INVITATION TO TENDER FOR THE ENGAGEMENT OF MECHANIC FOR THE REPAIR AND MAINTENANCE OF CCB FLEET (LOT 1) AND FACILITY MANAGER FOR PROPERTIES RECOVERED FROM PROCEEDS OF CRIME (LOT 2)
1. INTRODUCTION
1.1 The Code of Conduct Bureau, established under Section 153 of the 1999 Constitution (as amended), is mandated to maintain a high standard of morality in the conduct of Government business. In furtherance of its operations and its responsibilities under the Proceeds of Crime (Recovery and Management) Act, 2022, the Bureau hereby invites experienced and competent service providers to submit bids for the services below.
2. SCOPE OF SERVICES
Lot 1: Engagement of Mechanic for the Repair and Maintenance of CCB Fleet – routine servicing, diagnostics, mechanical/electrical repairs, body work, emergency breakdown response and genuine spare parts. Location / Duration: Abuja, FCT / Twelve (12) months
Lot 2: Engagement of Facility Manager for Management of Properties Recovered from Proceeds of Crime – inventory, maintenance, security, occupancy/revenue administration, foreign property coordination and reporting. Location / Duration: Nigeria and foreign jurisdictions / One (1) year, renewable
3. ELIGIBILITY REQUIREMENTS
A. Requirements for Both Lots
a. Certificate of Incorporation with CAC, including Forms CAC2 and CAC7;
b. Company Income Tax Clearance Certificate for the last three (3) years (2023, 2024 & 2025) valid till 31st December, 2026, with minimum average turnover as stated in 3B;
c. Current Pension Compliance Certificate valid till 31/12/2026;
d. Current ITF Compliance Certificate valid till 31/12/2026;
e. Current NSITF Compliance Certificate valid till 31/12/2026;
f. Registration on the National Database of Federal Contractors, Consultants and Service Providers: IRR expiring on 1/1/2027 or valid Certificate issued by BPP;
g. Sworn Affidavit disclosing whether any officer of CCB or BPP relevant committees is a Director, shareholder or has pecuniary interest in the bidder, and that all information is true;
h. Audited Accounts for the last three (3) years (2023, 2024 & 2025);
i. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the project when needed;
j. Company Profile with CVs and Academic/Professional qualifications of Key Staff;
k. Verifiable evidence of at least three (3) similar jobs (Letters of Award, Job Completion Certificates and Photographs);
l. Duly completed Tender-Securing Declaration;
m. For Joint Venture/Partnership, MoU (all eligibility requirements are compulsory for each JV partner);
n. Covering letter on Letterhead bearing RC No., address, GSM, e-mail and Directors’ names/nationalities, duly signed.
B. Additional Lot-Specific Requirements
Lot 1 – Mechanic
a) Minimum average annual turnover of N20,000,000.00 over the last three (3) years;
b) Access to credit/liquid assets of not less than N10,000,000.00;
c) At least three (3) fleet maintenance contracts in the last five (5) years, each of minimum value N5,000,000.00;
d) CVs/certificates of Lead Mechanic (ND, 5 yrs), Auto Electrician (3 yrs), Panel Beater (3 yrs) and Workshop Manager (5 yrs);
e) Functional workshop in Abuja or environs with list of equipment (lifts, OBD scanners, welding/body work tools) and proof of ownership/lease; secure parking for at least five (5) vehicles;
f) Three (3) client reference letters.
Lot 2 – Facility Manager
a. Minimum average annual turnover of N800,000,000.00 over the last three (3) years;
b. Access to credit/liquid assets of not less than N150,000,000.00;
c. Minimum four (4) years’ experience and three (3) similar multi-site property management contracts in the last seven (7) years;
d. Membership of a relevant professional body (e.g. NIESV/ESVARBON, IFMA);
e. CVs/licences of Senior Facility Manager (4 yrs post-qualification), Estate Surveyor & Valuer, Engineer(s), Legal, Finance, Security, ICT and Foreign Liaison officers;
f. Evidence of foreign property management capacity (affiliates/partnerships), professional indemnity insurance, Methodology/Work Plan and Beneficial Ownership Disclosure. Maximum of three (3) JV members.
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Office of the Head, Procurement Unit, 5th Floor, Phase I, Annex III, Federal Secretariat Complex, Maitama, Abuja, 9.00 a.m. – 3:00 p.m., Monday to Friday, on evidence of payment of a non-refundable fee of N10,000.00 per Lot into the Code of Conduct Bureau’s TSA/REMITA account in any commercial bank.
5. SUBMISSION OF TENDER DOCUMENTS
Bidders are to submit, for each Lot desired, one (1) original and two (2) copies each of the Technical and Financial Bids (with softcopy of the Financial Bid in MS Excel), in separate sealed envelopes marked “Technical Bid” or “Financial Bid”, both placed in a bigger sealed envelope addressed to The Chairman, Code of Conduct Bureau, Abuja, marked with the project name and Lot number (bidder’s name and address on the reverse), and dropped in the Tender Box at the Procurement Unit, 5th Floor, Phase I, Annex III, Federal Secretariat Complex, Maitama, Abuja not later than 12 NOON 9th November, 2026. Bid documents must be paginated.
6. OPENING OF BID
Technical Bids will be opened immediately after the deadline, at 12 NOON 9th November 2026, in the Conference Room, 5th Floor, Code of Conduct Bureau, Federal Secretariat Complex, Maitama, Abuja, in the presence of bidders or their representatives; Financial Bids will be kept unopened. Bidders must sign the Bid Submission Register in the Office of the Head, Procurement Unit, as CCB will not be liable for misplaced or wrongly submitted bids.
7. GENERAL INFORMATION
a. Bids must be in English, signed by an authorised official; late bids will be returned un-opened. Bidders may bid for one or both Lots (evaluated separately), all costs shall be borne by bidders;
b. Pre-qualified bidders will be contacted for financial bid opening, while bids of unsuccessful bidders will be returned un-opened;
c. The Code of Conduct Bureau is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
