INVITATION TO TENDER FOR THE 2025/2026 TETFUND INTERVENTION FOR ICT SUPPORT
A. INTRODUCTION
Joseph Sarwuan Tarka University, Makurdi, in its effort to provide adequate ICT facilities for efficient and effective learning a key criterion for achieving quality education and in compliance with the Public Procurement Act 2007 and other extant government regulations, intends to procure hardware and software tools for ICT, as well as provide adequate sensitization and capacity development for the implementation of the approved 2025/2026 TETFUND Intervention for ICT Support Projects.
Competent and reliable contractors/bidders with relevant experience and a good track record of performance are hereby invited to tender for the projects listed below.
B. SCOPE OF PROJECTS
The projects consist of the following lots:

- Software and hardware procurement
- Network infrastructure installation and training
C. ELIGIBILITY REQUIREMENTS
Tenders shall be accompanied by the following:
- Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7.
- Evidence of the Company’s current Tax Clearance Certificate (TCC) for the last three (3) years (2023, 2024, and 2025), valid until 31st December 2026.
- Evidence of a current Pension Compliance Certificate valid until 31st December 2026.
- Evidence of a current Industrial Training Fund (ITF) Compliance Certificate valid until 31st December 2026.
- Evidence of compliance with the Nigeria Social Insurance Trust Fund (NSITF) with a valid Clearance Certificate valid until 31st December 2026.
- Evidence of registration on the Database of Federal Contractors, Consultants and Service Providers by submission of an Interim Registration Report (IRR) expiring on 31st December 2025, or a valid Certificate issued by the BPP.
- Current Sworn Affidavit:
o Disclosing whether or not any officer of the relevant committees of Joseph Sarwuan Tarka University, Makurdi, or the Bureau of Public Procurement is a former or present Director, shareholder, or has a pecuniary interest in the bidder, and confirming that all information presented in the bid is true and correct in all particulars.
o Declaring that the Company is not in receivership, subject to any form of insolvency or bankruptcy proceedings, or the subject of any winding-up petition or proceedings.
o Declaring that the Company does not have any Director who has been convicted by any court in Nigeria or any other country for criminal offenses relating to fraud, financial impropriety, criminal misrepresentation, or falsification of facts concerning any matter.
o Declaring that all information presented in the documents is true and correct in all particulars. - Company’s audited accounts for the last three (3) years (2023, 2024 & 2025), duly endorsed by FIRS (now Nigeria Revenue Service – NRS). Reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
- Interested companies should provide evidence of accreditation by Nigerian Information Technology Development authority (NITDA) and the computer Professionals Registrations Council of Nigeria.
- Letter of Authorization as representative of the Original Equipment Manufacturers (OEMS) will be necessary.
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years, including letters of award, valuation certificates, job completion certificates, and photographs of the projects.
- All documents for submission must be transmitted with a covering/forwarding letter on the Company’s letterhead paper, bearing among other things the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.), and email address. The letterhead paper must bear the names and nationalities of the Directors of the Company at the bottom, and be duly signed by the authorized officer of the company.
D. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Office of the Director of Procurement, North Core, beside Aper Aku Auditorium, Joseph Sarwuan Tarka University, Makurdi, between 8:00 am and 4:00 pm, upon presentation of evidence of payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only per lot. For payment, visit www.remita.ng, generate a Remita Retrieval Reference (RRR) number, make the payment, take your printout to the University’s Bursary, and obtain an official receipt.\
E. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids for each desired lot: two (2) hard copies and a soft copy (USB Flash drive) each of the Technical and Financial bids, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a larger sealed envelope addressed to the Director of Procurement, Joseph Sarwuan Tarka University, Makurdi, and clearly marked with the name of the project and lot number. Furthermore, the reverse of each envelope should bear the name and address of the bidder. Submit at the office of the Director of Procurement, Joseph Sarwuan Tarka University, Makurdi, North Core, not later than 12:00 noon on Wednesday, 29 July 2026.
F. OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately after the deadline for submission of bids at 12:00 noon on Wednesday, 29 July 2026, at the VCs Conference Room, in the presence of bidders or their representatives and interested members of the public. The Financial bids will remain unopened until the next procurement stage. Please ensure you sign the Bids Submission Register at the point of submission, as the University will not be held liable for misplaced or wrongly submitted bids.

G. IMPORTANT INFORMATION
a. Bids must be in English and signed by an official authorized by the bidder.
b. Bids submitted after the deadline for submission will be returned unopened.
c. Bidders should not bid for more than one (1) lot; contravention is automatic disqualification.
d. Failure to submit the Standard Bidding Document (SBD) signed by an official authorized by the bidder shall automatically result in the rejection of tenders.
e. All bid processing costs shall be borne by the bidders.
f. The University shall not be responsible for any costs incurred by bidders in connection with responding to this advertisement.
g. Participation in this process and any related process neither creates any commitment nor establishes any legal relationship with Joseph Sarwuan Tarka University, Makurdi. It is merely a precondition for further consideration of the tender.
h. The Technical Bids will be opened in the presence of CSOs and professional bodies.
i. Only pre-qualified bidders from the technical evaluation will be invited at a later date for the financial bids opening; the financial bids of unsuccessful bidders will be returned unopened.
j. Failure to comply with the above requirements shall automatically result in the disqualification of the bidder.
k. The University Management reserves the right to verify the authenticity of any claim made in the bidding documents submitted by bidders.
l. The University Management is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability, in accordance with Section 28 of the Public Procurement Act, 2007.
