1004 ESTATE 30 HP BOREHOLE DRILLING PROJECT: SOLICITATION OF INTEREST (SOI)

A. INTRODUCTION
1004 Homeowners and Residents Association (1004 HORA) is an Association of homeowners and residents of 1004 Estate, Victoria Island, Lagos and is responsible for the facilities management and provision of relevant services for the smooth running of the estate. The need for the drilling of a 30 HP borehole in the Estate has been identified and 1004 HORA plans to engage the services of a competent and qualified Contractor for the project.

This advertisement is to invite prospective bidders to indicate an interest in bidding for the project.

B. BRIEF SCOPE OF WORK
Drilling and installation of a 30HP borehole in accordance with industry standards and in compliance with safety standards. Details will be provided to shortlisted bidders in the tender documents to be issued.

C. INSTRUCTIONS
C1. Interested Bidders are required to read and understand the content of this SOI.
C2. A 2-stage, technical and commercial bid process shall follow this solicitation of interest exercise, involving shortlisted bidders. Subsequently, only bidders who meet the requirements of technical qualification shall be invited to submit commercial bids.
C3. Prospective bidders are to respond to all the questions in sections D and E in the order they have been listed. Every question is required to be answered separately and individually. It is required that each question is typed and the relevant answer to the specific question is provided for ease of reference and assessment. Lack of response will be treated as prospective bidder not having met the requirement.
C4. The sole purpose of this Solicitation of Interest exercise is to shortlist prospective bidders for the 1004 Estate 30HP Borehole Drilling Project. Responses to this solicitation of interest, in no way obligates 1004 HORA to enter a contract with any respondents and / or pay any costs incurred by any respondents, regardless of whether such costs incurred are directly or indirectly attributable to this solicitation of interest.

D2. Current CAC Status Report
D3. Lagos State Water Regulatory Commission (LASWARCO) Borehole Driller’s Licence

E. OTHER REQUIREMENTS
Please provide the following information:
E1. Company Profile
E2. Registered corporate name; address; full contact details (phone, email) and names of relevant contact persons; website (where applicable)
E3. Operating office address for the purpose of the project. This is in the case where the company operates from many offices.
E4. Evidence of qualifications of the key staff of the company
E5. Banker’s information (Name, address and contact person’s information)
E6. Proof of experience (previous projects completed): complete the following table. You can list up to 10 projects.

F. SUBMISSION INSTRUCTIONS
F1. Responses should be submitted in three formats: one copy each in hardcopy, soft editable copy and soft pdf copy. The soft copies (editable and pdf) should be stored on a flash drive.
F2. All the three items in F1 should be included inside an envelope and sealed, with the respondent’s signature across the seal.
F3. The sealed envelope should be submitted by courier or in person no later than 3pm. on Monday, 6th July 2026, to:

Respondents should obtain evidence of submission of interest showing date and time from the 1004 HORA Secretariat on submission of their response. Documents that do not conform to the submission instructions may not be accepted.
