CONSULTANCY FOR DIGITISATION OF PROCUREMENT AND FINANCIAL RECORDS
This request for expression of interest follows the General Procurement Notice for this project that appeared on the AFRICAN DEVELOPMENT BANK Group’s Internet Website (www.afdb.org) on 5th March 2019.
The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme. (IBSDLEIP), and intends to apply part of the proceeds for this loan to facilitate payments for a consultancy firm with demonstrable relevant experience for the provision of Consultancy Services to the IBSDLEIP Federal Programme Coordination Unit of the NEDC for the digitization of procurement and financial records under the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Programme (IBSDLEIP) in the North-East of Nigeria.
The objective of this consultancy is to digitize all IBSDLEIP procurement and financial records at IBSDLEIP Federal Programme Coordination Unit of the NEDC Abuja, and consequently establish a secure cloud-based EDMS. Activities involved in this service include assessing volumes and categories to develop filing taxonomy and work plan; digitizing with OCR; designing and implementing EDMS with role-based access, encryption, audit trails and version control; migrating with metadata and integrity checks; training PCU staff; and providing post-implementation support through closure.
The IBSDLEIP Federal Programme Coordination Unit of the NEDC now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
The winning firm shall be selected using the Consultant’s Qualification Selection (CQS) method per the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015, which is available on the Bank’ website at https://shorturl.at/y1Q9r

Consultants intending to express interest in the assignment must fill out and submit the forms included with the ToR
Submitted EoIs will be graded using the following criteria and weights:

The Consultant has the freedom to either submit an expression of interest by mail to the email addresses below, or hand-deliver in a sealed envelope to the physical address below. Expressions of interest must be received at the email address indicated above or at the address below no later than 4:00 pm (Local Time) on Thursday, October 8, 2026. They must specifically mention “Expression of Interest to Provide Consultancy Services for Digitisation Of Procurement And Financial Records”.
