INVITATION TO TENDER

This is to notify the general public that Ibadan North East Local Government, Iwo Road, Ibadan, Oyo State intends to embark on the bridge/road project indicated below:

CONSTRUCTION OF THE CAVED-IN BRIDGE, RETAINING WALL, CHANNELIZATION, LINE DRAINS, DREDGING OF THE UP AND DOWN STREAM, BACKFILLING AND ASPHALTIC PAVEMENT OF ODE-AJE-AGUGU ROAD IN IBADAN NORTH EAST LOCAL GOVERNMENT. (LENGTH: 1.1KM, AV. WIDTH: 8M)

2. Tenders are hereby invited from reputable and competent contractors for the said project.

3. The following documents and/or their photocopies must be attached to the tender.
(a) Evidence of registration of business with the Corporate Affairs Commission (CAC).
(b) Evidence of registration with the Local Government as contractor.
(c) Tenderer (Company) Comprehensive Profile.
(d) Evidence of execution of similar projects.
(e) Evidence of the payments of Three years Tax.
(f) Evidence of payment of non-refundable Tender Fees of Five Hundred Thousand Naira (N500,000.00) only to the coffers of the Local Government.
(g) Evidence of financial capability to handle the project without hitch (Bank Guarantee).

4. Qualified Tenderer shall be contacted by the Local Government and the Local Government shall be obliged to offer any explanation for rejecting the tender.

5. All tenderers are to meet the Director of Works of Ibadan North East Local Government during office hours within the period of this tender notice for the specification of the project.

6. Tender of Ten (10) copies each in sealed envelopes should be forwarded to the Chairman, Ibadan North East Local Government, Iwo Road NOT LATER THAN ONE (1) WEEK FROM THE DATE OF THIS PUBLICATION.

Please note that the opening of all tender bids will take place on Thursday 29th October 2026, the same day by 12 noon at Ibadan North East Local Government Secretariat, Iwo Road, Ibadan, the Tender Board is not under any obligation to accept the lowest bid and late tender will not be attended to.

INVITATION TO TENDER

1. Tenders are hereby invited from suitably qualified companies to execute the projects stated below:

A. MINISTRY OF WORKS (HIGHWAYS AND URBAN ROADS)
i. Maintenance of the Failed Sections and Asphalt Overlay of Afiesere/Oveto/Uduophori Road (Section I), Ughelli, Ughelli North Local Government Area.
ii. Maintenance of the Failed Sections and Asphalt Overlay of Afiesere/Oveto/Uduophori Roads (Section II), Ughelli, Ughelli North Local Government Area.

2. Tender Application Forms and Documents are to be collected from the Office of the Secretary, State Tenders Board, Deputy Governor’s Office, Asaba, upon non-refundable payments of the prescribed fee as contained in 3(v) and 3(xv).

3. Tenders must be accompanied by the following:
i) Evidence of Registration as a contractor with Delta State Government;
ii) Evidence of Registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificates, including pension and NSITF for Limited Liability Companies;
iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc;
v) Evidence of payment of Tender fee of N1,000,000.00 for the projects;
vi) Evidence of Professional/Technical Qualifications;
vii) Evidence of financial capability;
viii) Evidence of previous jobs successfully executed;
ix) Evidence of DSIR Card;
x) Company Status Report;
xi) Evidence of Sworn Court Affidavit that all information provided by the Company/Bidder is true and correct;
xii) Evidence of Registration with the DSCHC
xiii) Memorandum/Articles of Association;
xiv) Statutory Returns including Audited Accounts for last 3 years; and
xv) Evidence of payment of N500,000.00 for the projects, in Bank Draft in favour of State Tenders Board, Asaba for processing of the tender documents.

4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research & Statistics of the Ministry of Works (Highways and Urban Roads) for guidance.

PROCUREMENT OF CERTIFIED SEEDS SUPPORT FOR FARMERS UNDER THE WET SEASON FARMING IN SELECTED LGAS OF KANO STATE

1. The “Federal Government of Nigeria” has received financing from the International Fund for Agricultural Development (IFAD), the financing of which is being administered by Kano State Programme Implementation Unit, SAPZ (“the client” or “procuring entity”), and intends to apply a part of the proceeds of the financing to this procurement. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Kano State Special Agro Industrial Processing Zones Programme.

2. The Special Agro Industrial Processing Zones Programme includes an agricultural enterprise development project. The overall goal of SAPZ is to realize a transformed rural economy in which the rural population can derive prosperity and equal benefits. The project development objective is to enhance income, food security and job creation for rural youth and women through Agric enterprise development on a sustainable basis in the Kano State of Nigeria.

3. This invitation for bids (IFB) follows the general procurement notice that appeared in Blueprint and Daily Trust newspapers on 4th March, 2026, on the IFAD website and on UNDB on 4th March, 2026.

4. The purchaser now invites sealed bids from eligible entities (bidders) for Provision of farm inputs for wet season(Certified seeds, NPK, Agrochemicals, Urea) to improve farmers yield for FOs in Kano State. The expected duration for the contract is within one month. The contract is based on Matching Grant ratio of 70% beneficiary contribution for men and 30% beneficiary contribution for women. The beneficiaries shall redeem the inputs at designated centers at the respective Local Government Areas. More details on these goods and related services are provided in the schedule of requirements in this bidding document.
