TENDER NOTICE
CONTRACT TITLE: PROVISION OF PROFESSIONAL SECURITY GUARDS FOR EACH COOPI BASES; LOCATION – NIGERIA

COOPI – Cooperazione Internazionale, has received a grant from multiple donors for the implementation of different humanitarian and development activities, and intends to apply a portion of that grant to payments under this contract. No party other than COOPI – Cooperazione Internazionale shall derive any rights from the grant or have any claim to its proceeds. Under no circumstances or for no reason whatsoever will the donor entertain any request for indemnity or payment directly submitted by the humanitarian organisation’s contractors.

2. Program: This Tender Procedure will provide service under multiple programs in the Coopi Nigeria Mission.
3. Contracting authority: COOPI – Cooperazione Internazionale
4. Description of the contract:
This procedure aims to identify one or more suppliers to provide professional security guards for each COOPI base in Nigeria.

We kindly request to quote the cost for the provision of 1 Security Guard Services.

At present, COOPI works in Abuja, Makurdi, Kaduna, Katsina, Jos, Potiskum, Gashua and Damaturu.
Instructions for the tender procedure, including duration, deadlines, and any other relevant information on tender preparation and the contract(s) covered by this procedure, are provided in this tender dossier and specifically in the Instructions to Tender.

Please note: Costs incurred by the tenderer in preparing and submitting the tender proposals will not be reimbursed.

5. Exclusion Clauses:
The contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases:
a) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters,
b) They have been convicted of an offence concerning their professional conduct by a judgement that has the force of res judicata;
c) They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify;
d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
e) They have been the subject of a judgement that has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity;
f) Following another procurement procedure or grant award procedure, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations. Candidates or tenderers must certify by any relevant means that they are not in one of the situations listed above.

6. Period of execution: After signature of the contract, 1 year validity with possibility of renewal.

7. Selection and award criteria:
The tender commission will not necessarily choose on the basis of lowest price alone but will award the contract on the basis of value for money, price, quality, compliance with international norms, delay for delivery. The experience of the tenderer in the performance of similar contracts will be as well a criterion for selection.

The tender dossier will specify in detail how to properly apply for the tender. Supplier shall follow the dossier to ensure documents are presented properly, and do not risk exclusion.

Tenders will have to be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.

9. Deadline for submission of tenders
Deadline for submission of tenders: 28/07/2026 17:00 hr
Tender opening session: 29/07/2026 14:30 hr
Foreseen date for the signature of the contract: 03/08/2026

The deadline for submission of tenders must be combined with the public opening. Any tender received after this deadline will not be considered.
