INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS: FOR THE PROCUREMENT OF OFFICIAL VEHICLES AND SOLAR POWER INSTALLATION
1. PREAMBLE
In compliance with the Jigawa State Procurement Process Act No. 13 of 2019, the High Court of Justice Jigawa State wishes to notify interested bidders of its intention to procure of the following vehicles and solar power system.
2. PROJECT SCOPE
Lot No. 1 – Procurement of 5No (five) XSE Toyota Camry 2025 model and 1No one Toyota Prado Jeep 2025 model with custom duty
Lot No 2— Installation of Solar Powered System at 17No (seventeen) divisional Magistrate court across the state.
3. ELIGIBILITY REQUIREMENTS
To be considered for pre-qualification, interested competent and reliable bidders are required to provide verifiable evidence including but not limited to the following documents:-
(i) Certificate of Incorporation with the Corporate Affairs Commission (CAC)
(ii) Certified True Copy of Memorandum and Article of Association.
(iii) Evidence of Registration with Jigawa State Due Process and Project Monitoring Bureau.
(iv) Tax Clearance Certificate for the last three (3) years.
(v) Audited Account for the last one (1) year.
(vi) VAT Registration and evidence of past remittances.
(vii) Evidence of Financial Capability and Banking support.
(viii) Company average annual turnover of not less than Twenty Million Naira. (N20,000,000:00) per Lot.
(ix) Evidence of similar project executed (Letter of Award and Completion Certificate) at least three (3) in the last five (5) years.
(x) Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON, etc).
(xi) A sworn affidavit certified as follows:-
a. The documents submitted for the pre-qualification examines are not only genuine but correct.
b. That none of the Directors of the company has been convicted by any Court of Law.
c. That the company is not bankrupt.
d. That none of the officers of Jigawa State/Local Government is a present Director of the company.
(xii) Any other relevant information that will help in determining the company’s suitability for the procurement.
Any prospective bidder that does not possess any of the above documents needs not apply.
4. COLLECTION OF TENDER DOCUMENTS
Interested bidders are to visit High Court of Justice Dutse, Jigawa State to purchase the bids documents after payment of non-refundable tender fee of N500,000:00k
5. SUBMISSION OF TENDER DOCUMENTS
Company profile with a covering letter of company letter headed should be submitted to High Court of Justice Dutse in the office of the Secretary Tender Board Committee not later that 9th September, 2026 by 12:00 pm. A scanned copy of bid security of not less than 2% of the bid price, either inform of insurance bond or Bank guarantee should also be submitted with bid documents. Similarly the original company’s profile signed in company’s letter headed with the attached bills, bid security and a copy of sworn affidavit in hard copy should also be submitted to the Secretary Tender Board Committee of the High Court of Justice Dutse
Note: That all completed bids should be sent to the Jigawa State High Court of Justice Dutse.
6. CONDITIONS
• High Court of Justice Dutse reserves the right to accept or rejects any application at any time without incurring liability.
• All expenses incurred as a result of the preparation and submission of documents for the exercise should be borne by the interested companies (non-refundable fees). The bid will manually open on 9th September, 2026 by 12:00 pm.
The bid validity period is 30 days from the deadline of the bids submission.
7. BID OPENING
Bid opening will take place on 9th September, 2025 at the High Court Complex Dutse. However the bid opening would usually be at the same time at the High Court Complex.
i. Bids submitted after the deadline for submission will be returned unopened.
ii. Only financial bids of the successful pre-qualified bidders will be opened. While those for the unsuccessful bidders will be returned unopened.
iii. This advert shall not be construed as commitment on the part of the High Court of Justice Dutse nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from the High Court of Justice Dutse by virtue of such company having responded to this advertisement.
iv. All costs shall be borne by the bidders as the High Court of Justice Dutse shall not be held responsible for any cost or expenses incurred by any interested party in connection with any response to this invitation.
v. The High Court of Justice reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities.
vi. Alternative bid will not be accepted.
vii. Bidders with the same subsidiary relationship are not allowed to participate in the same Lot.
