INVITATION TO TENDER
TENDERS ARE HEREBY INVITED FROM SUITABLY QUALIFIED COMPANIES TO EXECUTE THE CONSTRUCTION OF FEMALE STUDENT HOSTEL AT DENNIS OSADEBAY UNIVERSITY, ASABA, DELTA STATE

2. Tender application Forms and Documents are to be collected from the Director, Planning, Research and Statistics, Ministry of Higher Education, Prof. Chike Edozien Secretariat Complex, Cluster ‘E’, Asaba, Delta State, upon payment of the prescribed fee as contained in 3(v & vi) below:

3. Tenders must be accompanied by the following:
i) Evidence of Registration as a contractor with Delta State Government;
ii) Evidence of Registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificate;
iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc;
v) Evidence of payment of Tender fee of N500,000.00 for the projects mentioned above

vi) Evidence of payment of Processing Fee
vii) Evidence of Professional/Technical Qualifications;
viii) Evidence of financial capability;
ix) Evidence of previous jobs successfully executed;
x) Evidence of DSIR Card/Registration;
xi) Statutory Returns including Audited Accounts for last 3 years;
xii) Evidence of Equipment and relevant Infrastructure to execute particular procurement
xiii) Evidence of Sworn Court Affidavit on information by the Company/Bidders is true and correct

4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research and Statistics of the Ministry of Higher Education for guidance.

5. All Tender documents which should be in two copies each, together with the completed Bills of Engineering Measurement and Evaluation (BEME), should be put in a wax-sealed envelope addressed to:
The Secretary,
Ministerial Tenders Board,
Ministry of Higher Education, Asaba.

6. The project title should be clearly marked at the top left-hand corner of the envelop and delivered to the above stated on or before Thursday 24th September, 2026. Tender will be opened on Tuesday 29th September, 2026 at 11.00am in the Ministry of Higher Education, Asaba in the presence of Bidders or their representatives.

9. Late bides after Thursday, 24th September, 2026 at 12noon, will be rejected.
