REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF EXTERNAL AUDIT SERVICES

Applications are hereby invited from suitably qualified audit firms for the expression of interest for the provision of audit services for Federal University Gashua, Yobe State.

a. Scope of Work/Services
1. To carry out auditing work in accordance with guidelines in Nigerian Universities;
2. To provide full statutory auditing of the annual financial statement of the University;
3. To carry out the work in strict compliance with the acceptable accounting and auditing standards and in accordance with professional practice.

b. Pre-qualification requirements
1. Company profile and key personnel including their professional qualifications and experiences;
2. Evidence of Registration or Renewal of Registration with the Office of the Auditor General for the Federation;
3. Evidence of the registration with Corporate Affairs Commission (CAC);
4. Evidence of three (3) years tax clearance certificate;
5. Evidence of membership of accounting professional bodies;
6. Evidence of Registration with Bureau for Public Procurement;
7. Court Affidavit that none of the partners are bankrupt;
8. A license to practice Accountancy issued by Registered Chartered Accountancy body, ICAN/ANAN;
9. Evidence of Pension Remittance Certificate;
10. Evidence of Payment of Industrial Training Fund;
11. Availability to commence work;
12. Expected audit fee (negotiable) based on scale of fees issued by ICAN and ANAN;
13. List of similar work done with dates and places for the last three (3) years, such works should be verifiable.

c. Submission
All interested firms should forward their applications to the Registrar, Federal University Gashua, Yobe State not later than six (6) weeks from the date of this publication.

– Evidence of Registration with Yobe State Bureau on Public Procurement.

3. Bidding will be conducted through National Competitive Bidding procedures as specified in the Yobe State Bureau on Public Procurement’s Guidelines (Procurement of Goods, Works and related Services) and is open to all eligible bidders as defined in the Procurement Guidelines.

The Federal College of Agriculture Ishiagu, Ivo L.G.A., Ebonyi State as an institution under Federal Ministry of Agriculture and Food Security and the Agricultural Research Council of Nigeria desires to appoint a new accounting firm as an External Auditor.

TENURE:
The tenure of the External Auditor shall be one (1) year in the first instance renewable annually subject to satisfactory performance in accordance with Guidelines on the appointment of Auditor for Federal Government Parastatals. The tenure of the external Auditor shall not exceed five (5) continuous years.

QUALIFICATION:
Expression of interest is therefore invited from reputable accounting firms that wish to be considered as External Auditor to the Federal College of Agriculture, Ishiagu. Interested firms should submit applications with relevant documents about the organization, as specified below.

CRITERIA FOR APPOINTMENT AS EXTERNAL AUDITOR ARE:

ADVERTISEMENT FOR THE APPOINTMENT OF EXTERNAL AUDITORS

The FEDERAL UNIVERSITY OF PETROLEUM RESOURCES, EFFURUN (FUPRE) was established by an Act of the National Assembly and assented by Mr. President on the 17th of October, 2017. The University, being the first in Africa and the sixth in the World, was established to train middle and high-level skilled manpower in the Oil and Gas sector as well as conduct research to support the Country’s Oil and Gas Industry.

Following the expiration of the tenure of the University’s External Auditor, and in line with the Guidelines on the Appointment of Auditors for Federal Government Parastatals issued by the Office of the Auditor-General for the Federation, the Federal University of Petroleum Resources, Effurun, invites applications from suitably qualified and reputable Audit Firms for appointment as External Auditors of the University.

1. TENURE OF APPOINTMENT
The appointment shall be for an initial period of one (1) year, renewable annually subject to satisfactory performance. The maximum continuous tenure shall not exceed five (5) years.

2. MANDATORY PRE-QUALIFICATION REQUIREMENTS
Interested firms are required to submit the following documents:

A. Statutory & Regulatory Documents
1. Evidence of registration/renewal with the Office of the Auditor-General for the Federation (OAuGF) for 2026.
2. Evidence of registration with the Financial Reporting Council of Nigeria (FRCN).
3. Certificate of Incorporation with the Corporate Affairs Commission (CAC) and Forms CAC2 & CAC7.
4. Valid Practicing License for the Firm and key audit personnel.
5. Valid Tax Clearance Certificates for the last three (3) years i.e. 2023, 2024, 2025 and 2026.
6. VAT Registration Certificate and evidence of past VAT remittance.
7. Tax Identification Number (TIN).
8. Compliance Certificates for ITF, PENCOM and NSITF.
9. BPP Interim Registration Report (IRR) or valid Certificate on the National Database of Federal Contractors.
