INVITATION FOR EXPRESSION OF INTEREST

1.0 INTRODUCTION
The National Automotive Design and Development Council (NADDC) in compliance with the requirement of the Public Procurement Act of 2007, wishes to invites interested, competent and reputable Consultants with relevant experiences, requisite expertise and good track record for expression of interest on the projects listed below:

3.0 ELIGIBILITY REQUIREMENT
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
iii. Evidence of Current Pension Compliance Certificate valid till 31st December, 2026;
iv. Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
v. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Automotive Design and Development Council or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Accounts for the last three (3) years – (2023, 2024, 2025);
ix. Evidence of Certificate issued by Centre for Management Development (CMD) for all training Consultancies Services;
x. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed, including the maximum amount of credit facility the bank is willing to grant;
xi. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xiii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner); and
xiv. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.0 SUBMISSION OF EOIs
Interested Consultants/Service providers are to submit the Expression of Interest (EOI) for each of the Lot desired, in both (hard and soft copy) two (2) hard copies each (one original & two copy). The EOI should be addressed to

not later than 12.00noon on Monday, 13th July, 2026.

5.0 BID OPENING
The EOIs shall be publicly opened immediately after the deadline for submission at 12.00noon on Monday, 13th July, 2026 at the Council’s Conference Room, Gudu District, Abuja, in the presence of bidders or their representatives, Non-Governmental Organization, relevant Professional Association and any interested member of the public.

6.0 GENERAL INFORMATION
(i) Non-Governmental Organization, relevant Professional Association and the general public are hereby invited to witness the opening;
(ii) This announcement is published for information purposes only and does not constitute an offer by the Council to transact with any party for the projects nor does it constitute a commitment or obligation on the part of the Council to procure;
(iii) The Council reserves the right to reject any EOI document(s);
(iv) No Consultant is allowed to bid for more than 1 Lots; any bidder who exceeds 1 Lots will be disqualified automatically;
(v) The Council reserves the right to cancel the procurement at any stage without incurring any liability in line with Section 28 (b) of the Public Procurement Act, 2007; and
(vi) Deviation from any requirement above, shall be treated as major deviation.

7.0 SPECIFIC REQUIREMENT FOR LOT I-III
Interested companies for lot i-iii must meet the minimum requirements of
i. Proven Industry Experience
Minimum of fifteen (15) years of demonstrated experience in media production, including television production, documentary filmmaking, corporate communications, and strategic content development.
