3. ELIGIBILITY REQUIREMENTS

Interested contractors are expected to provide the following documents:

1. Evidence of business registration with the Corporate Affairs Commission (CAC).

2. Valid tax clearance certificate, where applicable.

3. Evidence of relevant experience in similar projects.

4. Company profile detailing technical capacity and available personnel.

5. Evidence of financial capability to execute the projects.

6. Any other relevant documents that may be required by the issuing authority.

4. SUBMISSION OF TENDERS

Interested and qualified contractors are invited to submit their tender documents in accordance with the applicable procurement requirements.

5. EVALUATION OF TENDERS

The issuing authority reserves the right to accept or reject any tender in accordance with the applicable procurement laws and procedures.

The Cross River State Government has received financing from the World Bank toward the cost of the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds for consulting services.

1. Objective of the Assignment
The overall objective is to provide comprehensive technical support for the Bansara Irrigation Scheme located in Cross River State. The primary responsibilities of the Consultant will comprise:
Phase I – Design Review: Reviewing, updating, and validating the existing detailed engineering designs, hydraulic modelling, structural calculations, technical specifications and cost estimates for the irrigation infrastructure (headworks, canal networks, drainage systems, and access roads and expansion of the scheme).
Phase II – Construction Supervision: Acting as the Engineer representative / Supervisor to oversee civil works, ensuring compliance with approved designs, technical specifications, safety standards, quality assurance, timeframes.

2. Requirements for Shortlisting
The State Project Implementation Unit (SPIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
* Core business as an engineering consulting firm with at least 10 years of general experience in water resources and irrigation infrastructure development.
* Proven track record of executing at least Two (2) similar assignments involving design and or construction supervision of medium-to-large scale gravity/pressurized irrigation schemes in sub-Saharan Africa or similar contexts within the last 8 years.
* Technical and organizational capability of the firm (provide structural overview, quality control certifications, and managerial structure).

  1. INTRODUCTION
    The Nigeria Revenue Service (NRS), is desirous of completing its Training School, at Ibadan, Oyo State, as provided in its 2026 approved budget. This aligns with the Services Facility Enhancement Program, geared towards providing a conducive learning environment for acquisition of requisite skills and development of efficient workforce that will lead to improved revenue collection for national development. To achieve the desired objective, the NRS is hereby inviting reputable and competent companies to submit prequalification documents for the “Completion of the Nigeria Revenue Service (NRS) Training School in Ibadan, Oyo State”, (Lots 1 & 2).
  2. SCOPE OF THE PROJECT
    The scope of work for the project involves the following:

  1. ELIGIBILITY REQUIREMENT
    Interested companies that wish to do business with the Service shall possess the criteria stated below. The following documents shall be submitted in support of your bid:
  2. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
  3. Evidence of current Company Income Tax Clearance Certificate for the last three (3) years, valid till 31 December 2026;
  4. Evidence of current Pensions Compliance Certificate valid till 31 December 2026;
  5. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2026;
  6. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December 2026;
  7. Evidence of current registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31 December 2026 or valid Certificate issued by BPP;
  8. Sworn affidavit stating:
    – Whether or not any officer of the Nigeria Revenue Service (NRS) or Bureau of Public Procurement is a former or present Director, shareholder, or has any pecuniary interest in the bidder; none of the Directors has been convicted in any country for any criminal offence relating to fraud or financial impropriety, and to confirm that all information presented in its bid is true and correct in all particulars;
    – A sworn affidavit that the company is not in receivership or financially/legally encumbered; and
    – A sworn affidavit that the company is not a replacement for a hitherto tax-defaulting company.
  9. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five (5) years, including Letters of Award, Contract Agreements, Valuation Certificates, Job Completion Certificates and Photographs of the Projects.
  10. Designated Project Manager with not less than 5 years professional experience (attach CV, academic/professional qualifications – COREN/ARCON and PMP);
  11. Company’s profile with the CVs, academic/professional qualifications of Key Project Team Members to be deployed for the project (i.e. ARCON, QRSBN, CORBON, COREN – Electrical, Mechanical, Civil/Structure – (at least one (1) each) with not less than five (5) years cognate experience.
  12. Verifiable evidence of ownership of relevant plants and equipment/lease agreement.
  13. Company’s audited accounts for the last three (3) years – 2023, 2024 and 2025, evidencing average turnover of not less than N50 million as reflected in the Tax Clearance Certificate (TCC);
  14. Evidence of financial capability to execute the project by submission of a reference letter from a reputable commercial bank indicating willingness to provide credit facility, for the execution of the project when needed;
  15. Health, Safety and Environmental (HSE) Policy and Quality Assurance and Control Policy;
  16. For Joint Venture/Partnership, a Memorandum of Understanding (MOU) should be provided (All eligibility criteria are compulsory for each JV partner); and
  17. All documents for submission must be transmitted with a covering/forwarding letter under the company’s letterhead paper bearing amongst others, the Registration number (RC) as issued by Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and e-mail address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page duly signed by the authorised officer of the firm.
  18. NOT ELIGIBLE
    All contractors who have defaulted on previous contract(s) awarded to them by the Nigeria Revenue Service (NRS).
  19. SUBMISSION OF PREQUALIFICATION DOCUMENT
    Prospective and interested companies are to submit prequalification documents in one (1) hard copy and soft copy each, enclosed in a sealed envelope and clearly marked on the top left corner of the envelope as “Prequalification for the Completion of NRS Training School in Ibadan, Oyo State (stating the Project Name and Lot Number)” and addressed to the undersigned. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder. The marked sealed envelope should be registered in the Office of the Director Procurement and dropped in the designated Tender Box at the location stated below not later than 12:00 noon on 2 November 2026 (during working hours of 9:00 am to 4:00 pm daily except on weekends and public holidays). Please note that the Service (NRS) will not be held liable for misplaced or wrongly submitted bids. Any document submitted after this deadline of 12:00 noon on 2 November 2026 shall be rejected.

3.0: ELIGIBILITY REQUIREMENTS.
Interested and competent service providers/Consultants wishing to carry out any of the projects listed are required to submit the following documents in their Technical Bids/EOI. Failure to fulfil any of the under listed requirements will render the bid disqualified.
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC 7. Business Name with Form BN1 is also acceptable for Consultancy services.
ii. Evidence of Company’s Income Tax Clearance certificate (or Personal Income Tax Clearance of all the Partners in case of business name) for the last three (3) years (2023, 2024 and 2025) valid till 31st December, 2025 with minimum average annual returns of N50 Million for works, N30 Million for goods and services.
iii. Evidence of Pension Clearance Certificate valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above)
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50 Million and above).
v. Evidence of Nigerian Social Insurance Trust Fund (NSITF) Clearance Compliance Certificate valid till 31st December 2026.
vi. Evidence of Registration with the National Database of Federal Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 30/12/2026 or valid Certificate issued by Bureau of Public Procurement.
vii. Sworn affidavit:
– Disclosing whether or not any officer of the relevant committees of Federal College of Fisheries and Marine Technology or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any country for criminal offence or falsification of facts relating to any matter;
– that the company is not in any receivership, the subject of any form of insolvency or bankruptcy proceedings or subject of any form winding up petition or proceedings;
– that the Company does not have existing or financial liability with a bank, or other financial liability with a bank, or other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has outstanding for the last four (4) months;
viii. Company Audited Statement of Accounts for the last three (3) years (2023, 2024 and 2025) duly acknowledged by Federal Inland Revenue Service (FIRS)
ix. Reference letter from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
x. Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their academic/professional qualifications (COREN, QSRBN, ARCON, CORBON etc.)
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the less five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
xii. Work: List of Plants/Equipment with proof of ownership/Lease.
xiii. For Supply of Equipment: Letter of Authorisation as representatives of the Original Equipment Manufacturers (OEMs)
xiv. Electricity jobs: Evidence of current License issued by Nigeria Electricity Management Services Agencies (NEMSA)
xv. For Services: Evidence of firm’s registration with relevant professional body (ies) such as Centre for Management Development for Training.
