1. The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Accelerating Nutrition Results in Nigeria (ANRIN) Project 2.0 and intends to apply part of the proceeds toward payments under the contract for Establishment of Homestead Gardens.(Livestock: – Layers Mash feeds for layers and Broilers Finisher feeds).For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Federal Ministry of Agriculture& Food Security – Accelerating Nutrition Results in Nigeria (ANRIN 2.0) Project now invites sealed Bids from eligible Bidders for the Procurement of Homestead Gardens (Livestock:- Layers Mash feeds for layers and Broilers Finisher feeds
The descriptions of goods are provided in Section II –Bid data sheet (BDS) ITB1.1 and the distribution to end lines is on Annex1 attached to the bidding document.

3. Bidding will be conducted through Open National Competitive Bidding procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. INVITATION TO TENDER

1.0 INTRODUCTION
The Federal Government of Nigeria has allocated funds for the year 2026 to Investments and Securities Tribunal (IST) for the execution of Projects (Goods, Works and Services). The Tribunal therefore invites interested, competent and reputable Companies to Tender in respect of the following project:

2.0 DESCRIPTION
LOT NO.: LOT 001/2026
PROJECT TITLE: Supply of ICT Equipment
LOCATION: Abuja

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is also acceptable;
b. Evidence of Company Income’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2023, 2024, 2025) valid till 31st December, 2026 (with an average annual turnover One Hundred and Forty Million Naira (140,000,000.00));
c. Evidence of Pension Clearance Certificate (PENCOM) valid till 31st December, 2026 (This requirement is only applicable to bidders whose number of staff is 15 and above and in line with the PENCOM ACT. However, bidders with less than (15) staff are to provide a sworn affidavit to that effect);
d. Evidence of Industrial Training Fund [ITF] Certificate valid till 31st December, 2026 (This requirement is only applicable to bidders whose number of staff is five (5) and above or the bidder’s annual turnover is N50 million and above. However, bidders with less than five (5) staff or the bidder’s Annual Turnover of less than N50M are to provide a sworn affidavit to that effect);
e. Evidence of Nigeria Social Insurance Trust Fund [NSITF] Compliance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP;
g. Detailed Company’s profile with Curriculum Vitae of Key Staff deployed for the project, including copies of their relevant academic/professional qualifications such as National Information Technology Development Agency (NITDA) and Computer Professionals (Registration Council) of Nigeria (CPN);
h. Verifiable evidence of the firm’s registration with relevant professional bodies such as National Information Technology Development Agency (NITDA) and Computer Professionals (Registration Council) of Nigeria (CPN);
i. Evidence of firm’s compliance with Environmental, Social and Governance (ESG);
j. Company’s Audited Accounts for the three (3) years – 2023, 2024, 2025 Stamped/Sealed by a Chartered Accounting firm and duly acknowledged by the Nigeria Revenue Services (NRS);
k. A recently Sworn Affidavit disclosing (date not earlier than the date of this advertisement and addressed to the Investments and Securities Tribunal (IST):
i. Whether or not any officer of the relevant committees of the Investments and Securities Tribunal or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. That the company is not in receivership, insolvency or bankruptcy; and
iii. That the company does not have any Director who has been convicted by any court of law in Nigeria and any other country for criminal offences in relation to fraud or financial impropriety.
l. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, addressed to the IST indicating willingness to provide credit facility for the execution of the project when needed;
m. Verifiable documentary evidence of at least three (3) years similar jobs executed in the last five (5) years, including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the supply;
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner;
o. All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.) and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.
