level to increase community commitment to girl education.
* To identify challenges and recommend strategies for sustainability of the program.

In depth details of the MIS are provided in the functional requirements document annexed to this ToR. Other features of the MIS not already included in the functional requirements document will be shared during the requirements gathering phase of the MIS development.
