The Federal Government of Nigeria has allocated public funds to the Nigeria Hydrological Services Agency, (NIHSA) in the year 2026 Appropriation for execution of its projects so that the mandate of the Agency can be achieved. Accordingly, and in compliance with the Public Procurement Act 2007, the Agency invites reputable Contractors, Suppliers and Consultants with relevant proven competence and experience to submit tenders/Express Interest for execution of the following projects:

3.0 ELIGIBILITY REQUIREMENTS

The general Public may wish to be guided that the Procurement Process of the Agency shall be fully governed by the Public Procurement Act (PPA),2007 and the Federal Government Executive Order on Transparency, Accountability and Support for Local Contents in Public Procurement. The following mandatory requirements/eligibility criteria are expected to be met by all bidders:
a. Evidence of Certificate of Incorporation issued by the corporate Affairs Commission (CAC), including Form CAC2 and CAC7 (Business Name is also acceptable in case of services);
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the partners in case of Business Name) for the last three (3) years 2023, 2024, 2025 valid till 31st December, 2026;
c. Evidence of Pension Compliance Certificate and valid till 31st December, 2026;
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate and valid until 31st December 2026;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate and valid till 31st December, 2026
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission an Interim Registration Report (IRR) and valid till 31st December, 2026 or any valid Certificate issued by the BPP.
g. Sworn Affidavit:
i. Disclosing whether or not any officer of the relevant committees of the Nigeria Hydrological Services Agency or Bureau of public Procurement is a former or present Director Shareholder or has any pecuniary interest in the bidder and to confirm that information presented in its bid are true and correct;
ii. That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter;
iii. That the Company is not in receivership, subject to any form of insolvency, bankruptcy legal proceedings or subject to any form of winding up petition or proceedings;
iv. That the Company does not have an existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last Four (4) months.
v. Company’s Audited Account for the last three (3) years – 2023, 2024& 2025duly acknowledged by professional accountant (chartered);
vi. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facilities for execution of the project if awarded;
vii. Company’s profile with the curriculum Vitae of key staff to be deployed for the project/assignment, including copies of their Relevant Academic/Professional qualifications for works or services.
viii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years which shall include Letters of Awards, Job Completion Certificates and photographs of the projects where applicable.
ix. The Company shall have evidence of Registration with Professional bodies or at least three (3) of its staff shall be a registered member of relevant professional body in the area of interest.
x. All submission shall be paginated
xi. All document for submission must be transmitted with a covering /Forwarding letter under the Company/ Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferable GSM No.), e – mail addresses, Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies/Consulting Firms are to collect the Standard Bidding Document (SBD) from the Procurement Division of the Agency with evidence of payment of a non-refundable fee of N10,000.00 per lot, to the remita account of the Nigeria Hydrological Services Agency using any reputable Commercial Bank in Nigeria.

1. INTRODUCTION
Upon the approval of the TETFUND in May, 2023, on the establishment of the Centre of Excellence in Digital Literacy and Emerging Technology at the Obafemi Awolowo University, Ile-Ife, and the commencement of the Programmes, using an existing Structure which is no longer adequate for the expanding scope of operations, the University is therefore desirous of undertaking the under listed project.

2. SCOPE OF WORK
Construction of an office Complex for the Director of the Centre, Centre Staff offices, a Board room, and two (2) Seminar rooms.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including CAC2 and CAC7.
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 &2025) valid till 31st December, 2026.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026.

– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years -2023, 2024& 2025;
i. Company profile and evidence of Technical Qualification of Key personnel including Registration with relevant Professional Bodies
j. Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
l. Lists of plants/ equipment with evidence of Ownership/Lease where applicable.
m. For Joint Ventures/Partnership, Memorandum of Understanding (MoU) should be provided while indicating the Lead Partner (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner)
n. Equipment Leasing Registration Certificate.

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RN) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferable WhatsApp No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director, Directorate of Procurement of the University between the hours of 8.30 a.m. and 4:00pm daily upon the presentation of the evidence of payment of a non-refundable tender fee of N10,000.00paid into the Obafemi Awolowo University’s Remita account in any reputable Commercial Bank in Nigeria.

x. Company’s Profile with personally endorsed Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, NITDA/CPN etc.;
xi. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects. Note: The Board will conduct physical verification of similar jobs;
xii. For LOT G8: SUPPLY AND INSTALLATION OF EXAMINATION DELIVERY SERVERS. Bidders must present evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria (CPN) and National Information Technology Development Agency (NITDA), in addition, bidders must also provide evidence of being an Original Equipment Manufacturer (OEM) or Letter of Authorisation as representative of the Original Equipment Manufacturers;
xiii. For Lots G1 (SUPPLY OF TONERS): Bidders must provide evidence of being an Original Equipment Manufacturer (OEM) or Letter of Authorisation as representative of the Original Equipment Manufacturers;
xiv. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
