INVITATION FOR EXPRESSION OF INTEREST (EOI) ON THE DEVELOPMENT OF A HEALTH AND SAFETY FRAMEWORK FOR THE LAGOS STATE ELECTRICITY REGULATORY COMMISSION(LASERC)

1.0 BACKGROUND
the Commission (LASERC), established to regulate the electricity market within the Lagos State, operates within a highly technical and safety-sensitive sector that involves interaction with electricity infrastructure, utility operators, contractors, field personnel, stakeholders and members of the public. Consequently, there is a compelling need to institutionalize a robust Health and Safety Management Framework that aligns with international best practices and applicable regulatory requirements. Given the nature of the electricity sector, operational activities are inherently associated with risks and LASERC requires to engage a specialized HSE Consultant to develop a structured framework to guide safety governance, risk management, emergency preparedness, incident reporting, compliance monitoring and occupational health practices.

2.0 PROJECT SCOPE
The consultant shall be required to :
a. Organize multi-agency safety workshop to all Lagos State Electricity Market participants
b. Conduct a comprehensive Health and Safety Needs Assessment
c. Undertake hazard identification and risk assessment
d. Review existing policies and operational procedures
e. Develop a Health, Safety and Environment Policy tailored to LASERC mandate and operational environment
f. Develop a Health and Safety Management Framework
g. Design incident reporting and investigation procedures
h. Develop emergency preparedness and response plans
I. Establish safety performance indicators and monitoring mechanisms
j. Develop contractor safety management procedures
k. Prepare workplace inspection and audit templates
l. Develop business continuity and crises management protocols
m. Conduct staff sensitization and training progammes
n. Produce implementation guidelines and compliance manuals.

3.0 REQUIREMENTS FOR INTERESTED PARTIES
– Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC).
– Evidence of registration with Lagos State Public Procurement Agency.
– Evidence of Tax Clearance Certificate for the last three years.
– Evidence of financial capability/availability of financial resources from reputable bank.
– Abridged company Annual Audited Report for the immediate past three years.
– Detailed firm profile with Curriculum Vitae of key officers. In case of a consortium, please include details of members and lead.
– Verifiable evidence of successful completion of similar projects (Engagement letters, completion certificates and summary of reports/abstract).

4.0 SUBMISSION OF EXPRESSION OF INTEREST
The EOI documents shall be submitted in 6 (six) copies in a sealed envelope clearly marked “EOI – Engagement of Consultant for the development of Health and Safety Framework for LASERC” and delivered to the address below. Not later than two weeks from the date of this publication.

It should be noted that this invitation does not constitute any commitment on the part of LASG or Lagos State Electricity Regulatory Commission (LASERC).

Furthermore, the submission of documents shall not entitle any of the interested parties to any claims against LASG AND/OR LASERC by virtue of such parties having responded to the EOI invitation. All costs incurred by respondents as a result of this EOI invitation and any subsequent requests for information shall be for the respondent’s account only.
