Important Notice to Bidders
1. Issuance of this RFP does not commit the RISE Project to award a contract or reimburse proposal-preparation costs.
2. No bidder shall offer gifts, payments, hospitality, employment or any other benefit to RISE project personnel, project partners or persons involved in this procurement.
3. Requests for clarification must be submitted only through the contact and channel stated in the RFP Data Sheet. Material clarifications and amendments will be shared equally with prospective bidders.
4. Bidders are responsible for reviewing the complete RFP, all schedules and any addenda issued before the submission deadline.
5. Bidders will be invited to participate in one-on-one meetings with the project beneficiaries, including SHF cooperatives and MSMEs, to facilitate demand and supply matching. The schedule for these meetings in Kano, Kaduna, and Bauchi will be communicated on 6 October 2026.
6. This is an open competitive solicitation. Participation is available to all eligible firms that meet the requirements stated in this RFP.

1. Invitation to Submit Proposals
Mennonite Economic Development Associates (M EDA), through the RISE Project, invites sealed technical and financial proposals from qualified firms for the supply, delivery, installation, commissioning, training, warranty and after-sales support of agricultural and agro-processing technologies under the RISE Smart Incentive Mechanism. The procurement is structured into six lots to reflect distinct technology categories, supplier capabilities and service requirements.
Bidders may submit proposals for one or more lots. Each lot will be evaluated separately. Awards may be made by lot, or by a combination of lots, or through multiple suppliers where this provides the best technical, commercial and implementation outcome for the project.
2. Background and Procurement Objective
The Resilient and Inclusive Agrifood Systems Empowering Women and Youth in Nigeria (RISE) Project is implemented by MEDA, with funding from Global Affairs Canada, in partnership with six Nigerian implementing organizations: Sahel Consulting Agriculture & Nutrition Limited; Development Exchange Centre (DEC); Women in Business Forum APEX Multipurpose Cooperative Society Limited (WIBFO); Federation of Muslim Women’s Associations in Nigeria (FOMWAN); Edemson Africa Consulting Limited; and Emerald Capital Management and Consults Limited. Together, the consortium seeks to strengthen sustainable, inclusive and resilient agri-food systems for smallholder farmers and agribusinesses, particularly women and youth, in Bauchi, Kaduna and Kano States. RISE focuses on the rice, maize, soybean and groundnut value chains and supports improved access to climate-smart technologies, productive assets, business development services, finance and market opportunities. Through its Smart Incentive mechanisms, the project of promotes co-investment in technologies and equipment that improve productivity, reduce post-harvest losses, strengthen value addition, enhance climate resilience and expand economic opportunities for participating cooperatives and agri-MSMEs.
The objective of this RFP is to establish competitively selected supplier arrangements for prioritized technologies identified through the RISE Technology Pack, cooperative demand aggregation and approved or under-review MSME investment requirements. The procurement will support reliable equipment access, appropriate installation, beneficiary training, spare-parts availability and sustainable after-sales service.
3. Scope of Supply and Related Services
– Manufacture or source equipment that fully meets the minimum technical specifications.
– Deliver equipment to beneficiary sites designated by RISE in the three target states.
– Undertake site verification and system sizing where required, particularly for solar, irrigation and integrated processing systems.
– Install, test and commission all equipment requiring assembly, wiring, calibration or integration.
– Train nominated beneficiary operators on safe use, routine maintenance, basic troubleshooting and record keeping.
– Provide user manuals, warranty certificates, service schedules and spare-parts information.
– Provide responsive after-sales service during the warranty period and state the support arrangement after warranty.
– Replace defective or non-conforming items at no additional cost to RISE or the beneficiary.

Lot 5: Storage, Handling and Quality-Control Equipment
Lot 6: Specialized MSME Processing, Energy and Logistics Equipment
5. Bidder Eligibility and Minimum Qualification
– Legal registration and authority to conduct business in Nigeria.
– Evidence of relevant experience supplying comparable equipment or systems.
– Manufacturer authorization where the bidder is not the original equipment manufacturer.
– Evidence of qualified technical personnel for installation, commissioning and maintenance.
– Demonstrated after-sales service and spare-parts arrangements.
– Tax and statutory compliance documents required by applicable law and MEDA procurement procedures.
– References for at least three comparable contracts, where available.
– Disclosure of any actual or potential conflict of interest.
6. Proposal Submission Requirements
6.1 Technical Proposal
– Company profile and legal documentation.
– Lots(s) and item(s) quoted.
– Detailed technical datasheets, model numbers, country of origin and manufacturer information.
– Statement of compliance against every minimum specification.
– Delivery, installation, commissioning and training methodology.
– Warranty, preventive maintenance, spare-parts and after-sales service plan.
– Implementation schedule and delivery lead time by lot.
– Past-performance references and evidence of similar installations.
– Environmental, health, safety and safeguarding approach relevant to the proposed equipment and field installation.
6.2 Financial Proposal
– Completed BoQ and price schedules for each lot quoted.
– Prices in NGN, showing taxes separately.
– Separate identification of equipment, accessories, delivery, installation, commissioning, training and any recurrent costs.
– Offer validity and payment terms.
– Any optional items or recommended spare-parts package shown separately and not mixed with the mandatory price.
7. Evaluation and Award Methodology
Proposals will first be reviewed for administrative responsiveness and minimum eligibility. Responsive technical proposals will then be evaluated against the criteria below. Financial proposals will be assessed for arithmetic accuracy, completeness, reasonableness, and total value. RISE may conduct reference checks, physical verification, technical demonstrations or clarification meetings before award.
