INVITATION FOR EXPRESSION OF INTEREST FOR TECHNICAL AND FINANCIAL BIDS

1.0 INTRODUCTION
The Kwara State Government through the Ministry of Education and Human Capital Development is to embark on provision furniture to Public Secondary Schools in Kwara State. The project will include fabrication, procurement and supply of furniture for students and teachers in some Public Secondary Schools in the State. In compliance with the Kwara State Public Procurement Law as amended, the Ministry wishes to invite interested reputable and competent Contractors with relevant experience and good track records to submit Bids for the proposed projects.

2.0 SCOPE OF WORKS
The scope of work is to fabricate, procure and supply of furniture to some Public Secondary Schools in the State to enhance academic activities. The details will be analyzed in the tender document. The LOTS are as follow:
LOT 1: Desks for Students and Teachers in Ekiti, Oke-Ero, Isin and Irepodun LGAs
LOT 2: Desks for Students and Teachers in Ifelodun, Offa, Oyun and Asa LGAs
LOT 3: Desks for Students and Teachers in Ilorin West, Ilorin South, Ilorin East and Moro LGAs
LOT 4: Desks for Students and Teachers in Kaiama, Baruten, Patigi and Edu LGAs
LOT 5: Computer Desk/Furniture for 70 schools/centres across the state

3.0 ELIGIBILITY REQUIREMENTS
Interested and competent Contractors wishing to submit tenders are requested to submit their companies’ profiles which shall include the following:
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC).
ii. Evidence of Registration/2026 renewal with Kwara State Public Procurement Agency.
iii. Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2025.
iv. Evidence of current Pension Compliance Certificate valid till 31st December, 2025.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance Certificate valid till 31st December, 2025.
vi. Evidence of Company’s Income Tax Clearance for the last three (3) years (2023, 2024 & 2025).
vii. Company Audited Accounts for the last three (3) years (2023, 2024 and 2025).
viii. Evidence of VAT registration and remittances
ix. Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank in Nigeria.
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates, etc.
xi. Additional documents that can indicate your competence for the job

4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to pay Non-Refundable Tender Fee as prescribed by the Kwara State Public Procurement Agency (KWPPA) and proceed to collect Tender Document, on presentation of the evidence of Tender Fee payment, from the Tender Secretary, Ministry of Education and Human Capital Development, Ilorin.

The bidders are to submit Bids in a hard copy of each technical and financial bids packaged separately in sealed envelopes and clearly marked as ‘Technical Bid’ or ‘Financial Bids’. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Honourable Commissioner, Ministry of Education and Human Capital Development, Ilorin and clearly marked with the name of the project.

Furthermore, the reverse of each sealed envelope should bear the name and address of the Company and must be delivered to the Office of the Tender Secretary, Ministry of Education and Human Capital Development, Ilorin not later than 12 Noon of Wednesday, 12th August, 2026.

5.0 OPENING OF BIDS
The bid documents will be opened immediately after the deadline for submission at 12:00 Noon of Wednesday, 12th August, 2026 in the Conference Room of the Ministry. Please note that the Ministry of Education and Human Capital Development will not be held liable for misplaced or wrongly submitted Bid documents.

6.0 GENERAL INFORMATION
a) Bids must be in English Language and signed by an official authorized by the Company;
b) Bid submitted after the deadline for submission would be returned un-opened;
c) All costs will be borne by the bidders;
d) Indication of the date of completion of the project will assist to assess your capability for the job
e) Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found.
f) The Kwara State Ministry of Education and Human Capital Development is not bound to accept any bidder and reserves the right to annul the Procurement Process at any time without incurring liabilities in accordance with section 38 of the Kwara State Public Procurement Law, No. 7 of 2018, as amended.
