In absolute compliance with the statutory provisions of the Public Procurement Act (PPA) 2007, the Nnamdi Azikiwe University, Awka, hereby issues this international procurement notice to competent, experienced, and legally verified local and international Contractors, Suppliers, and multi-disciplinary Professional Consortia/Firms.

Bidders are invited to submit competitive technical and financial bid profiles (or Expressions of Interest for Category D) for the delivery of the underlisted Tertiary Education Trust Fund (TETFund) Special, Zonal, Distressed, Annual, and Project Maintenance loops.

Suspended Floor).

3. STATUTORY ELIGIBILITY CRITERIA (MANDATORY NON-SCOREABLE REQUIREMENTS)

In accordance with Section 16(6) of the Public Procurement Act 2007, bidding corporate organizations must compile and present the following original, unexpired statutory compliance documents within their technical portfolios (or EOI envelopes for Lot 10 – 12):

1. Evidence of formal Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including certified true copies of update profiles (Form CAC 1.1 or Forms CAC 2 and CAC 7).
2. Evidence of Company’s Income Tax Clearance Certificate for the immediate past three consecutive financial years (2023, 2024, and 2025), with a minimum average annual turnover matching project limits, valid until 31st December 2026.
3. Evidence of current valid Pension Compliance Certificate (PENC0M) issued by the National Pension Commission, valid until 31st December 2026.
4. Evidence of current valid Industrial Training Fund (ITF) Compliance Certificate, valid until 31st December 2026.
5. Evidence of current valid Nigeria Social Insurance Trust Fund (NSITF) Compliance Clearance Certificate, valid until 31st December 2026.
6. Evidence of active operational registration on the National Database of Federal Contractors, Consultants, and Service Providers via the inclusion of a valid Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP) expiring 31/12/2026.
7. Mandatory Professional Extension for Lot 10 – 12 (Consultancy Services): Verifiable evidence of the consulting firm’s current, valid corporate registration and operational licenses issued by relevant professional regulatory councils, specifically: ARCON (Architects), COREN (Engineering), QSRBN (Quantity Surveying), and CORBON (Building).
8. A formal, unexpired Sworn Affidavit deposed before a Federal or State High Court confirming that: (a) the bidding corporate firm is not in bankruptcy status, under administration, or undergoing liquidating insolvency procedures; (b) none of the company’s core operating directors has ever been convicted by a court of law across any jurisdiction for actions involving financial fraud, economic crimes, or corporate misrepresentation; (c) no current administrative officer of Nnamdi Azikiwe University, Awka, the Tertiary Education Trust Fund, or the Bureau of Public Procurement holds any proprietary, shareholder, or conflict-of-interest position in the firm; (d) all documentation, certifications, references, and technical parameters contained in this submission are true, factual, and open to physical authentication.

CRITICAL DISQUALIFICATION THRESHOLD: The administrative evaluation criteria set out above are absolute and NON-SCOREABLE. Bidders are legally warned that any package lacking a single valid entry among the parameters (1) through (8) will receive an automatic disqualification stamp during technical opening, and its financial bid will be immediately set aside.

4. TECHNICAL CAPACITY, EXPERIENCE & FINANCIAL STANDING

– Detailed Company Profile showcasing corporate organizational structure, logistical capabilities, engineering/tech assets, and operational facilities.
– Curriculum Vitae (CV) of key technical and managerial personnel to be deployed to the project, including copies of their academic credentials and valid professional certifications (e.g., NSE, COREN, CPN, or equivalent relevant IT/procurement bodies).
– Verifiable documentary evidence of at least three (3) similar jobs of comparable scope, technical nature, and complexity executed within the last five (5) years (2021 to date). Submissions must include copies of official Letters of Award, Valuation Certificates, Job Completion Certificates, and clear photographic evidence of the completed projects/installations.
– Evidence of Company’s Audited Accounts for the last three (3) consecutive years (2023, 2024, 2025), prepared, stamped, and signed by a licensed chartered accounting firm recognized by ICAN or ANAN.
– The minimum average annual turnover indicated within the audited statements must be visible and commensurate with the financial scope of the applied lot.
– A formal Bank Reference Letter from a reputable commercial bank licensed by the Central Bank of Nigeria (CBN), confirming credit worthiness or an explicit willingness to provide a credit/overdraft facility in an amount sufficient to execute the contract successfully.

5. COLLECTION OF STANDARD BIDDING DOCUMENTS (LOTS 1 – 10)

Prospective tenderers interested in Lots 1 through 10 (Works and Goods Categories) can obtain the official Standard Bidding Documents (SBD) from the Directorate of Procurement, 2nd Floor, Administrative Block A, Nnamdi Azikiwe University, Awka campus. Documents are available for collection between 10:00 AM and 3:00 PM (West African Time), Monday through Friday, upon presentation of an official receipt showing payment of a non-refundable tender fee of 10,000.00 (Ten Thousand Naira only) per Lot. Payments must be executed through the Central Bank of Nigeria Remita Gateway generated explicitly in favor of “Nnamdi Azikiwe University — (RRR Code-025300100100) Awka”. Note: No tender fee is payable for the initial Expression of Interest phase under Lot 11 through 13.

6. SUBMISSION OF TENDER PACKETS & EOI PORTFOLIOS

For Lots 1 through 10 (Works & Goods Categories): Bidders must submit two (2) separate, securely bound hard copies of the Technical Bid and the Financial Bid, independently sealed in inner envelopes clearly marked “Technical Bid — Lot [Number]” and “Financial Bid — Lot [Number]”. Both inner envelopes must be consolidated within a heavy-duty outer envelope displaying the accurate project name, TETFund code reference, and Lot Number.

For Lot 11 through 13 (Consultancy Expression of Interest): Interested professional consulting configurations must submit two (2) bound duplicates of their complete Expression of Interest documentation packet inside a single sealed envelope clearly labeled “Expression of Interest (EOI) for Multi-Disciplinary Construction Project Consultancy — LOT [Number]”. The reverse face of all sub-envelopes and master envelopes must state the corporate name, physical headquarters address, and active mobile lines of the tenderer. Packages must be addressed to: The Vice-Chancellor, Attention: Director of Procurement, Nnamdi Azikiwe University, PMB 5025 Awka, Anambra State, Nigeria. All submissions must be manually registered and deposited in the designated Tender Box located at the Procurement Directorate before the deadline of 12:00 Noon on Monday, 10th August, 2026.

7. CLOSING TIMELINES AND PUBLIC TENDER OPENING

The solicitation window established by this publication will run for exactly Six (6) calendar weeks. The submission Tender Box will be locked at exactly 12:00 Noon on Monday, 10th August, 2026. The public opening sequence for Technical Tenders and EOI submissions will begin immediately following the closing mark at 12:00 Noon on Monday, 10th August, 2026, inside the University Council Chambers. Corporate executives, civil society monitors, procurement watchdogs, and professional regulatory bodies (ARCON, COREN, and QSRBN) are formally invited to witness the counting. Technical evaluation processes will begin after the public session closes.

8. ADMINISTRATIVE RULES & DISCLAIMERS

All procurement documents must be compiled in English and signed by a legally certified executive of the bidding organization. All margins of error or arithmetic corrections discovered during financial evaluation shall be handled strictly according to the provisions within the Standard Bidding Document. Bids delivered after the deadline of 12:00 Noon on Monday, 10th August, 2026 will be rejected instantly and returned unopened. Financial envelopes for bidders that fail to meet the mandatory technical evaluation scores will be returned unopened. The Tertiary Education Trust Fund (TETFund) must receive formal notification to monitor the opening process, with an acknowledgment copy archived in the procurement files. Nnamdi Azikiwe University is under no obligation to award any contract to the lowest financial bidder and reserves the right to cancel the process at any stage without incurring liabilities, under Section 28 of the PPA 2007.
