WATERAID NIGERIA-REQUEST FOR PROPOSAL: ENGAGEMENT OF A CREATIVE AGENCY FOR THE DESIGN AND DEVELOPMENT OF HUMAN-CENTERED HYGIENE BEHAVIOUR CHANGE INTERVENTION PACKAGES UNDER THE EMPOWERHER PROJECT IN BAUCHI STATE
ENGAGEMENT OF A CREATIVE AGENCY FOR THE DESIGN AND DEVELOPMENT OF HUMAN-CENTERED HYGIENE BEHAVIOUR CHANGE INTERVENTION PACKAGES UNDER THE EMPOWERHER PROJECT IN BAUCHI STATE
WATERAID NIGERIA is seeking a qualified consulting firm and/or group of consultants with demonstrated expertise and capacity to deliver high-quality, context-appropriate hygiene behaviour change solutions. The firm or team must meet the following requirements:
- Demonstrated expertise in behavioral sciences and hygiene behaviour change, with practical understanding of how behaviour is influenced by social norms, gender dynamics, emotional drivers, and environmental cues within the Nigerian context.
- Proven experience in designing or implementing gender transformative hygiene behaviour change strategies, SBCC approaches, or similar interventions in WASH, health – MHH & SRHR, education, or community development sectors.
- Strong analytical skills in both qualitative and quantitative research, including the ability to interpret formative research findings and translate insights into actionable programme design.
- Evidence of successfully designing, developing, and/or implementing innovative and attractive behaviour change intervention packages, including session plans, manuals, visual materials, tools, cues, nudges, and participatory activities.
- Sound knowledge of the Nigerian WASH, public health, and education landscape, including familiarity with state-level structures, community systems, and culturally relevant behaviour change platforms.
- Experience facilitating behaviour change sessions, capacity-building workshops, and training for diverse audiences, including community groups, teachers, and health workers.
- Excellent writing, presentation, and communication skills, with the ability to produce clear, well-structured, and user-friendly materials for frontline facilitators.
- Strong interpersonal and collaboration skills, with demonstrated ability to work effectively with government agencies, communities, NGOs, and multi-disciplinary technical teams.
- Capacity to develop gender-responsive, disability-inclusive, and socially sensitive content, ensuring alignment with safeguarding, GESI, and do-no-harm principles.
Submission of Application
Potential consulting firms or groups of consultants are required to submit the following:
- Technical Proposal
A detailed technical proposal that includes:
- Demonstrated understanding of the assignment
- Reflection on the Terms of Reference (ToR)
- Proposed methodology and approaches
- Workplan and projected schedule
- Company profile (if applicable)
- Composition of the proposed team, including CVs of key personnel
- Evidence of previous similar assignments (portfolio and client references)
- Organisational profile and relevant experience
- Quality assurance mechanisms and risk mitigation approach
- Financial Proposal
A separate financial proposal that includes:
- Detailed cost breakdown covering all expenses required to complete the assignment
- Mandatory Statutory and Corporate Documentation
The applicant must attach copies of the following, as applicable:
- Certificate of incorporation (CAC)
- Provision of the new Tax Identification Number as provided by NRS.
- Current Tax Clearance Certificate.
