1. The Federal Government of Nigeria through the Federal Ministry of livestock Development has received financing from the World Bank toward the cost of the Livestock Productivity and Resilience Support (L-PRES) Project and intends to apply part of the proceeds toward payments under the contract for Construction of Livestock Development and Training Institute.

Procurement process will be governed by the World Bank’s Procurement Regulations.

2. The Niger State Project Implementation Unit, Livestock Productivity and Resilience Support (L-PRES) Project now invite sealed Bids from eligible Bidders for the above-mentioned activity in Niger State as follows;

Note: The project involves Constructing a Livestock development and Training Institute having a site preparation and earth work, construction of administrative block, Feed mill Storage Facility, Cattle and Goat shed, Poultry Pen, Cafeteria, Perimeter Fence, Security House, and Mosque with External Civil Work. Strict undertaking of Social and Environmental Safeguard measures.

3. Bidding will be conducted through National Competitive Procurement Method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing” November, 2020- Fourth Edition “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from the Procurement Unit of the State Project Coordination Office Niger State Livestock Productivity and Resilience Support (L-PRES) Project, State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.

5. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred Thousand Naira (NGN100,000.00) only. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below;

6. Bids must be delivered to the address below on or before 12:00noon on Thursday 20th August, 2026. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on Thursday 20th August, 2026 by 12:00noon.

7. All Bids must be accompanied by a “Bid-Security” in the amounts indicated in the above table.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
