B. MINISTRY OF WORKS (RURAL AND RIVERINE ROADS)
i. Construction of Internal Roads in Oporoza, Warri South-West Local Government Area.
ii. Reconstruction of Ewu/Oviri/Olomu Road, Ughelli South Local Government Area.
C. MINISTRY OF WORKS (HIGHWAYS AND URBAN ROADS)
i. Rehabilitation and Asphalt Overlay of Edjekota/Ewu/Orere Road, Ughelli South Local Government Area.
2. Tender Application Forms and Documents are to be collected from the Office of the Secretary, State Tenders Board, Deputy Governor’s Office, Asaba, upon non-refundable payments of the prescribed fee as contained in 3(v) and 3(xiii).
3. Tenders must be accompanied by the following:
i) Evidence of Registration as a contractor with Delta State Government;
ii) Evidence of Registration with the Corporate Affairs Commission;
iii) Evidence of Valid Tax Clearance Certificate;
iv) Verifiable contact address of Business Office(s) premises, Utilities Bill etc;
v) Evidence of payment of Tender fee of N500,000.00 for project A(i); N1,000,000.00 for project B(i); and N1,500,000.00 for projects B(ii) & C(i);
vi) Evidence of Professional/Technical Qualifications;
vii) Evidence of financial capability;
viii) Evidence of previous jobs successfully executed;
ix) Evidence of DSIR Card;
x) Company Status Report;
xi) Evidence of Sworn Court Affidavit that all information provided by the Company/Bidder is true and correct;
xii) Evidence of Registration with the DSCHC

xiv) Statutory Returns including Audited Accounts for last 3 years; and

1. PROVISION OF TRAVEL MANAGEMENT SERVICES (DOMESTIC AND INTERNATIONAL AIR TRAVEL)
2. PROVISION OF COURIER AND HAULAGE SERVICES
(a) BACKGROUND
Achieving Health Nigeria Initiative (AHNi) is one of Nigeria’s leading national non-governmental organizations committed to promoting a healthy and safe society where everyone can thrive. Our mission is to improve the quality of life of all people, particularly vulnerable populations, through inclusive, community-led health and development programmes.
To support the effective implementation of its programmes and operations, AHNi hereby invites suitably qualified and experienced Travel Management Service Companies and Courier & Haulage Service Providers to submit separate technical and financial proposals for the provision of these services under Service Level Agreements (SLAs).
(b) SCOPE OF WORK:

(c) ELIGIBILITY:
* Company profile; Certificate of Incorporation and Corporate Affairs Commission (CAC) documents; Form CO2, Form CO7. Status Report or Registration of Business Name documents, Tax Clearance Certificate (2024 or later); approved Audited Financial Report (2024 or later); and a Bank Reference Letter addressed to the AHNi Procurement Committee.
* A minimum of five (5) years of demonstrable experience in providing Travel Management Services or Courier and Haulage Services, preferably to donor-funded projects, multilateral agencies, or other reputable corporate organizations.
* For Courier and Haulage Services: provide evidence of a valid Goods-in-Transit Insurance Policy issued by a licensed insurance company, covering loss of or damage to goods while in transit.
* For Travel Management Services: provide a valid accreditation by IATA and NANTA.
* Provide at least five (5) client references contact details from reputable organizations preferable in development sector for which you have provided similar Travel Management Services or Courier and Haulage Services, either currently or within the past three (3) years.
FEDERAL MINISTRY OF WATER RESOURCES & SANITATION
URBAN WATER SECTOR REFORM & PORT HARCOURT WATER SUPPLY AND SANITATION PROJECT
REQUEST FOR EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF INDIVIDUAL CONSULTANT FOR THE PREPARATION OF PROJECT COMPLETION REPORT (PCR)

The Federal Project Implementation Unit (FPIU) of the Federal Ministry of Water Resources & Sanitation (FMWR&S) is in the process of recruiting an Individual Consultant for the preparation of Project Completion Report (PCR) for the above mentioned project.
The scope of the services will include but not limited to:
* Review of project documents including Project Appraisal Report, Financing Agreements, Quarterly Progress Reports, Supervision Reports and Aide-Memoires;
* Conduct field visits to project sites in Port Harcourt and Obio/Akpor LGAs, Rivers State to verify outputs and assess project impact;
* Hold consultations with all project stakeholders including FPIU, PHWC/SPIU, Federal and State MDAs, LGAs, Contractors, NGOs/CSOs, Beneficiaries and AfDB;
* Assess project performance against the Project Development Objectives using OECD-DAC criteria: Relevance, Effectiveness, Efficiency, Impact, Sustainability and Environmental & Social Compliance;
* Assess project implementation arrangements, financial management, procurement, disbursement, monitoring and evaluation;
* Identify challenges, lessons learned, best practices and recommendations for future programming;
* Prepare and submit Inception Report, Draft Project Completion Report and Final Project Completion Report in accordance with AfDB standard template;
* Prepare Project Implementation Progress Report (IPR) and a 2-page summary of project achievements;
* Compile an inventory of comments received during review and show how they were addressed in the Final PCR.
Qualification
The minimum qualifications and experience of the Consultant are:
i. Minimum Master’s degree in Civil Engineering/Water Resources Engineering, Environmental & Social Management, Project Management, Monitoring & Evaluation or related field. Registration with relevant professional body is an advantage;
ii. At least 8 years general experience in the water and sanitation sector;
iii. At least 5 years of demonstrated experience working with Multilateral Development Institutions, with at least 1 completed assignment of similar nature – Project Completion Report for AfDB/World Bank-funded project;
iv. Verifiable experience in design and management of at least 2 urban water supply and sanitation projects in the public sector in Nigeria;
v. Experience in preparation and/or management of ESIA, ESMP, RAP for projects financed by AfDB or other DFIs;
vi. Ability to work independently, excellent report writing skills, English fluency required, and proficiency in MS Office.
Assumption of Duties and Duration of Contract
The successful applicant may be expected to assume duties on September, 2026 or earlier.
The duration of the work is estimated for four (4) weeks from the date of signing the contract agreement.
