INVITATION TO TENDER FOR NON-CONSULTANCY SERVICES

INTRODUCTION
The National Health Insurance Authority (NHIA), located at Plot 297, P.O.W. Mafemi Crescent, Utako District, Abuja is a Regulatory and Implementing Agency of Health Insurance Policy of the Federal Government of Nigeria.

The National Health Insurance Authority (NHIA) is desirous of carrying out Non-Consultancy Services at the State Offices across the country. In compliance with the provisions of the Public Procurement Act, 2007 (PPA 2007), the NHIA under its 2026 Capital Budget hereby invites qualified, competent and reputable contractors to submit Tender for Non-Consultancy Services necessary for consideration for the execution of the projects as outlined below:

CATEGORY: NON-CONSULTANCY SERVICES

A: Provision of Cleaning/Janitorial Services
Lot 1. Provision of Cleaning/Janitorial Services at the NHIA North West State Offices (Kaduna, Jigawa, Kano, Kebbi, Katsina, Sokoto and Zamfara)
Lot 2. Provision of Cleaning/Janitorial Services at the NHIA North-East State Offices (Adamawa, Borno, Yobe, Taraba, Bauchi and Gombe States)
Lot 3. Provision of Cleaning/Janitorial Services at the North-Central State Offices (Kwara, Kogi, Plateau, Nassarawa, Niger, Benue States & FCT)
Lot 4: Provision of Cleaning/Janitorial Services at the NHIA South-West State Offices (Oyo, Ogun, Osun, Ondo and Ekiti States)
Lot 5: Provision of Cleaning/Janitorial Services at the NHIA South-East State Offices (Abia, Anambra, Ebonyi, Enugu and Imo States)
Lot 6: Provision of Cleaning/Janitorial Services at the NHIA South-South State Offices (Akwa-Ibom, Bayelsa, Cross-Rivers, Delta, Edo and Rivers States)
Lot 7: Provision of Cleaning/Janitorial Services at the NHIA Lagos Offices (Lagos Zonal Office, Yaba and Ikeja State Offices)

B: Provision of Security Services
Lot 8. Provision of Security Services at the NHIA North-West State Offices (Kaduna, Jigawa, Kano, Kebbi, Katsina, Sokoto and Zamfara States)

Lot 14: Provision of Security Services at the NHIA Lagos Offices (Lagos Zonal Office, Yaba and Ikeja State Offices)

1. Mandatory Requirements:
Prospective bidders are required to submit, as part of their technical bid submission, the following mandatory documents, the absence of which disqualifies the bidder from further consideration in the bid process:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7
b. Current Tax Clearance Certificates for the last three (3) years (2023, 2024 & 2025) expiring 31st December, 2026
c. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026
d. Evidence of Compliance with Pension Reform Act 2004 by inclusion of PENCOM Clearance Certificate expiring 31st December, 2026
e. Evidence of Compliance with Industrial Training Fund (ITF) in line with relevant provision of the ITF Amendment Act, 2011 (Certificate only) expiring 31st December, 2026.
f. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of current Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP)
g. Evidence of Current Certificate of Compliance with Mandatory Health Insurance in Nigeria (NHIA Issued Certificate Only).
h. Current Court Sworn Affidavit disclosing: –
i. That the company is not in receivership, insolvent or bankrupt.
ii. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety
iii. Whether or not any officer of the Bureau of Public Procurement (BPP) or officer or Council Member of National Health Insurance Authority (NHIA) is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
iv. That all documents submitted for the bidding are true and correct in all particulars.

2. OTHER REQUIREMENTS:
a. Detailed Company Profile indicating its core business areas and years of experience; relevant experience in assignment of similar nature, references that attests to successful completion of similar assignments.
b. Verifiable List of similar jobs successfully executed in the last 3 years including Letters of Award, Job Completion Certificate and list of equipment of the company.
d. Evidence of records of Financial Capability showing commitment from a reputable Bank to execute the project and Annual Turnover of 100m
e. Documented evidence of employment letters issued to service employees/workers who have served your firm in the locations a company is bidding.
e. Evidence of Current License to Practice for Year 2026 from NSCDC (for Security Services) and EHORECON (for Cleaning/Janitorial Services).
f. Bidders MUST show Evidence of Presence/Residency/Office with detailed address and working equipment in the zone it is bidding for.

3. TENDER FEES:
A non-refundable tender fee for each project categorized as Non-Consultancy, in the sum of Ten Thousand Naira (N10,000.00) only is payable by all bidders. The tender fee is payable through GIFMISS (Code No. 1000032161) payable to National Health Insurance Authority (NHIA).

4. COLLECTION OF TENDER DOCUMENTS:
Tender documents for are obtainable from Procurement Department, 4th Floor, National Health Insurance Authority (NHIA) Headquarters, on presentation of the original copy of Receipt issued by Finance and Accounts Department of NHIA as evidence of payment of the N10, 000.00 tender fee.

5. SUBMISSION OF TENDER DOCUMENTS:
Prospective bidders are to submit bids for each of the lots desired, two (2) hard copies each of the Technical and Financial bids packaged separately in sealed envelopes clearly marked as “Technical Bid” and “Financial Bid” respectively and both enclosed in a third sealed envelope. All the envelopes should bear the “Project Name” at Top Right Hand Corner of the Envelopes and addressed to:

Utako District, Abuja.

Clearly labelled document should be deposited in the Tender Boxes on the 4th Floor, NHIA Headquarters, Utako-Abuja. Company’s Name, Address and phone number of the representative should also be written on the reverse side of the envelope. Closing time for submissions is on Monday, 27th July, 2026 (2 Weeks) at 12.00 noon prompt. Late submissions shall be rejected and non-compliance with addressing instructions will lead to disqualification.

6. OPENING OF BID DOCUMENTS:
Opening of the Technical Bids ONLY will commence immediately after the closing of bid submission by 12.00 noon on Monday, 27th July, 2026 at NHIA Headquarters, Boardroom, Utako-Abuja. All Bidders and/or their representatives, Relevant Professional Bodies and non-Governmental Organizations (NGOs) are invited to witness the public opening exercise accordingly.

7. IMPORTANT INFORMATION:
i. All CAC, CTC, PENCOM, ITF, NSITF, BPP Certificates and/or letters may be referred to the Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission, Bureau of Public Procurement (BPP), NHIA and or any other bodies for verification.
ii. Only pre-qualified bidders will be invited for the next stage of the procurement process.
iii. Original documents of any aspect of a company’s submission may be requested for sighting.
iv. Each eligible company is allowed to bid for not more than one (1) Lot. Multiple bidding shall lead to disqualification.
iv. All documents for submission shall be transmitted with a Covering/Forwarding letter under the company’s Letter Head bearing the Names of the Directors of the company.

8. DISCLAIMER:
The NHIA is not obligated to award a contract to any bidder and/or applicant and reserves the right to cancel and/or discontinue the procurement process at any stage without incurring any liability thereby to the bidders

This notice of “Invitation to Tender” shall not be construed as commitment on the part of NHIA nor shall it entitle any company to make claims or seek any indemnity from National Health Insurance Authority (NHIA).
