Background:
MSI NIGERIA REPRODUCTIVE CHOICES is a social enterprise established in Nigeria in 2009 and is a leading provider of family planning and a range of contraceptive options to women, girls, and families across the 36 states of Nigeria and the FCT. • The pads should consist of multiple layers, including a top layer that comes in direct contact with the body, a transfer layer, and an absorbent material that effectively absorbs menstrual blood and other fluids.
• It should come with a leak-proof layer at the bottom to prevent any leakage.
• It must be free from harmful substances such as acids, alkali, dust, and particulate matter.
• They should not emit bad odors or bleed colour
• Antimicrobial
• High absorbency
• No irritation
• Reusable
• Comfortable
• Can withstand 100 washes at least		 4,900 packs

1. The Federal Government of Nigeria (FGN) has secured a facility from the African Development Bank (the Bank) to implement a five-year Special Agro-Industrial Processing Zones (SAPZ) Program in partnership with the State Governments and Private Investors in five (5) participating states of Kaduna, Oyo, Ogun, Cross River and Imo States in the first phase and intends to apply part of the agreed amount to finance payments under the contract for the engagement of a Consulting Firm for the Implementation of The Production and Broadcast of a Video Documentary and Radio Jingles in Oyo State.

2. The overall objective of the assignment is to develop high-quality audio-visual knowledge and communication products that document and promote the Oyo SAPZ Program. The Consulting Firm will work with Project Implementation Unit (PIU) and other stakeholders. Please refer to the Terms of Reference (TOR) for additional information on this Consultancy assignment.

3. The Oyo State Special Agro-Industrial Processing Zones (SAPZ) Program, through its State Project Implementation Unit (SPIU), hereby invites qualified and eligible consultants to express their interest in undertaking this role. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (certification(s), experience in similar assignments and conditions etc.).

INVITATION FOR EXPRESSION OF INTEREST (EOI) ON THE DEVELOPMENT OF A HEALTH AND SAFETY FRAMEWORK FOR THE LAGOS STATE ELECTRICITY REGULATORY COMMISSION(LASERC)

1.0 BACKGROUND
the Commission (LASERC), established to regulate the electricity market within the Lagos State, operates within a highly technical and safety-sensitive sector that involves interaction with electricity infrastructure, utility operators, contractors, field personnel, stakeholders and members of the public. Consequently, there is a compelling need to institutionalize a robust Health and Safety Management Framework that aligns with international best practices and applicable regulatory requirements. Given the nature of the electricity sector, operational activities are inherently associated with risks and LASERC requires to engage a specialized HSE Consultant to develop a structured framework to guide safety governance, risk management, emergency preparedness, incident reporting, compliance monitoring and occupational health practices.

2.0 PROJECT SCOPE
The consultant shall be required to :
a. Organize multi-agency safety workshop to all Lagos State Electricity Market participants
b. Conduct a comprehensive Health and Safety Needs Assessment
c. Undertake hazard identification and risk assessment
d. Review existing policies and operational procedures
e. Develop a Health, Safety and Environment Policy tailored to LASERC mandate and operational environment
f. Develop a Health and Safety Management Framework
g. Design incident reporting and investigation procedures
h. Develop emergency preparedness and response plans
I. Establish safety performance indicators and monitoring mechanisms
j. Develop contractor safety management procedures
k. Prepare workplace inspection and audit templates
l. Develop business continuity and crises management protocols
m. Conduct staff sensitization and training progammes
n. Produce implementation guidelines and compliance manuals.
