INVITATION TO TENDER

Tenders are hereby invited from suitable qualified companies to the CONSTRUCTION OF THE FOLLOWING PROJECT.

1. CONSTRUCTION OF FEMALE HOSTEL AT SOUTHERN DELTA UNIVERSITY, OZORO
2, CONSTRUCTION OF MALE HOSTEL AT DENNIS OSADEBAY UNIVERSITY, ASABA

Tender application Form and Document are to be collected from the Director, Planning, Research and Statistics, Ministry of Higher Education, Prof. Chike Edozien Secretariat Complex Cluster E, Asaba, Delta State, upon payment of the prescribed fee as contained in 3 (v & vi) below:

1. Tenders must be accompanied by the following
i) Evidence of registration as a contractor with Delta State Government;
ii) Evidence of registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificate;
iv) Verifiable contract address of business office (s) premises, Utilities Bill etc,
v) Evidence of payment of Tender fee of N500,000.00 for the projects mentioned above.
vi) Evidence of payment of Processing Fee.
vii) Evidence of Professional/ Technical Qualification;
viii) Evidence of Financial Capability
ix) Evidence previous jobs successfully executed:
x) Evidence of DSIR card/Registration:
xi) Statutory Returns including Audited for last 3 years
xii) Evidence of equipment of relevant infrastructure to execute particular procurement
xiii) Evidence of sworn court affidavit on information by the company/Bidders is true and correct
xiv) Evidence of pension and NSITF

4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, planning, Research and Statistics of the Ministry of Higher Education for guidance.

5. All Tender document which should be in two copies each, together with the completed Bills of Engineering Measurement and Evaluation (BEME), should be put in a wax-sealed envelope addressed to:
The Secretary,
Ministerial Tenders Board,
Ministry of Higher Education, Asaba.

6. The project title should be clearly marked at the top left-hand corner of envelop and delivered to the above stated on or before Friday 6th of November, 2026. Tender will be opened on Tuesday 10th of November, 2026. At 11am in the Ministry of Higher Education, Asaba in the present of Bidders or their representatives.

7. Late bids after Friday 6th of November, 2026 at 12 a.m. will be rejected.
