INVITATION TO TENDER FOR THE YEAR 2025 TETFUND ZONAL INTERVENTION PROJECT
1. INTRODUCTION
The Rev. Fr. Moses Orshio Adasu University, Makurdi, Benue State “(formerly Benue State University, Makurdi)” wishes to undertake the Procurement of Goods in the implementation of its YEAR 2025 TETFUND ZONAL INTERVENTION PROJECTS in the University. In compliance with the Public Procurement Act 2007 and other extant government regulations, the University hereby invites interested, competent and reputable Suppliers with relevant experience and good track records of prompt delivery of similar projects to participate in the execution of the project below:

DESCRIPTION
Supply, Installation, Testing and Commissioning of Equipment for CBT Centre at the Rev. Fr. Moses Orshio Adasu University, Makurdi
3. ELIGIBILITY/CRITERIA
Interested Firms are required to submit the following documents:
a. Evidence of Incorporation/Registration of Company with the Corporate Affairs Commission (CAC) as a Limited Liability Company;
b. Evidence of Company Tax Clearance Certificate for the last three (3) years and valid till 31st December, 2026; with minimum average annual turnover of not less than N85million.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above);
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31st December, 2026 or valid Certificate issued by BPP;
g. Company’s Audited Account for the last three (3) years (2023, 2024, 2025); certified by Chartered Accountant/Auditor and duly acknowledged by the Federal Inland Revenue (FIRS)
h. Comprehensive Company Profile indicating Organizational Structure with the Curriculum Vitae for key staff to be deployed for the project, including Copies of their Academic, Professional qualifications such as CPN, NITDA and resumes of key Managerial and Technical Staff (with Professional Certifications) with addresses; phone numbers and e-mail Addresses;
i. Verifiable Evidence of at least three (3) similar jobs in the last five (5) years with attached copies of Letters of Award, Valuation Certificates, Certificate of Completion and photographs;
j. Tender validity period of your bid should be clearly stated in the Bid covering/forwarding letter and in any case should not be less than One Hundred and Twenty (120) days;
k. Evidence of financial capability: Reference letter from reputable commercial bank indicating the willingness to provide credit facility of not less N200million.
l. Letter of authorization as the representative of the Original Equipment Manufacturers (OEMs)
m. All documents for submission must be transmitted with a duly signed covering/forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), the Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead MUST bear the names and nationalities of the Directors of the Company at the bottom of the page duly signed by the Authorized Officer of the Firm.
n. Accrued Sworn Affidavit that:
i) The Company is not Bankrupt, in Receivership or under Liquidation or involved in any Litigation which can potentially affect the Company’s ability to effectively discharge their responsibility if engaged;
ii) The Claims made and information provided by the Company in submission are true and connect in all ramifications;
iii) No member of Staff of Rev. Fr. Moses Orshio Adasu University, Makurdi and Bureau of Public Procurement (BPP) has Pecuniary Interest in the Company;
iv) No Director of the Company (past and present) has ever been convicted of Criminal Offences relating to fraud or Financial Impropriety in any Court of Law.
4. COLLECTION OF TENDER DOCUMENTS
Interested firms are to collect the Standard Bidding Documents from the Procurement Unit between 10:00am – 4:00pm, Mondays – Fridays upon payment of a non-refundable tender fee of Ten Thousand Naira (N10,000.00) only payable to Rev. Fr. Moses Orshio Adasu University in bank draft. A copy of payment receipt MUST be attached to the financial tender document.
5. SUBMISSION OF TENDER DOCUMENTS
Bidders are to submit two (2) hard copies (one copy of technical and one copy of financial bid with soft copy of financial in MS Excel format in a flash drive) packaged separately in sealed envelopes and clearly marked as “Technical” and “Financial”. Thereafter put the two (2) sealed envelopes together in a bigger sealed envelope addressed to “The Vice Chancellor, Rev. Fr. Moses Orshio Adasu University, Makurdi, Benue State” and clearly marked with the name of the project. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box at the University Senate Chamber located at the Rev. Fr. Moses Orshio Adasu University, Makurdi, Benue State not later than 12:00noon, Tuesday, 30th June, 2026.
6. OPENING OF BIDS
The Technical Bids shall be opened after the deadline for submission by 12:00 noon on Tuesday, 30th June, 2026 in the Senate Chamber, Rev. Fr. Moses Orshio Adasu University, Makurdi, Benue State in the presence of the bidders or their representatives, and interested members of the general public.
7. GENERAL INFORMATION
i. Bids must be in English Language and signed by an authorized official.
ii. Bids submitted after the deadline for submission would be returned un-opened.
iii. All costs incurred while bidding will be borne by the bidder.
iv. This is mere invitation to bid and therefore, the University reserves the right to annul the procurement process at any time without incurring any liabilities in accordance to Section 28 of the Public Procurement Act (2007).
